This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). The Request for Quotation (RFQ) number is N66604-17-Q-

1649.

The Naval Undersea Warfare Center Division, Newport, RI intends to award a Firm Fixed Price

Type Contract Follow On to N66604-14-C-2680 for Professional Import/Export Custom

Brokerage Services in accordance with attached Statement of Work and Contract Data

Requirements List (CDRLs) for one (1) Base Year and up to two (2) one-year Option Years as follows:

0001 1 year Professional Import/Export Customs Brokerage Services in accordance with Statement of Work for Base Year.

0002 1 year Government Fees/Freight Forwarding Charges, Base Year.

0003 1 year Professional Import/Export Customs Brokerage Services in accordance with Statement of Work for Option Year 1.

0004 1 year Government Fees/Freight Forwarding Charges, Option Year 1.

0005 1 year Professional Import/Export Customs Brokerage Services in accordance with Statement of Work for Option Year 2.

0006 1 year Government Fees/Freight Forwarding Charges, Option Year 2.

0007 1 each Contract Data Requirements List (CDRLs), Data Only

Period of Performance Schedule is as follows:

Base: 10/01/2017 through 09/30/2018

Options if exercised:

Option 1: 10/01/2018 through 09/30/2019

Option 2: 10/01/2019 through 09/30/2020

Incorporated provisions and clauses are those in effect through Federal Acquisition Circular

2005-95. The provision at FAR 52.209-11, Representation by Corporations Regarding

Delinquent Tax Liability or a Felony Conviction, 52.212-1, Instructions to Offerors -

Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror

Representations and Certifications - Commercial Items applies to this solicitation. Clauses

52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and

Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation.

This requirement is being solicited as Unrestricted as concurred with by the NUWCDIVNPT

Office of Small Business Programs (OSBP). The NAICS Code is 488510; the size standard is

$15,000,000.00.

Offerors must quote on the Base Year and All Option Years in order to be considered for award.

The award will go to the offeror with the best overall value to the Government. The best overall value to the Government will be determined by comparing the difference in value of the technical (non-price) features of the quote with the difference in the price to the Government.

See attach FAR 52.212-2 Addendum for more important details.

Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNs number.

The following addenda or additional terms and conditions apply: Defense Priorities and

Allocations System (DPAS) rating is DO-C9.

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

Payment will be made by Wide Area Work Flow (WAWF).

Offers must be submitted to Naval Undersea Warfare Center Division Newport, Contracts

Department, Code 0221, via email to Pamela J. Sheehan-McGuire at pamela.sheehanmcguir@navy.mil no later than 2:00 pm EST on 08/01/2017. Offers received after the closing date and time specified will be ineligible for award.
