26 March 2018 Revision 1

Q1. On page 91 of 99 in the solicitation, are the subcontractors required to provide, in Volume II Price/Cost Information, Financial Statements paragraph (e) and Summary of the Offer’s paragraph (f) sub items (1)-(5), or respond to Clause L-TXT-32 Contractor Responsibility on page 93 of 99??

A1. See page 89 in the solicitation, section 2.0 VOLUME II - PRICE/COST INFORMATION paragraph (d) Subcontracts. If subcontractors are proposed, submit the same detailed level of cost information as for the prime contractor. The subcontractor cost information can be submitted by the prime or the subcontractor may submit this information under separate cover directly to the Contracting Officer via the SPAWAR Ecommerce web site; see provision L-TXT-38.

L-TXT-32 - CONTRACTOR RESPONSIBILITY (JUN 2017) is for the Prime contractor. Generally, prospective prime contractors are responsible for determining the responsibility of their prospective subcontractors.

Q2. On page 91 of 99 in the solicitation, section (g) (2), does the USG want the Offeror to provide copies of our executed Teaming Agreements for each subcontractor?

A2. Yes, for any “contractor team arrangement” as defined in FAR 9.601, provide the information required in accordance with page 91, section (g) (2) of the solicitation.

Q3. Page 92 paragraph (d) of the RFP states, “Offerors shall submit the most recent performance assessment from the PPIRS….”, and page 93 paragraph (g) of the RFP states “….or submit a statement that past performance information for an individual contract resides in the PPIRS.”. Can the USG please clarify if a company’s most recent past performance does reside in the PPIRS that the Offeror needs to submit a copy of that latest past performance and submit a statement that the individual contract resides in the PPIRS? If copies of latest past performance that do reside in the PPIRS are required shall they be included in Volume III?

A3. Offerors shall submit proposal in accordance with RFP requirements for past performance information.
