Attachment 3 Desired Personnel Qualifications

LABOR CATEGORY DESCRIPTIONS: For proposal purposes only the following desired education and experience are provided to enable the offeror to provide appropriate rates for labor categories.

Program Manager Security Clearance: “Secret” level clearance

1. Bachelor’s degree in management, engineering, information systems, computer science, mathematics, physics or other related scientific or technical discipline from an accredited University and 2+ years of experience with Government/DOD/Navy contract/task management experience in a C4ISR development environment Preferred: Master’s degree in management, engineering, or information systems and 5+ years of experience with Government/DOD/Navy contract/task management experience in a C4ISR development environment

2. 5+ years of experience in managing all aspects of complex development projects and the technical, customer, and personnel issues involved. Experience with supervising program/project operations by reviewing and developing procedures, planning, and directing execution of technical, programming and other issues. Demonstrated excellent project management, team leadership, presentation, and communication skills

3. 3+ years of experience in cyber or complex C4ISR programs

4. 3+ years of direct work experience to include design, development, production, installation, and test and evaluation

5. 3+ years of experience as a manager of C4ISR related programs, to include technical/supervising project personnel, financial management, project control, scheduling work, writing proposals and preparing bids, equipment and material logistics control, and briefing senior leadership on programmatic issues

6. 3+ years of experience in C4ISR Systems and net-centric enterprise solutions for interoperability

Project Control Specialist Security Clearance: “Secret” level clearance

1. Bachelor’s degree in science, mathematics, management, finance or related field from an accredited College or University and 2+ years of experience in financial planning or financial management and 2+ years of experience in financial planning or financial management Preferred: Master’s degree in science, mathematics, management, finance or related field from an accredited College or University and 4+ years of experience in financial planning or financial management

2. 3+ years of experience in financial planning, financial management, project control, scheduling work, writing proposals and preparing bids, equipment and material logistics control, and briefing senior leadership on programmatic issues

3. 3+ years of experience in overall financial management of 1 or more financial management systems.

Technical Supervisor Security Clearance: “Secret” level clearance

1. A Bachelor’s degree in mathematics, science, or electronics engineering from an accredited College or University and 2+ years of experience in systems and software development, and network designs.

Preferred: Master’s degree in mathematics, science, electronics engineering, or related field from an accredited College or University and 4+ years of experience in systems and software development, and network designs.

2. 3+ years of experience in systems and software development, and network designs

3. 2+ years of experience as a technical supervisor on a similar sized/scope effort is preferred

4. Experience in development/certification & accreditation of software code

5. Experience in SSA functions, network security, data security, systems design, engineering, implementation and integration.

Senior Program/Project Engineer Security Clearance: “Secret” level clearance

1. Bachelor’s degree in computer science, information systems, engineering, business, or other related scientific or technical discipline.

Preferred: Master’s degree in computer science, information systems, engineering, business, or other related scientific or technical discipline.

2. 5+ years of experience in developing and executing project objectives

3. 3+ years of experience directing and/or participating in all phases of risk management assessments and software/system development with emphasis on analysis of user requirements, test design and test tools selection.

Senior Systems Engineer / Senior Software Engineer Security Clearance: “Secret” level clearance

1. Bachelor’s Degree in computer science, information systems, engineering, business, or other related scientific or technical discipline Preferred: Master’s degree in computer science, information systems, engineering, business, or other related scientific or technical discipline

2. 5+ years of experience with at least 3 years of specialized experience in analytically solving workflows, organization, and/or planning problems, designing and developing complex software products and applications, including 3+ years of experience as technical leader and lead software architect. Solid working knowledge and hands-on experience with key software platform architectures

3. 5+ years of experience in software engineering involving cyber or complex C4ISR systems

4. Experience in applying analytical skills to support process improvement, studies, and analysis projects

Systems Engineer / Software Engineer Security Clearance: “Secret” level clearance

1. Bachelor’s Degree in computer science, information systems, engineering, business, or other related scientific or technical discipline from an accredited University and 2+ years of experience in design, analysis and development of hardware/software systems in related Government projects Preferred: Master’s degree in computer science, information systems, or engineering and 4+ years of experience in design, analysis and development of hardware/software systems in related Government projects

2. 3+ years of experience to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements

3. 2+ years of experience in system wide analysis, primarily with respect to software interface development for network and web base compatibility, reliability, maintainability, and availability

4. Specialized experience includes analysis of business applications for database management and development

5. Experience in importing open source content required for information web sites and the ability to correct formatting problems during importing

Senior Systems Analyst Security Clearance: “Secret” level clearance

1. Bachelor’s Degree in electrical/electronic engineering, computer science, and computer engineering or other related scientific or technical discipline from accredited University and 2+ years of experience in design, analysis and development of hardware/software systems in related Government projects Preferred: Master’s degree in electrical/electronic engineering, computer science, or computer engineering and 5+ years of experience in design, analysis and development of hardware/software systems in related Government projects

2. 3+ years of experience in development of acquisition and requirements documents and requirements, procedures, data collection and analysis, development of technical specifications and architectures, process analysis and design, technical problem solving, and analytical/logical thinking.

