SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The following have been modified:

SOLICITATION REQUIREMENTS

Offerors shall submit proposals by electronic means rather than in accordance with the template proposal requirements on the cover page o fthe SF-33. All electronic submissions shall be sent to, Rosemary Beckmann, rosemary.beckmann@navy.mil. Please copy Andrew Nagelhout, andrew.c.nagelhout@navy.mil, and George Murphy, george.m.murphy@navy.mil , for all electronic submissions and questions. All submissions must be received by the closing date and time located on the cover page of the SF-33. Furthermore, a single electronic submission shall not exceed 5 megabytes. If this requires submission through multiple emails to send the complete proposal the first email shall include an accounting of each email to follow so the Government can determine it has a complete proposal. Proposal attachments must be in formats readable by Microsoft Office or Adobe PDF.

This solicitation is set-aside 100% for small business

The Government prefers to make a single award as a result of this RFP, however will accept separate proposals for only the CW-1147 domes and only the CW-1181D/CW-1181E domes.

Contractors must be registered in the System for Award Management (SAM) to be eligble for award. Instructions for registraton are available on the SAM website; www.sam.gov .

Distribution D drawings are included in the solicitation FedBizOpps (FBO) posting. Only Companies with Joint Certification Program (JCP) Certifications may access the drawings. Information about JCP certification may be accessed at http://www.dlis.dla.mil/jcp/.

Delivery dates have been aded to Section F, DELIVERY INFORMATION, for system purposes only. See FAR Clause 52.211-8, TIME OF DELIVERY, for the delivery schedule.

MINIMUM AND MAXIMUM QUANTITIES

As referred to in paragraph (b) of the clause entitled, Indefinite Quantity (FAR 52.216-22), the contract minimum and maximum quantities are as follows:

CLIN ITEM DESCRIPTION MINIMUM MAXIMUM

0001 CW-1147 Dome Mold Drawing 1 1

0002 CW-1147 Dome Mold 1 1

0003 CW-1147 Pre-production Dome 1 1

0004 CW-1181D Pre-production Dome 1 1

0005 CW-1181E Pre-production Dome 1 1

QUESTIONS AND ANSWERS:

Q1: Can you provide access to the data package for this solicitation?

A1: The data package is accessed through FedBizOpps by supplying a valid JCP certification number.

Q2: Do you have one contractor who can provide both CW-1147 and CW-1181D/E Domes?

A2: As stated above under solicitation requirements, the Government prefers to make a single award as a result of this RFP, however will accept separate proposals for only the CW-1147 domes and only the CW-1181D/CW-1181E domes.

Q3: Solicitation Section-F states CLIN0002, Dome Mold schedule is 6 months ADC.

Solicitation Section C11 SOW 4.2.2 states that the contractor shall fabricate a mold in accordance with drawings submitted under CLIN0001 and subject to approval by NUWC.

Schedule for CLIN0001 is 2 months ADC. Is the Government intending the first issued Delivery Order to include both CLIN0001 and CLIN0002, and if so, was the schedule for CLIN0002 intended to be 6 months after CLIN0001 approval by the Government; or would it remain 6 months ADC, therefore reducing the schedule for CLIN0002 to 4 months or less (assuming 2 months to complete CLIN0001 and NUWC approval)?

A3: The first delivery order will include CLIN 0001 and CLIN 0002, however no work can be performed on CLIN 0002 until the drawing is approved by NUWC. The schedule for CLIN 0002 is 6 months after contract award as stated in the solicitation. Therefore the schedule for the mold will be approximately 3 ½ months after drawing approval (allows 2 weeks for NUWC drawing approval).

Q4: Solicitation Section-F states CLIN0003, CW-1147 pre-production dome schedule is 10 months ADC.

Solicitation Section C11 SOW 4.2.2 states that NUWC conditional approval of the CLIN0002 dome mold is required before the mold can be used for CLIN0003 pre-production dome.

