Q1) Page 3, Para 3.3.1.6 – Portable Target Programmer (PTP) Interface:
Is format for the PTP Interface Requirements Specification a government or contractor format?
A1) Contractor Format is acceptable.
Q2) Page 3, Para 3.3.2.5 - Endurance:
What is the Active Echo Repeater duty cycle that should be used when addressing this specification?
A2) Section 3.3.3.2 has been updated to state “The target shall provide active returns at a minimum of
50% duty cycle.”
Q3) Page 5, Para 3.3.3.1.2 - Acoustic Broadband Noise (BBN):
Can methods other than notch filters be used for inhibiting the active sonar when generating BBN in the
MF frequency Range?
A3) The Government is not specifying design. Any design which meets the performance requirements is acceptable.
Q4) Page 5, Para 3.3.3.1.2.1 - Broadband Noise Bandwidth:
What is the correct maximum bandwith 1500Hz or 2500Hz?
A4) The correct maximum bandwidth is 1500 Hz, this typo has been corrected in the Performance
Specification.
Q5) Page 5, Para 3.3.3.2.1 - Mid Frequency Band Pulse Width:
Does the target actually have to store the signal for 5000 (Objective 10,000) milliseconds if it is receiving and transmitting the signal at the same time?
A5) No, "storing" was a legacy requirement of the Stored Echo Repeater. Requirement has been updated to reflect the True Echo Repeat configuration.
Q6) Page 6, Para 3.3.3.2.8 - Mid Frequency Band Repetition Rate
Should the specified repetition rates be related to the incoming signal pulse width?
A6) Repetition rates are related to incoming signal pulse width. This requirement has been updated to reflect True Echo Repeat configuration.
Q7) Page 7, Para 3.3.3.2.17 - High Frequency Pulse Repetition Rate
Should the specified repetition rates be related to the incoming signal pulse width?
A7) Repetition rates are related to incoming signal pulse width. This requirement has been updated to reflect True Echo Repeat configuration.
Q8) Page 8, Para 3.4.9 - Electromagnetic Radiation:
Which portions of MIL-STD-464 and MIL-STD-461 will have to be conducted during the testing specified in Paragraph 4.4.3.9 Electromagnetic Radiation?
A8) All applicable sections in regard to Navy ships and aircraft, including Electromagnetic Compatibility
(EMC), Electromagnetic Interference (EMI), Electromagnetic Susceptibility (EMS), Electromagnetic
Vulnerability (EMV), Electrostatic Discharge (ESD), and Hazards of Electromagnetic Radiation to
Ordnance (HERO. NSWC Dahlgren will perform the testing in accordance with MIL-STD-464 and MIL-
STD-46.
Q9) Page 9, Para 3.6 - Run Geometry Application (RGA) Software:
a. Is it the intent of the government to require the PTP RGA software release to be compatible with the most recent release of windows from Microsoft on the date of contract award or a current release that is being used for the government computer assets at the time of contract award? Can the government be more specific?
b. Does the RGA Software have to be compatible with targets in the Navy’s supply stream that were produced during earlier contracts?
A9a) RGA shall be compatible with the latest version of Windows 7 operating system with updates at time of contract.
A9b) It is an objective for the RGA software to be backwards compatible to EMATTs designed under previous contracts.
Q10) Page 10, Para 3.6.2 – Graphical User Interface:
Could you please explain the governments definition of “plug and play” in regards to “The RGA shall be capable of Plug and Play automatic PTP detection”?
A10) When the RGA is running, it shall automatically detect a PTP that is connected. RGA users should not have to manually select connections to the PTP.
Q11) Page 12, Para 3.7.1 - Design Change:
Are the RGA software/firmware specification changes described in the PIPPS required to be incorporated into the RGA prior to the first lot testing? Or could they be incorporated in parallel with production on a not-to-interfere basis with the anticipated first year target production?
A11) The RGA will be considered baselined after successfully completing the pre-production validation testing. Changes may be incorporated to the baseline with Government Approval.
Q12) Page 24, Figure 4- Environmental Test Flow Diagram
1) First Lot Test:
a. What are the Accept / Reject criteria? Should a block stating accept on 0 failures and reject on 1 failure be added?
b. If a test fails what tests are repeated -failed tests only, all tests from start?
2) Periodic Lot Acceptance Test:
The accept and reject criteria is confusing. Should this read Accept on 1 failure and Reject on 2 failures?
A12) All Acceptance/Rejection Criteria have been updated to be clear. Section 4.3.2.4 Failed First Lot
Tests addresses First-Lot test failures.
Q13) Pages 12, 22, 24, 27, Miscellaneous Para & Figures:
The Accept Reject criterion for many validation tests is confusing. The criteria should be clear. The definition should read “Accept on x failures” and “Reject on Y failures”.

d. Page 27, Figure 6 - Periodic Lot Acceptance Test Flow Diagram
A12) All Acceptance/Rejection Criteria have been updated to be clear.
Q14) Miscellaneous:
Is the NRE required for baseline Target/PTP development through first lot testing part of the CPFF engineering services hours or will it be FFP?
A14) NRE shall occur under the FFP CLIN for First Article Testing.
Q15) Mk39 EMATT Classified Addendum- Navy Response On Feb 6th:
In response to the question “How does the Government plan on making the Mk39 EMATT classified addendum available to interested contractors?” the answer stated the Government would provide documentation associated with the Mk1 Mod 0 Parrotfish System. Please clarify why that document would be provided / needed and if it should have stated that the Mk39 EMATT addendum only would be provided.
A15) Please disregard our previous response. Vendors wishing to have access to an electronic copy, via mailing a compact disc (CDs), of the Mk39 EMATT Classified Addendum may request it directly from the Contracting Officer at Michael.h.broomfield@navy.mil. No paper copies of the TDP will be issued.
Contractors are required to be registered in the System for Award Management (SAM) prior to receiving the Mk39 EMATT Classified Addendum. The contents of the Classified Addendum are classified
CONFIDENTIAL and interested vendors are required to complete and submit the Material Request Form that is attached to this pre-solicitation notice. Upon Government receipt of your request and prior to mailing a copy of the Mk39 EMATT Classified Addendum , our Security Department will verify that your facilities are cleared up to the required classification level and have safeguarding capability. Only one copy of the classified CD/DVD will be distributed per company.
