1.0 SCOPE. This Statement of Work (SOW) defines the effort required to repair a portion of the sewer line in Building 1404, located at the Naval Undersea Warfare Center (NUWC), Newport, RI. It includes cutting and removing a portion of the concrete floor, excavation of soil over the existing sewer line, removal of a section of the existing polyvinyl chloride (PVC) sewer pipe, adjusting the penetration through the building’s foundation wall, installation of new cast iron sewer pipe, backfilling over the new pipe, placement of a new concrete floor, and patching the epoxy flooring.

1.1 Background. Construction of Building 1404 was completed in the year 2014. In the summer of 2019, reoccurring sewer line issues prompted further investigation. A camera inspection was performed, and found a section of pipe (approximately 20 feet long) had settled down approximately 2 inches. Review of the as-built construction drawings indicates a column footing adjacent to the sewer line. NUWC believes the column footing settled and caused the PVC sewer line to deform along with the settled earth.

2.0 APPLICABLE DOCUMENTS. The following documents are applicable to this Statement of Work:

Prior to the start of construction, the Contractor representatives who have a responsibility or significant role in accident prevention must attend the preconstruction conference. At the preconstruction conference, the Government and Contractor will develop a mutual understanding of schedule, the accident prevention plan, the lead abatement plan, and administrative requirements. Work is not permitted to begin until all deficiencies in the accident prevention plan have been corrected and approved by the Contracting Officer.

5.4 Utility Outage Request. Utility Outages must take place outside of normal working hours; either on a weekend, federal holiday, or between the hours of 6pm and 6am. Apply for utility outages at least 15 calendar days in advance. At a minimum, the written request must include the location of the outage, utilities being affected, duration of outage, and how the contractor’s plans to maintain control of the utility throughout the outage.

5.5 Hot Work Permit. Submit and obtain a written permit prior to performing "Hot Work" (i.e. welding or cutting) or operating other flame-producing/spark producing devices, from the Fire Division. CONTRACTORS ARE REQUIRED TO MEET ALL CRITERIA BEFORE A PERMIT IS ISSUED. Provide at least two 20 pound 4A:20 BC rated extinguishers for normal "Hot Work". The extinguishers must be current inspection tagged, and contain an approved safety pin and tamper resistant seal. It is also mandatory to have a designated FIRE WATCH for any "Hot Work" done at this activity. The Fire Watch must be trained in accordance with NFPA 51B and remain on-site for a minimum of one hour after completion of the task or as specified on the hot work permit.

When starting work in the facility, require personnel to familiarize themselves with the location of the nearest fire alarm boxes and place in memory the emergency Fire Division phone number, (401) 841-3333. REPORT ANY FIRE, NO MATTER HOW SMALL, TO THE RESPONSIBLE FIRE DIVISION IMMEDIATELY.

5.6 Existing Work. In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

5.7 Occupancy of Premises. Building will be occupied during performance of work. Perform work in a manner so as to cause a little disturbance to building occupants as possible. Refer to paragraph “Special Scheduling”.

5.8 Excavation. Hand-excavate to the dimension indicated. Grade bottom of trench to provide uniform support for each section of pipe after pipe bedding placement. Tamp/compact to provide a firm pipe bed.

Recesses shall be excavated to accommodate bells and joints so that pipe will be uniformly supported for the entire length. Remove excavated materials from Government property and deliver to a licensed/permitted facility.

5.9 Piping. Provide piping and fittings as indicated on the plans. Install per the manufacturer’s recommendations. Test new piping by filling the building sewer with water and pressurizing to not less than a 10-foot head of water. System must maintain pressure for at least 15 minutes.

5.10 Fill. Backfill as rapidly as construction, testing, and acceptance of work permits. Place and compact backfill in 6 inch lifts to maximize compaction. Provide buried utility identification tape twelve (12) inches below finished grade.

5.11 Concrete. Place concrete in accordance with ACI 301 Section 5. Moist cure with burlap or polyethylene and provide a broom finish. Provide bars, welded wire reinforcement, wire ties, supports, and other devices necessary to install and secure reinforcement. Reinforcement must not have rust, scale, oil, grease, clay, or foreign substances that would reduce the bond. Rusting of reinforcement is a basis of rejection if the effective cross-sectional area or the nominal weight per unit length has been reduced. Remove loose rust prior to placing steel. Tack welding is prohibited.

5.12 Epoxy flooring. Install products in accordance with manufacturer's written instructions. Do not commence installation of floor topping until concrete has cured a minimum of 28 calendar days. Do not attempt to install if temperatures are below 60 degrees or above 85 degrees Fahrenheit. After the floor topping has set firmly, apply two thin coats of the sealer coat to provide a pore-free, easy-to-clean surface.

6.0 PROJECT CLOSEOUT

6.1 Cleanup. Remove temporary barriers and enclosures. Patch surfaces damaged during construction to match adjacent surfaces. Leave premises "broom clean." Use only nonhazardous cleaning materials, including natural cleaning materials, in the final cleanup. Clean or replace HVAC filters of possibly affected operating equipment. Sweep paved areas and rake clean landscaped areas. Remove waste and surplus materials, rubbish and construction facilities from the site. The Government does not wish to keep any excess paint or epoxy flooring materials. Remove temporary controls.

6.2 Warranty. Provide a Warranty Letter guaranteeing the Contractor’s responsibility to remedy, at the Contractor’s expense, any damage to Government-owned or controlled property when the damage is the result of the Contractor’s failure to conform to contract requirements or defective equipment, material, or workmanship.

The construction warranty period will begin on the date of project acceptance and continue for one full year. The contractor shall respond to warranty items within 48 hours of being notified.
