UW M-2-0001 EVALUATION FACTORS

1.0 BASIS FOR AWARD

1.1 General Information

(a) The Government intends to award a single contract as a result of this RFP. Award will be made to the responsible Offeror whose proposal contains the combination of those factors offering the best overall value to the Government. The best overall value to the Government will be determined by comparing the difference in value of technical (non-price) features of proposals with the difference in the price to the Government.

(b) The Government intends to award a contract without discussions, however reserves the right to conduct discussions per FAR 15.306.

1.2 Relative Importance

The following will be considered for award:

FACTORS

Pass/Fail Requirements Factor 1 Technical Capability Factor 2 Past Performance Factor 3 Price

The relative importance of factors is as follows: Technical Capability and Past Performance are of equal importance. All evaluation factors other than Price, when combined, are significantly more important Price. Price will increase in importance as competing proposals approach Technical Capability/Past Performance equality or when it is so significantly high as to diminish the value of technical superiority to the Government.

2.0 PASS/FAIL REQUIREMENTS

The Government will evaluate offers based on a Pass/Fail rating for the requirements below.

Offerors must receive a Pass rating under the Pass/Fail Requirements to be eligible for award.

(a) The Government will evaluate the submitted proof that the Offeror’s virtual training is accessible online and compatible with PCs (Mac and Windows), NMCI, and smart phones/tablets.

(b) The Government will evaluate if the Offeror’s virtual training program is Section 508 compliant by reviewing the submitted GPAT in accordance with UW-2-0003.

(c) The Government will evaluate whether or not the training program, modules, and resources are accessible 7 days a week, 24 hours a day.

(d) The Government will evaluate the length of individual training subscriptions, to determine if they will not expire prior to six months after activation.

3.0 NON-PRICE FACTORS

The Government will evaluate offers and assign one of the adjectival ratings indicated in paragraph 5.0 of this Section for each of the following non-cost factors.

3.1 Technical Capability

The Government will review the Offeror’s documentation submitted and determine the Offeror’s overall qualifications by evaluating:

(a) The submitted virtual sample training modules (i.e. via web link) to assess each Offeror’s knowledge and expertise in the following areas (not included in page count in Section 1.3(c)):

(1) Understanding Federal Benefits in Federal Employees Retirement System (FERS)

(2) Understanding Federal Benefits in Civil Service Retirement System (CSRS)

Request for Proposal # N66604-18-R-1850

(3) Understanding of Ancillary Benefits applicable to federal retirees (outside of FERS and CSRS).

(c) The Offeror’s proposed technical “Help Desk” resolution process, availability of this service, and average resolution time.

3.2 Past Performance

The past performance evaluation assesses the degree of confidence the Government has in an Offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance. The Government may consider past performance information contained in the Federal Awardee Performance and Integrity Information System (FAPIIS) and the Past Performance Information Retrieval System (PPIRS) in accordance with DFAR 252.213-7000.

The Government may also contact all or some of each Offeror’s customers to obtain past performance information. The Government reserves the right to limit or expand the number of references it decides to contact, and contact references other than those provided by the Offeror.

In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance.

4.0 Price

The Government will evaluate proposed prices by performing a price analysis in accordance with FAR 15.404-1(b) procedures.

5.0 ADJECTIVAL RATINGS

The Government will perform an evaluation of the non-price factors based on the Offeror’s proposal. Price will not be assigned an adjectival rating. In order to be considered for award, an Offeror must have an Acceptable rating.

5.1 Technical Ratings

The purpose of the technical factor is to assess whether the offeror’s proposal will satisfy the Government’s minimum requirements. The Government will evaluate the offeror’s proposal against these requirements to determine whether the proposal is Acceptable or Unacceptable, using the ratings and descriptions in the table below.

Adjectival Rating Description

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

5.2 Past Performance Ratings

The past performance evaluation is an assessment of the Offeror’s probability of meeting the solicitation requirements. This assessment is based on the Offeror’s record of relevant and recent past performance information that pertains to the products and/or services outlined in the solicitation requirements.

The Government will initially evaluate whether the Offeror’s past performance is recent, and relevant or not relevant to the effort to be acquired, using the table below.

Rating Description Relevant Present/Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Not Relevant

Present/Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Second, the Government will conduct a past performance assessment by determining how well the Offeror performed on prior relevant contracts. Based on this evaluation, the Government will determine whether the Offeror’s relevant past performance record is Acceptable or Unacceptable, using the ratings in the table below.

Adjectival Rating Description

Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown.*

Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort.

*NOTE: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown (or “neutral”) past performance. In the context of Acceptability/Unacceptability, a neutral rating shall be considered “Acceptable.

Definitions:
