About this file

This document contains a Request for Quote (RFQ) Questions and Answers related to environmental testing services, specifically water and soil sample analysis. The Q&A addresses multiple analytical methods for various parameters including anions, total dissolved solids (TDS), total organic carbon (TOC), and PFAS (Per- and Polyfluoroalkyl Substances). Key details include the Navy's requirement for analyzing 40 PFAS compounds using Method 1633 and QSM 6.0, with expected sample concentrations ranging from 20,000 to 800,000 ng/L. The Navy will cover return shipment costs, and the lab must provide results in Excel format with flexibility to use alternative EPA and ELAP/NELAC approved methods if accredited and maintaining data quality.

RFQ Q&A Responses (in Bold):

1. In the proposal you state that the anions should be analyzed by 300.1. Are we able to analyze the anions by EPA 300.0? These are both ELAP/NELAC Approved methods.

Yes.

2. In the proposal you request analysis of TDS by EPA 160.1. Are we able to analyze by SM 2540C? These are both ELAP/NELAC Approved methods. Yes.

3. In the proposal you request analysis of TOC by SM 5310C. Are we able to analyze by SM 5310B? These are both ELAP/NELAC Approved methods. Yes.

4. In the proposal you discuss the PFAS by 1633. It also state you may 1 compound or 10 compounds. Can you please detail which 10 compounds you are requesting? We are looking for all 40 compounds, not a subset.

5. What type of EDD are you requesting? (Excel, EDF, Equis) Excel.

6. Is this quote to include the pricing of return shipment to the lab or will the Navy be covering the costs of the samples back to the lab? The Navy will cover return shipment.

7. Expected concentrations of non-treated samples? This is hard to predict, but they will be high. Currently, one site is ~20,000 ng/L total PFAS and the other is ~800,000 ng/L total PFAS, but the sites might change. But expect them to be in the part-per-billion range for sure.

8. Can we substitute Method 365.3 or SM 4500 PE for PO4- in non potable water and Method 9056A in solids? If the lab is accredited for the method and provides the same data quality, it is acceptable.

9. Can we substitute in final Method 1633 and Table B-24 from QSM 6.0? The final method and QSM 6.0 are required.