3. Experience in devising or modifying procedures to solve complex problems considering system and software capacity and limitations, operation time, and form of preferred results; includes analysis of user needs, documentation of requirements, and translation into proper system specifications

4. Experience in applying analytical skills to support process improvement, studies, and analysis projects

Systems Analyst Security Clearance: “Secret” level clearance

1. Bachelor’s Degree in electrical/electronic engineering, computer science, and computer engineering or other related scientific or technical discipline from accredited University and 2+ years of experience in design, analysis and development of hardware/software systems in related Government projects Preferred: Master’s degree in electrical/electronic engineering, computer science, or computer engineering and 3+ years of experience in design, analysis and development of hardware/software systems in related Government projects

Software Developer / Computer Scientist Security Clearance: “Secret” level clearance

1. Bachelor’s degree in computer science, information systems, engineering, or other related scientific or technical discipline from accredited University and 2+ years of experience in software engineering/development experience in related Government projects Preferred: Master’s degree in computer science, information systems, or engineering and 3+ years of experience in software engineering/development experience in related Government projects

2. Experience in developing, modifying, and applying computer modeling and programming applications to analyze and solve mathematical and scientific problems affecting system and program performance

3. Experience to include database development, web page design, computer based training, development and using .NET tools and .net integrated development environment tools, asp.net, SQL Server, and HTML editor tools

4. Experience translating operational needs into long-term architecture solutions

5. Ability to design and build related databases, performing data access analysis design, and archive/recovery design, implementation, and management

6. Ability to participate in all phases of scientific and engineering projects such as research, design, development, testing, modeling, simulating, training, and documentation

Test and Evaluation Engineer Security Clearance: “Secret” level clearance

1. Bachelor’s degree in computer science, information systems, engineering, or other related scientific or technical discipline from accredited University and 2+ years of experience in conducting research necessary to develop and revise formal and informal test procedures, scripts, and reports Preferred: Master’s degree in computer science, information systems, engineering, or other related scientific or technical discipline from accredited University and 3+ years of experience in conducting research necessary to develop and revise formal and informal test procedures, scripts, and reports

2. 2+ years of experience with formal software or integration testing

3. Knowledge of Key Performance Parameters

4. Knowledge of formal test procedures, test reports and trouble reports

Field Support Engineer / Test Engineer Security Clearance: “Secret” level clearance

1. Associate’s degree in engineering, computer science or information systems and 2+ years of experience in conducting research necessary to develop and revise formal and informal test procedures, scripts, and reports

2. Ability to follow test procedures exactly as written

3. Clear understanding of expected test results and ability to clearly capture any deviation from expected results

Logistic Support Engineer / Logistics Specialist Security Clearance: “Secret” level clearance

1. Bachelor’s degree in mathematics, science, or electronics engineering from an accredited College degree and 2+ years of experience in high level research, analysis or design of new or improved communications or networking systems, equipment, and components

2. 2+ years of experience in high level research, analysis or design of new or improved communications or networking systems, equipment, components or circuitry

3. 2+ years of experience in the performance of investigation of proposed equipment suites for feasibility of design and preparation of impact statements and alternative approaches, as applicable in support of communications and message networking programs.

4. 2+ years of experience with networks, interface design, systems applications, hardware/firmware, virtualization, processes and procedures.

Senior Network Engineer Security Clearance: "Secret” level clearance

1. Bachelor’s degree in computer science, information systems management, mathematics, physics, operations research, statistics, or engineering from an accredited college or university and 2+ years of experience in the design, installation, maintenance and management of complex network systems Preferred: Master’s degree in computer science or information systems management and 5+ years of experience in the design, installation, maintenance and management of complex network systems

2. Broad and diverse background in, business analysis, applications/systems engineering, and information operations and architectures

3. Demonstrated knowledge of Government architecture frameworks and business/acquisition processes

4. Demonstrated knowledge of DoD Information Assurance policies

5. Demonstrated proficiency in acting in and leading integrated process teams as well as coordinating and communicating customer requirements.

