About this file
This document is an amendment to a solicitation providing questions and answers regarding overhaul of LM2500 gas generator assemblies for the Naval Sea Systems Command. The amendment provides responses to inquiries about acceptable test procedures, fuels, nozzles, and use of spare parts. All testing must be performed in accordance with Chapter 13 of the Navy's LM2500 technical manual and data corrected to standard conditions. Spare parts can be used except that the engine's original pneumatic starter must be overhauled and reinstalled after testing if a spare hydraulic starter is used instead. External vendors are acceptable for accessory work. No other changes were made to the solicitation in this amendment.

AMENDMENT 0002
PART I
No changes have been made to the solicitation as a result of this amendment:
PART II
This amendment provides a list of questions and comments received in response to the solicitation. The questions and comments are provided for all potential Offerors to review. Note that questions may have been edited for clarity and duplicative questions may have been combined or deleted. All available, necessary information and any necessary changes to the solicitation resulting from consideration of the below questions and comments have been incorporated into the solicitation as stated in PART I of this amendment. As a result of this amendment, the solicitation is considered to be clear.
Q1: Our test cell utilizes electronic controls and a hydraulic starting system. Can you confirm that the above setup can be used for US Navy engine testing?
A1: Some US Navy engines may arrive configured with mechanical fuel control (MFC). These engines can be tested with a spare hydraulic starter if the contractor does not have the capability to test with a pneumatic starter.
When testing with a spare hydraulic starter, the US Navy requires that the pneumatic starter that arrived with the engine to be overhauled and tested, returning it to Ready-for-Issue (RFI) status. The pneumatic starter must be mounted to the engine following engine performance testing. The use of electronic control, when applicable (for
Digital Fuel Control configured engines) is acceptable.
Q2: Fuel used during testing is only DERD2494 (Aviation Turbine Fuel) which is equivalent to Jet A1. Can this fuel type be used for US Navy engine testing?
A2: The use of this fuel type is acceptable for US Navy Gas Generator performance testing.
Q3: Test nozzle part No-1C8105 is intended to be used for Gas Generator testing. Can this nozzle be used for US
Navy engine testing?
A3: Use of a part No-1C8105 exhaust nozzle during US Navy gas generator performance testing is acceptable.
Q4: Engine testing will be carried out as per OEM provided test procedure i.e. OEM cycle deck is for calculating the passing criteria (SFC & T48 margin) and performance at prevailing ambient condition. We will declare the performance and passing based on SFC and T48 margin. Is this is acceptable?
A4: All US Navy Gas Generators must be tested in accordance with Chapter 13 of the US Navy LM2500 depot level technical manual per the SOW. Performance test data shall be corrected to the US Navy standard day atmospheric conditions (100 deg F, 14.7 psi).
N6449823R4044
Q5: Testing is intended to be carried out with Spare FMV, spare starter etc. Is it acceptable to use spare FMV & spare Hydraulic starter for testing?
A5: Some US Navy engines may arrive configured with mechanical fuel control (MFC). These engines can be tested with a spare hydraulic starter if the contractor does not have the capability to test with a pneumatic starter.
When testing with a spare hydraulic starter, the US Navy requires that the pneumatic starter that arrived with the engine to be overhauled and tested, returning it to RFI status. The pneumatic starter must be mounted to the engine following engine performance testing. The use of electronic control, when applicable (for Digital Fuel Control configured engines) is acceptable. All other engine mounted accessories cannot be replaced with spare accessories during performance testing.
Q6: All accessories are intended to be sent to GE’s authorized vendors or external source for testing, repair and overhaul. Is this acceptable?
A6: Use of GE authorized vendors or external sources for accessory testing, repair and overhaul is acceptable.
