About this file
This is a Questions and Answers (Q&A) document for Solicitation N6572626R3101, addressing clarifications on personnel requirements, security clearance timing, and labor mix flexibility for a repair contract.
The Q&A addresses four primary inquiries regarding contract requirements. First, the document confirms that Facility Clearance Level (FCL) requirements are detailed in Solicitation Section L, paragraph 3.4.6, though it does not explicitly state whether clearance is required at proposal submission or award. Second, it clarifies that Solicitation Attachment 4 identifies which Engineering Technician V positions are designated as Key Personnel in the Recommended Labor Mix table. Third, regarding a request to substitute five years of experience for a four-year degree for the Program Manager position, the response directs offerors to Solicitation Attachment 4 for defined labor categories, noting that education and experience requirements are specified in the Government Defined Labor Categories section, and that evaluation criteria are outlined in Solicitation Sections L and M. Fourth, the document permits flexibility in labor mix composition, allowing contractors to propose Engineering Technician VI positions as key instead of Engineering Technician V positions, provided the offeror documents in their Staffing Plan Narrative how the proposed labor mix differs from the Government's estimate and explains why the alternative mix will achieve high-quality, efficient, and cost-effective solutions while addressing any performance risk implications.

Solicitation N6572626R3101 - Q&A
Question # Question Answer
Could you please confirm that the FCL clearance is required at the time of proposal submission or award?
Please see Solicitation Section L, paragraph 3.4.6, Security Requirements, for specific Facility Clearance Level (FCL) requirements.
Page 2, REPAIR - CLIN 6X01 identifies an Engineering Technician V that is not identified as KEY, but under the description of Engineering Technician V, it states “*Key Personnel*.” Can you please confirm how many Engineering Technician V are key?
Please see Solicitation Attachment 4 – Personnel Qualifications, Section A, Recommended Labor Mix. The table identifies the specific Engineering Technician V positions that are Key Personnel.
We respectfully request that the Government allow 5 years of experience in lieu of a four year or higher degree for the Program Manager, Sr.
Please see Solicitation Attachment 4 – Personnel Qualifications, Section B, Government Defined Labor Categories. Note per the first sentence of paragraph B, "The table below lists the labor categories desired education, experience, and certifications, as well as, required security clearance for the support to be provided under the PWS paragraph(s)". Solicitation Section L, paragraph 3.1.3 specifies instructions to offerors regarding Key Personnel, while Section M, paragraph 4.0 specifies how the Government will evaluate Element C of each offeror's Factor 1: Technical volume. Solicitation Section L, paragraph 3.1.3 also specifies how Offeror's may address the impact to performance risk from their proposed labor mix and qualifications in their Staffing Plan Narrative.
Would the Government allow contractors to propose one or more of the Engineering Technician VI as key instead the Engineering Technician V?
Please see Solicitation Attachment 4 – Personnel Qualifications, Section A, Recommended Labor Mix. In accordance with the provided language, the Government has provided a labor mix estimate to serve as a reference for prospective Offerors. The Government's estimate is based on historical requirements; as such, this estimate will be considered in evaluating proposals. Offerors have the latitude to propose the labor mix they believe is best to accomplish the requirements identified within the PWS. If the proposed labor mix differs from the estimate provided by the Government, the Offeror shall describe how/why the proposed labor mix will result in a high quality, efficient, and cost effective solution. Solicitation Section L, paragraph 3.1.3 specifies how Offerors may address the impact to performance risk from their proposed labor mix and qualifications in their Staffing Plan Narrative.