Network Engineer Security Clearance: "Secret” level clearance

1. Bachelor’s degree in computer science, information systems management, mathematics, physics, operations research, statistics, or engineering from an accredited college or university and 2+ years of experience in the design, installation, maintenance and management of complex network systems that typically link numerous computing platforms, operating systems, and network topologies

2. Experience designing, testing, and implementing interface programs, developing security procedures, and managing network performances

3. Experience troubleshooting and resolving complex problems to ensure no disruption of mission-critical applications

Technical Writer Security Clearance: “Secret” level clearance

1. Bachelor’s Degree in a related field to include computer science, technical writing, information systems, or engineering OR an associate’s degree with 4+ years of experience

2. 4+ years of experience, including 3 years of specialized experience in the information systems field. Ability to interface with development teams and end-users to understand functional requirements to develop processes and procedures.

3. 3+ years of experience in writing technical documentation, procedures, and guidelines for C4I systems or equipment.

Administrative Specialist Security Clearance: “Secret” level clearance

1. Associate’s degree in business or computer science Preferred: 6+ years of experience in a related position

2. Ability to provide business analysis and support to project management support products: business reports, quality assurance reports, brief preparation, risk management reports, technical report editing, business process analysis, process improvement, etc.

3. Experience providing support for monitoring project schedules and budgets, preparing progress reports, maintaining logs, managing and analyzing information using Excel, web tools, or other database tools, and liaising with IPT lead and government team at appropriate levels

4. DoD work experience preferred

5. Proficient in the use of applicable software products such as the Microsoft Office Suite of products

Information Assurance Technical Level II Security Clearance: “Secret” level clearance

1. Bachelor’s degree in computer science, information systems management, mathematics, physics, operations research, statistics, or engineering from an accredited college or university, or equivalent specialized experience directly related to the requirements for this position.

2. 5+ years of experience, of which at least 2 years must be specialized in network security solutions and products such as firewalls, access controls, intrusion prevention systems, multi-level security, and cross domain solutions. Experience with virtual management and storage software. Thorough knowledge of DoD Information Assurance policies, regulations, and best practices, and RMF. Ability to effectively communicate with a diverse team of engineers, leads, and managers. Possess an IAT Level II Information Assurance Certification as defined by DoD Instruction 85700.01-M or be willing and able to obtain within 2 months of hire.

Information Assurance Technical Level I Security Clearance: “Secret” level clearance

1. Bachelor’s degree in computer science, information systems management, mathematics, physics, operations research, statistics, or engineering from an accredited college or university, or equivalent specialized experience directly related to the requirements for this position.

2. 3+ years of experience, of which at least 3 years must be specialized in network security solutions and products such as firewalls, access controls, intrusion prevention systems, multi-level security, and cross domain solutions. Experience with virtual management and storage software. Thorough knowledge of DoD Information Assurance policies, regulations, and best practices, and RMF. Ability to effectively communicate with a diverse team of engineers, leads, and managers. Possess an IAT Level I Information Assurance Certification as defined by DoD Instruction 85700.01-M or be willing and able to obtain within 2 months of hire.

Training Support Specialist Security Clearance: “Secret” level clearance

1. Bachelor’s Degree from an accredited University OR Certified Training Specialist

2. 2+ years of formal instructor/facilitator experience preferred

3. Experience preparing student/user materials to include course manuals, workbooks, handouts, completion certificates, and course critique forms

4. Experience conducting formal training using approved curricula, implementing training programs, and providing subject matter expertise to execute program/training objectives

5. Ability to travel to operational sites if needed to conduct operator training

Illustrator Security Clearance: “Secret” level clearance

1. Bachelor’s degree in Design, Visual Arts, or related field and 2+ years of experience as a professional illustrator Preferred: 4+ years of experience as a professional illustrator

2. Demonstrable portfolio of completed illustrations

3. Experience with computer aided design (CAD) software, digital sketching software and image editing.

4. Ability to collaborate and meet deadlines.

Quality Assurance (QA) Specialist Security Clearance: “Secret” level clearance

1. Bachelor’s degree from an accredited University and 2+ years of experience as a quality assurance specialist Preferred: 5+ years of experience as a quality assurance specialist

2. Experience developing project Software Quality Assurance Plans and the implementation of procedures that conforms to the requirements of the contract

3. Ability to provide an independent assessment of how a project's software development process is being implemented relative to the defined process and recommends methods to optimize the organization's process.

Configuration Management (CM) Specialist Security Clearance: “Secret” level clearance

1. Bachelor’s degree from an accredited university and 3+ years of experience as a configuration manager Preferred: 5+ years of experience as a configuration manager

2. Experience in providing configuration management planning.

3. Experience regulating the change process so that only approved and validated changes are incorporated into product documents and related software

4. Ability to provide configuration identification, change control, configuration status accounting, and configuration audits

Help Desk Specialist Security Clearance: “Secret” level clearance

1. Associate or bachelor’s degree in computer science, engineering, or information science

2. Ability to respectfully communicate technical solutions to customers/stakeholders.

3. Preferred: 1+ year experience related to help desk or network support.

4. Knowledge of the principles, methods, and techniques used in software and network troubleshooting, and support.
