STATEMENT OF WORK
IMPORT/EXPORT SERVICES
1.0 BACKGROUND
The Supply Branch (Code 1072) of the Naval Undersea Warfare Division, Newport
(NUWCDIVNPT) has a requirement for import/export customs brokerage service to pay the duty, custom, storage fees, and value added tax pursuant to import/export shipments necessary to meet emergent fleet material requirements. This requirement includes worldwide shipments and may include a myriad of heavy freight items of an UNCLASSIFIED or CLASSIFIED nature.
2.0 SCOPE
The Contractor shall provide professional import/export services for NUWCDIVNPT, using
NUWCDIVNPT Service Cost Center (SCC) funding. The required services shall comply with all regulations and requirements established by agencies of the US Government, US Custom law, and the laws and regulations of Foreign Governments. The Contractor shall be responsible for brokering services and, upon request, freight forwarding services. The Contractor shall affect delivery at destinations and origins which shall be site specific by the individual requirement.
The following locations are anticipated sites in which the contractor shall facilitate shipments:
Hawaii, Guam, Brazil, Puerto Rico, Canada, Italy, England, Scotland, Australia, France, Japan, Bahrain, South Korea, China, Netherlands and Germany, as well as other remote locations that will be identified by NUWCDIVNPT.
The Contractor shall possess a valid custom broker’s license issued by either the U.S.
Department of Treasury or U.S. Customs and Border Patrol.
3.0 APPLICABLE DOCUMENTS
The following documents are required to be met and for official documentation formats to be used performing work under this contract. Technical Instructions may specify additional applicable documents. Applicable documents required to perform this statement of work will be provided as Government Furnished Information (GFI). If a document is updated during the life of the contract, the latest revision governs.

4.0 TECHNICAL REQUIRMENTS
The Contractor shall act on behalf of NUWCDIVNPT in performance of the tasking below within the limitations of applicable document 3.2 and 3.3
In performance of the tasking, the Contractor shall adhere to tariff schedules, listing of duty rates for imported items, and the regulations governing importations found in applicable document

4.1 BROKERAGE SERVICES
4.1.1 Upon notification by the Government of a shipment that requires customs clearance via
GFI 6.1, the Contractor shall provide import/export brokerage services to process material in or out of customs to its end destination.
Deliverables: The Contractor shall provide the Government a delivery schedule and an itemized schedule of fees and applicable charges for each shipment, including: duty custom, custom clearing, storage charges, courier expenses, bond fees, value added tax, shipping containers, packing, packing materials, carnets, terminal handling fees, and other Government examining fees as per CDRL A001.
4.1.2 Upon Government approval of the schedule of fees provided under 4.1.1, the Contractor shall pay all fees and applicable charges. The Contractor shall not exceed the itemized schedule of fees without prior written Government approval.
4.2 FREIGHT FORWARDING SERVICES
4.2.1 Upon Government request via GFI 6.1, the Contractor shall provide freight forwarding services. In accordance with Applicable Document 3.1, the Contractor shall ensure that all material being stored and/or transported is certified and fully compliant with all Department of
Transportation regulatory requirements and that only authorized carriers are used for classified material.
Deliverables: The Contractor shall provide a schedule of shipping costs to the Government for approval as per CDRL A001.
4.2.2 Upon Government approval of shipping costs provided under 4.2.1, the Contractor shall finalize the freight forwarding to ensure shipment of items.
5.0 PROGRESS REPORTS
For all assigned tasks, the contractor shall prepare a Contractor’s Status Report that indicates the progress of work, status of the program(s), and existing or potential problem areas. The
Contractor shall submit the Contract Status Report upon request from the Contracting Officer or the Contacting Officer’s Representative (COR).
6.0 GOVERNMENT FURNISHED INFROMATION (GFI)
GFI, as identified below, shall be provided to the contractor during the performance of this contact. The Government functional lead will deliver electronically to the contractor.

7.0 Quality Surveillance and Performance Standards
The Government will conduct quality surveillance via direct observation and review of deliverables. Contractor performance will be evaluated in the areas of technical quality, responsiveness, timeliness, and cost. Technical quality will be evaluated against the performance standards defined in the Performance Requirements Summary (PRS) Table.
Responsiveness will be evaluated based upon the Government's experience interacting with the contractor during performance. Timeliness will be evaluated based on the contractor's ability to meet CDRL schedules with minimal variance. Cost will be evaluated based upon the contactor's ability to manage to the negotiated costs.
