About this file

This document is a Questions and Answers addendum (AMD 0001) to Solicitation N6471026Q0017 for a prefabricated classroom to be installed in the Motor Transport Building.

The requirement specifies a prefabricated modular classroom with a minimum footprint of 15 feet by 20 feet and a ceiling height no less than 8 feet (with 9-12 feet preferred). The classroom must be column-free and partition-free throughout the entire interior space and will be installed on an existing slab. Detailed building dimensions and available power specifications are provided in Attachment 1. Stamped drawings prepared by a professional engineer are required, but permits are not necessary. No site visit is required. The contractor may submit one integrated firm-fixed-price quote with CLINs 0001-0005, though pricing must be broken down by individual CLIN, and additional technical documents or approaches may accompany the submission. DOL Wage Determination 2015-5525 (revised May 13, 2026) applies; contractors proposing labor rates outside the Government's estimate may provide cross-mapping between proposed and required labor categories. No insurance, bonding, or approved manufacturer requirements apply beyond the clauses within the solicitation. The revised offer due date is 5:00 PM PST on September 14, 2026, as extended by AMD 0001.

Solicitation N6471026Q0017 AMD 0001 Questions and Answers

1. Site visit: Does the solicitation require a mandatory site visit, or is a site visit available/optional? If required or available, please provide the date, time, registration procedure, access/badging prerequisites, POC, and whether attendance must be documented.

Answer: There will not be a site visit for this requirement. This requirement is for a pre-fabricated classroom with exact size dimensions outlined within the Statement of Work.

2. Drawings/specifications: Other than the 41-page solicitation and Statement of Work, are there existing building plans, floor plans, slab details, utility locations, electrical/network source information, doorway/path-of-travel measurements, or other attachments available to offerors?

Answer: Please see Attachment 1 (Building Dimensions).

3. HVAC: Please confirm the intended electrical service/voltage and available capacity for the independent HVAC unit, and whether the Government’s excluded work includes only connections from the power source to the circuit box and final external communications/electrical terminations.

Answer: See Attachment 1 (Building Dimensions) for available power.

4. Engineering and permits: Please confirm whether the contractor must obtain/pay for permits and whether the stamped drawings must be prepared by a Washington-licensed professional engineer. Please identify the approving authority, if known.

Answer: Permits are not necessary. Stamped Drawing must be provided for the classroom.

5. Insurance and bonding: Please provide the required insurance limits/types and confirm whether bid, payment, or performance bonds are required.

Answer: Insurance and bonding will not be required for this requirement in accordance with FAR Part 28. This requirement will not result in a contract using sealed bid or negotiated methods.

6. Wage determination: The solicitation includes DOL Wage Determination 2015-5525, revised May 13, 2026. Please confirm which classifications apply to modular installation, HVAC, electrical, engineering, delivery/rigging, and testing, and whether any additional classifications/conformance are expected.

Answer: If the contractor proposes labor rates outside of the Governments estimate in Clause 52.222-42, the contractor may provide a cross map/reference between the proposed labor categories to achieve the Governments requirements.

7. Materials and origin: Please identify any approved manufacturers, domestic-content/qualifying-country requirements beyond the incorporated Buy American/DFARS clauses, or prohibited telecommunications/network equipment requirements applicable to the classroom.

Answer: Only the clauses and provisions within the Solicitation are applicable.

8. Submission: Please confirm whether a quote may be submitted as one integrated firm-fixed-price quote with CLIN pricing for 0001-0005, and whether the offeror must return only the completed SF 1449/SF30 items or any additional technical package.

Answer: Additional technical documents/approaches may be submitted with the quote, however, pricing will need to be broken down for each individual CLIN identified in the SF

1449/SF 30.

9. The solicitation states that questions are due one business day before the September 8, 2026, 5:00 PM closing time. Because September 7 is a Federal holiday, please confirm whether the effective question deadline is Friday, September 4, 2026, and please confirm the applicable Pacific/local time.

Answer: Solicitation AMD 0001 extends the offer due date to 5:00 PM PST on 14 September 2026.

10. Ceiling height. Section B CLIN 0001 and SOW paragraph 3.a.i state a ceiling height of 9 to 12 feet. Please confirm whether this is measured as interior clear height from finished floor to finished ceiling, and whether 9 feet is a firm minimum. If the Government's underlying need is usable classroom volume and sightlines rather than a specific dimension, we would ask whether an interior clear height slightly below 9 feet would be considered, since the range in the Statement of Work suggests a tolerance band rather than a single value.

Answer: The ceiling height may be no less than 8 ft. The original range of 9-12 ft is preferred.

11. Footprint. SOW paragraph 3.a.i states dimensions of 15 feet by 20 feet. The classroom is to be installed inside the Motor Transport Building on an existing slab. Please confirm whether 15 feet by 20 feet is an exact requirement or a minimum, and please state the floor area available at the intended location. We ask because prefabricated modular construction is built on a fixed module width, and a configuration that meets the stated area may do so at a slightly different proportion. We do not wish to offer a footprint that will not fit the space the Government has.

Answer: 15 by 20 feet is a minimum. See Attachment 1 for dimensions of the individual vehicle bays and available area for install.

12. Interior obstructions. If a multiple module configuration is offered, please confirm whether the Government requires a column free and partition free interior across the full classroom area, or whether a structural element at the joint between modules would be acceptable.

Answer: The classroom must be unobstructed with no partitions or columns.
