RFP N66001-17-R-0154
Questions and Answers
Question 1: Volume III on page 109 of 117, Section 3.1 Software Development Plan, states that ‘The SDP may be formatted as desired by the Offeror but must contain the information described by SDP DID DI-IPSC-81427A.’ According to the DID, DI-IPSC-81427A has been superceded by DI-IPSC-81427B. Please confirm that DI-IPSC-81427A guidelines should be followed.
Answer 1: Section 3.3.10 Software Engineering Approach of the PWS and Section 3.1 Software Development Plan of the RFP are revised to incorporate SDP DID DI-IPSC-81427B. The Government confirms to follow the guidelines for DI-IPSC-81427B.
Question 2: What is the page limitation of the SDP Rationale?
Answer 2: Section 3.1 Software Development Plan states, “The SDP is not page limited.”
Question 3: In the list of potential support areas related to NM RIL on page 10 of 117, there is a system named Radio Frequency Propagation Performance Assessment AI Support. What is the meaning of the acronym AI?
Answer 3: Section 1.1 Background of the PWS is revised to delete, “Radio Frequency Propagation Performance Assessment AI Support” and replaced with “Radio Frequency Propagation and Performance Assessment Suite (RFPPAS).”
Question 4: Should the multiple files for each Volume have a naming convention?
Answer 4: Refer to clause L-TXT-12 in the RFP where it states each Volumes naming convention.
Question 5: Besides Volume III, do the other Volumes’ files have a page count requirement?
Answer 5: Refer to clause L-TXT-12 in the RFP where it states, “Volumes I and II have no page limitations.”
Question 6: The requirements state that Organizational Experience is limited to 5 single sided pages per reference. Can the offeror spread the page count between references, i.e. first reference, 7 pages; second reference, 3 pages; third reference, 5 pages for a total of 15 pages?
Answer 6: No. Refer to Section 3.3 Organizational Experience which states, “Part 15 of the Reference Information Sheet requires offerors to provide a summary description of contract work, not to exceed five additional single-sided pages in length, for each cited reference.”
Question 7: We understand that this solicitation implements Class Deviation 2018-O00006 entitled, “Evaluation Factors for Certain Multiple-Award Task or Delivery-Order Contracts,” and that contract(s) resulting from this solicitation will be awarded to qualifying offeror(s) that: provide an acceptable offer; are determined to be a responsible source; submit a technically acceptable proposal that conforms to the requirements of the solicitation; and the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing.
Can the government provide details as to the mechanism it will use to make the determination that there is no reason to believe that an offeror would be likely to propose other than fair and reasonable pricing?
Answer 7: There is no particular mechanism. It is up to the contracting officer’s discretion how the determination will be made. The determination may include, but is not limited to, information submitted by the offeror, the contracting officer’s responsibility determination, and other factors and/or information available to the contracting officer.
Question 8: Contractor ABC respectfully requests a 30 day extension to the subject RFP. This extension request is made to allow additional time to receive and incorporate our Small Business partner proposals into our prime proposal. At a minimum, a 15 day extension would be helpful.
Answer 8: The Government is not granting an extension for the proposal due date.
Question 9: Will inclusion of the most current CPAR associated with each contract referenced for Past Performance, or completion of the Attachment 7, Past Performance Questionnaire by the cognizant PCO or COR, be sufficient response for Past Performance without accessing the PPIRS system?
Answer 9: As stated in the RFP, L-TXT-12 Submission of Proposals, Section 3.4, Past Performance “(b) Offerors shall submit the most recent performance assessment from Past Performance Information Retrieval System (PPIRS) for each past performance reference. For contract actions where past performance information does not reside in PPIRS, offerors shall contact their past performance references and request that each reference complete Attachment 7 “Past Performance Questionnaire” and e-mail the completed survey form, before the due date of this solicitation, directly to:
