99 of 112) of the RFP- The Government specifies that “The prime’s submission must cover only the prime’s proposed labor categories”, however, this would not give an accurate representation of the prime contractor’s total proposed cost/price. Will the government please change the instructions to read “The prime’s submission must cover the entire contract pricing” and “subcontractor submission must cover only the subcontractor’s proposed categories”?

6. Section L 2.6 Cost Proposal Format (page 99 of 112) of the RFP shows the submission format for cost proposals, however, Attachment 4 “Total Cost” tab does not follow this same format. Will the government amend Attachment 4 to follow the same format as

https://www.dol.gov/whd/.

10. Reference L-TXT-27, RFP pg. 104 indicates an estimated award date of 1 January 2018.

L.2.3, RFP pg. 97 provides the Estimated Level of Effort by contract years 1 - 5.

Attachment 4 Rate Sheet asks for data by GOV Fiscal Years 2017 - 2022. Given contract years do not synchronize with Government fiscal years, should partial hours be bid in

GFY 2018 and add GFY 2023, or should Attachment 4 be adjusted to read Contract

Years as stated in L.2.3?

11. Attachment 4 - On the Total Cost tab in the Attachment 4 Rate Sheet, what constitutes a

Major Sub (Row A10) and Other sub (Row A13)? Within those categories are the subs to be listed by name only or by name and labor categories?

12. Attachment 4 – Should the RFP stated Material dollars be populated in Row A9 under the

SubTotal$ columns? If not, then where?

47601 occupation code. The WD schedules provided do not list that occupation code.

20. Section L-TXT-12 – Submission of Proposals (Complex) June 2017, paragraph 2.1 (d)

(2), the Solicitation states that “If subcontractors are proposed, regardless of subcontract type, submit the same detailed level of cost information as for the prime contractor.”

Would the Government be willing to modify this requirement such that subcontractors providing solely commercial items (e.g. small boat operators and divers) are not required to submit supporting price/cost detail for Volume II, in order to ensure commercial items can be utilized to the greatest extent practicable, as required by 41 U.S.C. 3307 and FAR
