QUESTIONS & ANSWERS FOR SOLICITATION NO.: DRAFT N66001-18-R-0119
1. Reference: RFP P. 82 of 98: Section 2.3(a)(1) Estimate Level of Effort
Discussion: States: “with a copy of the offeror’s position description for each labor category. Attachment (4) and Attachment (5) are provided to offeror for use as a guide in preparation of cost proposals.” Attachment (5) Non-Key Personnel Desired Qualifications does not cover all of the labor categories listed.
Question: Will the government provide all labor descriptions or do we need to write our own labor descriptions for those not addressed in Attachment (5)?
Answer: No additional labor descriptions will be provided or required outside of Attachments 4 & 5, which have been updated along with the Level of Effort in the RFP.
2. Reference: Attachment 2 – Rate Sheet
Discussion: Tab sheet 2 shows government or contractor site options. There is no explanation of what is needed for this tab.
Question: Will the government clarify what is needed on Tab Sheet 2?
Answer: Sheet 2 within Attachment 2 – Rate Sheet has been updated with government and contractor site labor requirements.
3. Reference: Attachment 4:
Discussion: Program Manager (K) – has an incomplete statement: “Personnel requirement: One (1)…”
Question: Will the government provide the complete statement?
Answer: Attachment(s) 4 and 5 have been updated, and the incomplete statement has been removed, as Personnel Requirement are identified in the RFP.
4. Reference: Attachment 5: Subject Matter Expert I -
Discussion: The description refers to Help Desk Services while other SME positions do not require Help Desk Services experience
Question: Is the SME 1 the only position required to have help desk services experience?
Answer: SME 1 is the only position required to have help desk services experience.
5. Reference: RFP 90 of 98 – Factor I Technical Understanding
Discussion: Section L describes the components of Volume 3 – Written Capability.
There are no instructions as to the content to be provided in the Volume 3, Factor 1 – Technical Understanding since it is a written test.

Question: Will the government describe the type of information we should put in Factor 1 in the Volume 3 submission since that section is covered by the written test?
Answer: RFP language has been updated to remove requirement to address Factor I – Technical Understanding within Volume 3, since it will be addressed via in-person written test.
Reference: RFP pg. 81-82 and Factor II pg. 90
6. Discussion: Section 2.2 of the Volume II requires the resumes of 6 key personnel.
Section Factor II of Volume III requires the resumes of 6 key personnel.
Question: Please confirm resumes are required to be provided in both volumes.
Answer: Section 2.2 language has been updated. Resumes are only required to be provided with Volume III.
