Q&A- 2

23 October 2017

Question: In Section I - Contract Clauses, FAR 52.204-4 Printed or Copied Double-Sided on Postconsumer

Fiber Content Paper MAY 2011 is incorporated by reference. Section L - Instructions, Conditions and

Notices to Bidders RFP Section I does not reference double-sided printing for the hard copy submission.

However, instructions regarding Volume III Section C - Software Development Plan (pg 104) states ".The offeror's entire Software Development Plan, inclusive of the draft SDP, SDP Rationale, and all descriptions of previous software experience, shall be limited to not more than 50 single-sided pages."

Please clarify if FAR 52.204-4 applies to the proposal submission, and that offerors shall submit the printed, hardcopy proposal in double-sided format on recycled paper. If so, please update/revise

Section L to reflect the requirement.

Answer: 52.204-4 does apply. Per Section L, SDP cannot be more than 50 single-sided pages. The SDP should be printed on both sides of the recycled paper, so long as the 50 single-sided pages are not exceeded (25 double-sided).
