Solicitation Number: N66604-17-Q-1649

The purpose of this Amendment 02 is to extend the closing date to Monday, August 07, 2017, 10 AM, Eastern Standard Time and answer industry questions as follows:

Question:

1. Are all shipments in the RFQ classified and require constant surveillance monitoring?

Answer:

No, of the 50-60 actions requested per year, 95% are UNCLASSIFIED.

2. Can we have some information regarding actual volume of cargo moved and the dollars spent on the previous contract?

The Government stated in Amendment 01 that NUWCDIVNPT plans on 50-60 actions per year. Offerors can google the previous contract N66604-14-C-2680 which will provide the incumbent name and the dollars awarded in base year and both option years.

This is public information and the Government cannot provide a further monetary breakdown.

3. Please advise on how exactly are you asking vendors to quote? The 3 different scenarios or will you modify to adjust the solicitation?

The Government would like offerors to quote on the table in the RFQ document. There are six (6) priced CLINs and one, (1) information CLIN (0007). Offerors must quote on all priced CLINs (0001-0006) base year and up to two (2) one year options in order for the proposal to be considered. Offerors shall base pricing on the tasks in the Statement of

Work. The three (3) scenarios included in the FAR Clause 52.252-2 Addendum are good examples of the types of Import/Export Customs Brokerage services NUWCDIVNPT would be requiring.

Please note that all offerors must provide a written response to all three (3) scenarios as part of the Technical Capability portion of the solicitation as well as provide past performance references in order for the proposals to be complete. Price proposal shall be submitted separate from Technical Capability and Past Performance proposal.

The purpose of this Amendment 03 is to answer industry questions as follows:

4. The documentation estimates your annual shipments to be 60 for this RFQ. What is the estimated total spend? What is the average size and weight of these shipments?

5. Can we have some information regarding the actual volume of cargo moved and the dollars spent on the previous contract?

Please refer to Solicitation Amendment 02. Information is publicly available online.

6. Are all shipments imports into the US? Please provide sample lane pairs?

No. Shipments location vary based on Fleet Exercises/Testing and Emergent Fleet requirements.

7. Please provide a general description of what is being shipped?

Electronic and mechanical repair parts, test equipment, and training equipment/materials.

8. We do not move DOD shipments into China. What DOD shipments are going into

China?

If shipment is required to go to China it is in direct response to U.S. Navy Fleet mission requirement.

9. Are the 5% of classified shipments domestic only?

95% of all actions are Unclassified CONUS and OCONUS.

10. Will you award by lane or does the winning firm have to handle all lanes?

Winning firm has to handle all lanes.
