3.1.1 Technical and Management Experience (Subfactor A)
(A) The offeror shall submit two (2) projects, completed by the offeror as a Prime Contractor demonstrating multi-discipline construction experience on projects with a contract value greater than $250,000. Projects submitted by the offeror shall have been completed within five (5) years of the issuance of this solicitation and at least 15% of the work shall have been performed by the offeror as the Prime contractor. For purposes of this evaluation, a relevant project is further defined as:
Size: A construction value of $250,000 or greater.
Scope/Complexity: Design project scope/complexity must meet one or more of the following:
Interior/exterior alteration or renovations of facilities.
Repair projects that include repairs to multiple building systems, including but not limited to building exterior work, building interior work including mechanical, HVAC, electrical, and plumbing systems.
For the two (2) submitted projects the Offeror shall:

(2) Fully describe all trades on the project with a clear description of work performed by those trades.
Submitted projects must include (collectively) use of the following trades: HVAC and Electrical.

(2) Identify a minimum of two tools used to develop and track the schedule and describes how these tools will contribute to meeting the project completion date of the current RFP requirement.
(C) The Offeror shall describe experience, for either the above two projects or separate projects (with a value greater than $250,000), demonstrating the following:
(1) Execution of a project requiring a phased approach, due to the facility remaining occupied during construction, involving HVAC (including Commissioning), electrical and plumbing efforts. The Offeror shall describe the phasing plan, explanation on how the work was completed, identifying any challenges inherent in a phased approach of an occupied building project involving HVAC work.
(2) Development and Implementation of a Quality Control Plan. The Offeror shall identify important aspects of the plan as it related to the project, including how the plan was implemented. The offeror shall explain how such a QCP would be implemented and maintained throughout the life of the requirements of this RFP to ensure successful completion.
3.1.2 Safety (Subfactor B)
The Offeror shall submit the following information:
(A). Experience Modification Rate (EMR):
For the three (3) previous complete calendar years (2017, 2018 and 2019), the Offeror shall submit its 2020 EMR (which compares an offeror company’s annual losses in insurance claims against its policy premiums over a three
(3) year period). If an offeror has no EMR, then the offeror shall affirmatively state so and explain why. Any extenuating circumstances that affected the EMR and upward or downward trends should be addressed as part of this submission.
(B) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate:
For the three (3) previous complete calendar years (2017, 2018 and 2019), the offeror shall submit its OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate, as defined by the U.S. Department of Labor, Occupational Safety and Health Administration. If an offeror cannot submit an OSHA DART Rate, then the offeor shall affirmatively state so, and explain why. Any extenuating circumstances that affected the OSHA DART Rate data and upward or downward trends should be addressed as part of this submission.
(C) Technical Approach for Safety:
Describe the plan that the Offeror will implement to evaluate the safety performance of potential subcontractors, as a part of the selection process for all levels of subcontractors for the requirements of this RFP. Provide a narrative that describes the daily and weekly onsite actions and procedures that the Offeror will employ to ensure and monitor safe work practices at the prime and subcontractor levels for the requirements of this RFP.
3.2 Past Performance (Factor 2)
The offeror shall provide a past performance evaluation for each project submitted under Factor 1, Section 3.1.1(A).
If a completed Contractor Performance Assessment Reporting System (CPARS) is available, it shall be submitted with the proposal. If there is not a completed evaluation then the offeror shall submit the Past Performance Questionnaire (PPQ) (Attachment 3) for each project included in Factor 1. Section 3.1.1(A).
If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment 3), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contacts prior to proposal closing date:
Michael.ouellette@navy.mil; kathleen.hourihan@navy.mil
The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with clients/references to help ensure timely submittal of questionnaires.
The Government may review any other sources of information for evaluating past performance. Sources may include, but are not limited to, CPARS, FAPIIS, inquiries of project owner representative(s), and any other known sources not provided by the offeror.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.
