About this file

This Statement of Work (SOW) outlines a two-year project for the Naval Information Warfare Center (NIWC) Pacific's Environmental Security Technology Certification Program to verify sorbent performance in treating Per- and polyfluoroalkyl substances (PFAS)-impacted groundwater. The contractor will perform analytical chemistry services including PFAS water sample analysis using EPA Method 1633A, total organic carbon testing, total dissolved solids measurement, and anion analysis, with 108 PFAS water samples to be analyzed in both the base and option periods.

The contractor must be DoD-certified for PFAS analyses and accredited for other methods, with specific requirements including EPA-approved environmental chemistry chain-of-custody procedures, standard operating procedures, and quality assurance/quality control protocols. Deliverables include a summary report and electronic data spreadsheet within 5 weeks of sample delivery, detailing sample processing, analysis methods, and comprehensive analytical results. The project supports evaluating a Sorbent Onsite Testing Apparatus developed by NIWC to address PFAS contamination at Department of Defense installations, with two demonstrations planned across the contract periods.

Statement of Work (SOW)

Title: Analytical Chemistry to Verify Sorbent Performance

1.0 SCOPE

This acquisition supports the Coastal Operations Sciences branch, Code 71750's Environmental Security

Technology Certification Program (ESTCP) project #ER24-8303 titled: "Sorbent Onsite Testing Apparatus

(SOTA) for Rapid Evaluation of Novel Sorbents". This is a two-year project that is funded incrementally each fiscal year and, as such, this acquisition will have one additional option year in addition to the base year. The acquisition is for services to verify exposures in Per- and polyfluoroalkyl substances (PFAS)-impacted groundwater prior and after treatment. These analyses will be performed by a Department of Defense (DoD)

Environmental Lab Accreditation Program (ELAP) certified lab using the EPA 1633 method. In addition, measurements will be made in a subset of samples for total organic carbon following SM 5310C, total dissolved solids by EPA 160.1, and anions (Br-, Cl-, F-, NO3-, NO2-, PO4-, SO4-) using EPA 300.1. The contractor shall provide appropriate sampling containers in addition to performing the analytical chemistry. The Government anticipates providing samples incrementally in groups of approximately 20 every 2 weeks over a 30 – 60-day period.

2.0 BACKGROUND

PFAS are a concern at many DoD installations due primarily to the use of aqueous film-forming foam (AFFF) containing PFAS in firefighting training, although there are PFAS in areas that are not influenced by military activity as well. These chemicals represent significant financial liability for the DoD. As such, there is considerable effort in remediation of these contaminants in a wide variety of matrices, such as groundwater.

This study is evaluating the utility of NIWC-developed Sorbent Onsite Testing Apparatus using novel sorbents developed by the DoD. A total of two demonstrations will be performed, with each one demonstration per contract period. PFAS measurements in the water before and after treatment, as well as ancillary measurements, are critical to determine the success of the system.

4.0 TECHNICAL REQUIREMENTS

The following services shall be delivered by the contractor in both the base and option period, except as specified in 4.1.1 and 4.1.2. All analyses must conform to the analysis and reporting requirements in Draft

EPA Method 1633 and QSM 5.4. "Single" refers to 1 (predetermined) of the 10 PFAS compounds needs to be measured, whereas mix refers to all 10 PFAS compounds.

4.1 Number of Samples by Performance Period

4.1.1 Base Period

• PFAS Water Samples (EPA 1633A) - 108

• Total Organic Carbon (SM 5310C) - 12

• Total Dissolved Solids (EPA 160.1) - 12

• Anions (EPA 300.1; Target only: Br-, Cl-, F-, NO3-, NO2-, PO4-, SO4-) - 12

4.1.2 Option 1

• PFAS Water Samples - 108

• Total Organic Carbon - 12
