Request for Proposal # N66604-18-R-1850, Amendment 03

Industry Questions and Answers (continued from prior RFP Amendment)

Note:

The statement of work section 3.7 has been revised.

7. Question:

Are public websites available from the Navy and Marine Corps Intranet (NMCI)? Can participants use links to access sites outside their government/military firewalls?

Answer:

Yes. NUWC will need to check the URL to ensure its accessible from NMCI machines.

8. Question:

If webinars are uploaded to a library on the NMCI, how will the contractor be able to access the site to provide monthly reports for attendance?

The intention is not to house the training on NUWC servers. Web accessible only.

9. Question:

The statement of work specifies all 30 minute webinar modules are due within seven (7) business days from the date of the contract award. Must all webinar modules be delivered in full to NUWCDIVNPT seven (7) days after contract award, or can they be delivered over an extended period of time?

The statement of work has been modified to read 30 to 90 minute webinar modules. All modules must be accessible at time of award.

10. Question:

The SOW specifies a module cannot exceed thirty (30) minutes. For those topics that require additional time to deliver content, may the contractor provide a 2-part module to cover the subject matter?

Example: Module 3.1.1. – Offer the Social Security topic in 2 modules: Social Security – Part 1 and Social Security – Part 2.

Yes. And also the statement of work has been modified to read modules can be 30 to 90 minute webinar modules.

11. Question:

What Ancillary Benefits for retirees are you referring to in Section 3.1 a? (Understanding of Ancillary Benefits applicable to federal retirees (outside of FERS and CSRS))?

This is for the vendor to expound upon. The vendor should have a working knowledge of the benefits available to federal employees aside from FERS and CSRS. The Government is requesting a sample training module on federal employee benefits outside of FERS and CSRS (i.e. social security)

12. Question:

SOW Paragraph 3.9 states “the contract shall provide a “Help Desk” to assist NUWCDIVNPT employees with technical issues relating to the virtual training…” Will the contractor have a counterpart within NUWCDIVNPT available to work with in the event the technical issues are agency-related?

Answer:

Yes, will be identified at time of contract award.

13. Question:

SOW Paragraph 3.10 states “contract shall host and maintain a Question and Answer Program 7 days a week, 24 hours per day …” Does NUWCDIVNPT require this Program to be accessible via telephone and/or email? Is the contractor required to “man” this program 7 days a week, 24 hours per day?

Answer:

Requirement is to allow for question submission 24x7, with inquiry response within 72 hours of submission. As such, the program does not need to be ‘manned’ 24x7. Email/phone will suffice if the response requirements are met.

14. Question:

Our company has not been required to complete the GPAT Form in prior solicitations and we are not familiar with this form. Is there a government link that can provide instruction as to how it can be properly completed?

Answer:

The GPAT Form is not a NUWCDIVNPT Form, it was created by The Access Board, (https://www.access-board.gov/) who wrote the standards/criteria with General Services Agency (GSA), https://www.section508.gov/. This information has been provided in RFP section UW C-2-0003 Accessibility of Electronic and Information Technology, Section (b).

15. Question:

https://www.section508.gov/

Does the Navy and Marine Corp Intranet have access to the World Wide Web?

Yes

16. Question:

Regarding Assistive Technology- does this emulate a keyboard?

Assistive Technology involves a very wide range of tools and programs designed to assist the disabled.

For further information, see answer to question #14.

17. Question:

“Redundant text links shall be provided for each active region of a server-side image map.” Can you clarify this request? Our video training is secured within the website and currently does not offer an outside accessible link outside of its’ associated page.

See answer to question #14.

18. Question:

Will the content be provided in which the training material will need to be built?

The vendor will provide content.

19. Question:

Is the training material expected to be delivered in (30) 30min Training Modules for a max of 900 minutes of content?

Answer:

There is no cap on the minutes or the number of modules. The statement of work has been modified stating the training modules can be 30 to 90 minutes in duration.

20. Question:

From the time of the award, what is the expected delivery date for the first training module listed under

3.1 Federal Employee Retirement System (FERS) Section 3.1.1 and 3.2 Civil Service Retirement System (CSRS) section 3.2.1?

Answer:

All training modules shall be available within seven (7) days of the contract award.21. Question:

Under Section 3.10 who will validate the responses required back within 72 hours, before employees reply to the submissions?

Answer:

All responses should be within 72 hours of submission. The Government will monitor this contract performance.

22. Question:

Will there be any FAQ’s provide to assist with the questions under Section 3.10? Alternatively, will a knowledge base need to be developed from the training modules?

Answer:

The vendor houses and provides FAQs and knowledge base.

23. Question:

As I'm laying out my proposal, I'm finding there is another benefit that is not specifically mentioned in Sections 3.1 and 3.2. You responded in to my last question that we could include any benefits not mentioned.

However, each subject is identified with a section number. For instance, Social Security is Section 3.1.1.

How should we detail out the additional benefits? Should we assign a new section number? Should we just list the additional benefits at the end of the last subject in the section without a section number?

Answer:

The Offer may submit a list of any additional benefits at the end of the last SOW module subject, in the section, without a section number.

File details come from the government source that posted it.