Schedule for CLIN0002 is 6 months ADC. Is the Government intending to issue a single Delivery Order to include both CLIN0002 and CLIN0003, and if so, was the schedule for CLIN0003 intended to be 10 months after CLIN0002 approval by the Government? Or would it remain 10 months ADC, therefore reducing the schedule for CLIN0003 to 4 months or less (assuming 6 months to complete CLIN0002 and NUWC approval). If another schedule which incorporates the nexus of CLIN0003 is appropriate, so state. For example, CLIN0003 is 10 months ADC or 6 months after NUWC approval of CLIN0002, whichever is greater.

A4: As stated above CLIN 0002 will be funded in the initial delivery order. CLIN 0003 may be funded in the initial delivery order, or in the 2nd delivery order subject to availability of funds.

The schedule for CLIN0003 is 10 months after contract award as stated in the solicitation. Therefore the schedule for the pre-production dome will be approximately 3 ½ months after conditional mold approval (allows 2 weeks for NUWC approval of inspection report).

Q5: Solicitation Section-C11 SOW 4.2.4 states "Based on NUWC acceptance of the pre-production dome (CLIN0003), the CW-1147 dome mold (CLIN0002) will be unconditionally approved.). C11 SOW 4.2.2 states that "The Government will provide conditional approval of the mold (CLIN0002) based on review of the inspection report.". This leaves open the possibility that the Government will only approve payment on CLIN0002 upon acceptance of CLIN0003. Is this how the Government intends to approve payment on CLIN0002? If yes, since conditional approval by the Government is required on CLIN0002, would it be possible for the Government to affect full payment on CLIN0002, based on that conditional approval, since this is a Small Business set aside? The dome mold drawings (CLIN0001) and dome mold (CLIN0002) will be reviewed and approved by both the vendor and Government technical experts. Therefore, it would seem unreasonable for the Government to withhold payment on

CLIN002.

Even if the contractor ceased work on the contract after delivery of CLIN0002, the Navy would still be in possession of detailed, approved mold drawings, and a mold which has been manufactured to those drawings and reviewed by the Government. Therefore, it does not seem reasonable to make payment of CLIN0002 contingent upon completion of CLIN0003, especially when a Small Business concern is involved.

A5: The Government will provide conditional approval of the mold (CLIN0002) based on review of the inspection report. The reason this approval is conditional, is because the final acceptance of the mold is based on the verification that a dome produced with that mold (i.e. the pre-production dome) meets all of the drawing requirements for the CW-1147 Dome. Verifying that the dome is built to the drawing doesn’t ensure that the mold will produce domes that meet drawing requirements. The vendor is responsible to design a mold that will produce domes that meet drawing requirements. Payment of the mold is based on verifying that the mold will produce domes that meet drawing requirements.

Q6: Each of the three domes have a drawing note that requires a test panel to be manufactured and tested for each dome. See drawings 04825002 Note 7D, 7634160 Note 9 and 7487559 Note 9. Can you clarify if a test panel is required to be manufactured and tested for EACH dome manufactured (100% Production Test)? If not a 100% Production Test, please state if any test panels need to be manufactured and tested for any production CLINs, and if so (for example, Production Control LOT sample testing), please state the test panel schedule.

A6: The contractor is required to fabricate a concurrent test panel for each pre-production and production dome to be used for material properties testing as defined on the applicable drawings.

Q7: CLIN0006 CW-1147 dome schedule is listed as 6 months. The mold(s) produced via CLIN0002 will be Government property.

The manufacturing process for this dome could require 4-5 business days, consuming the mold for a work-week.

If the process is demonstrated to consume a work-week, and the Government requires a minimum of 6 domes monthly, will the Government manufacture a second mold?

If not, will the requirement be reduced to 4 monthly?

A7: The intent of this requirement is that deliveries would begin 6 months ARO at some monthly rate. The Government's minimum requirement is a rate of 4 units per month. As a result, clause 52.211-8 Time of Delivery has been clarified.

Q8: Page 60 section 2.1.1.4.1. On the fourth line it states “twenty (15)” domes. Should the quantity be twenty or 15?

A8: The quantity should be 20 domes. Clause L31X has been updated to reflect the correct quantity.
