SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been modified:
The purpose of this Amendment is to provide Government response to submitted questions. No further questions will be received at this time.
All other terms and conditions remain unchanged.
Questions & Answers:
Q9. What is the current communication protocol in the existing DOC equipment?
A9. For guidance on communication protocol please refer to SOW Section 3.3.5 “DDC Requirements”. DOC equipment" in the context of telecommunications refers to telecommunications hardware and devices that are considered "covered" under the U.S. Department of Commerce's (DOC) regulations, particularly those related to national security concerns, meaning certain brands or manufacturers of telecommunications equipment may be restricted from use due to potential security risks; examples include routers, switches, base transceiver stations, and certain types of surveillance equipment from designated companies.
Key points about DOC equipment in telecommunications:
Restricted Manufacturers:
The DOC primarily focuses on identifying specific companies whose telecommunications equipment might pose a security threat, thus restricting their products from being used in certain government or critical infrastructure networks.
Covered Telecommunications Equipment:
This includes a wide range of devices like routers, switches, cellular towers, PBX systems, surveillance cameras, and more, depending on the manufacturer and specific model.
National Security Concerns:
The main reason behind DOC restrictions is to mitigate potential security risks associated with using equipment that could be vulnerable to manipulation or spying by foreign governments.
Compliance Requirements:
Organizations using telecommunications equipment must review the DOC's list of "covered" equipment and ensure they are not purchasing or using restricted devices.
Q10. Are all shut down windows scheduled for only Saturdays?
A10. Please see SOW Section 1.4 “Work outside Regular Hours” in the SOW. All outage work must be completed on Saturdays or Sundays. Government needs 4 weeks advance notice of dates to perform shutdowns. Max of 5 total shutdowns allowed. Government holidays may be allowed if the Government can support those days.
Q11. What is the tentative start date?
N6449825R4009
A11. Work must be completed during the period of performance after award (and approval of required submittals from SOW 1.11). Work can not start until bonds and certificate of insurance are reviewed and approved by the Government and the “Notice to Proceed” is issued. The Contractor would determine their tentative start date after award when submitting their baseline schedule.
Q12. Will there be any owner supplied equipment the EC will need to install?
A12. No.
