AMENDMENT 0001
PART I
The following changes have been made to the solicitation as a result of this amendment:
1. The required response date/time has changed from 29-Aug-2023 12:00 PM to 06-Sep-2023 12:00 PM.
2. FAR 52.216-1 Type of Contract has been added to Section L of the solicitation and is included below.
3. Exhibits B, C, and D, have been amended, as detailed in Part II below within questions 6, 7, and 8. These exhibits are also attached to this amendment.
4. Section L.2.1. of the solicitation has been updated to properly reference the current Proposal Adequacy
Checklist at DFARS 252.215-7009. See question 9 and updated section L.2.1 below.
PART II
This amendment provides a list of questions and comments received in response to the solicitation. The questions and comments are provided for all potential Offerors to review. Note that questions may have been edited for clarity and duplicative questions may have been combined or deleted. All available, necessary information and any necessary changes to the solicitation resulting from consideration of the below questions and comments have been incorporated into the solicitation as stated in PART I of this amendment. As a result of this amendment, the solicitation is considered to be clear.
Q1: Our test cell is operated on natural gas; we plan to test the US Navy GGA on natural gas. In this case, we will supply a spare set of natural gas fuel nozzles to be used during the test. After the test is complete and the GGA is deemed serviceable, we will install a set of liquid-fuel fuel-nozzles provided by US Navy as GFM. Is this acceptable to US Navy?
A1: Testing with natural gas is acceptable. The engine will arrive at the vendor’s facility with a full set of liquid-fuel fuel nozzles installed on the engine. Per Section C, Para 3.4.6(c) of the Statement of Work (SOW), these fuel nozzles require complete overhaul IAW the USN LM2500 depot level manual. Following completion of the post-overhaul performance test, these overhauled fuel nozzles shall be installed on the engine.
Q2: Our test cell uses a number of pieces of spare equipment to make the GGA compatible with the test bed especially with marine engines. Is this acceptable to US Navy?
A2: Use of test cell spare equipment to make the GGA compatible with the test bed is acceptable.
Q3: The instrumentation used during the engine test will be the instrumentation currently running at our Test Cell. Is this acceptable?
A3: Use of test cell instrumentation that meets OEM standards is acceptable. Possessing a current GE Level IV commercial overhaul license meets the Navy’s commercial overhaul technical requirement. Navy only requires that all test cell instrumentation is calibrated during time of performance testing.
Q4: It is assumed as part of the scope for the LM2500 SST GGA overhauls that the contractor will provide all parts, including the parts on the US Navy provided consumables list and new replacement parts to complete the overhauls, except for GFM. Is the only GFM that the US Navy is providing are the HPT blades and nozzles?
A4: The USN will provide ‘new’ HPT stage 1 and stage 2 nozzles to the vendor as GFM IAW Section C, Para 3.4.7(a) and 3.4.8(a) of the SOW. The USN will provide ‘new’ HPT stage 1 and stage 2 blades to the vendor as GFM IAW Section C, Para 3.4.9(a) of the SOW. The removed HPT stage 1 and stage 2 blades and nozzles shall be safely packaged and shipped “dirty” (no cleaning/inspection necessary) back to NSWCPD. In addition to this HPT material, the USN will provide GTB-24, GTC-96 and GTC-100 (optional) as GFM, when applicable/if needed, IAW with Section C, Para 3.3.1 and Table 1 of the SOW.
Q5: The Navy’s request for FOB Origin and FOB Destination delivery terms to be amended to reflect the International Chamber of Commerce Incoterms® 2020. If we are to handle transportation, it must be EXW - Ex Works (Customer site) for transportation to our Facility DDP - Delivered Duty Paid (Customer site) for return shipment to Customer.
A5: All delivery terms shall comply with the solicitation as written. Please see page 42, and clauses 52.247-29 “F.O.B. Origin” and 52.247-34 “F.OB. Destination”
Q6: Exhibit B PDF: We would like to request clarification if the following text amendments are required to the following blocks:
Text in Block ‘B. Exhibit’ reflect ‘B. Exhibit B”?
Text in Block ‘5. Contract’ Reference’ – should text be ‘SOW Para. C,3.4 and 3.7’?
A6: Correct, text in Block B should be “Exhibit B.” Correct, text in Block 5 should be “SOW, Para C.3.5 and C.3.7.”
See attached for amended Exhibit B.
Q7: Exhibit C PDF: We would like to request clarification if the following text amends are required to the following blocks:
Text in Block ‘B. Exhibit’ reflect ‘B. Exhibit C”?
Text in Block ‘5. Contract’ Reference’ – should text be ‘SOW Para. C,3.9”?
A7: Correct, text in Block B should be “Exhibit C.” Correct, text in Block 5 should be “SOW, Para C.3.9.” See attached for amended Exhibit C.
Q8: Exhibit D PDF: We would like to request clarification if the following text amends are required to the following blocks:
Text in Block ‘B. Exhibit’ reflect ‘B. Exhibit D”?
Text in Block ‘5. Contract’ Reference’ – should text be ‘SOW Para. C,3.6”?
A8: Correct, text in Block B should be “Exhibit D.” Correct, text in Block 5 should be “SOW, Para C.3.6.” See attached for amended Exhibit D.
Q9: L.2.1.1 Proposal Adequacy Checklist (DFARS 252.205-7009). Please advise if DFARS 252.205-7009 has been replaced with DFAR 252.215-7009.
A9: As of March 2023, Proposal adequacy checklist has been updated to 252.215-7009 rather than 252.205-7009.
See attached for amended section L with proper reference.
Q10: Do the HPT disks require a visual inspection or full inspection and overhaul?
A10: HPT stage 1 and stage 2 disks require full inspection for serviceability and repairs incorporated as necessary per the USN LM2500 depot level technical manual (S9234-AB-MMD-020, latest revision).
Q11: A G24 appears to be on older part number and has been replaced with 9106M57G08 which is the latest part number. Is this P/N acceptable to US Navy? Does US Navy expect the contractor to include the combustor into the overhaul price, or will the combustor be over and above the overhaul price if replacement is required?
A11: Presently, PN 9106M57G08 is not included in the US Navy LM2500 Illustrated Parts Breakdown technical manual (S9234-AD-MMO-070, latest revision). At the time of overhaul, following teardown and inspection of the GGA the vendor can propose to install the latest configuration dome PN following the USN review/acceptance of the GE Change-in-Design (CID) which introduces the latest PN. The CID shall be provided to the USN by the vendor for review.
Also, per Section C, Para 3.4.6 of the SOW, the USN expects the vendor to fully disassemble, inspect, clean and process the combustor assembly IAW the USN LM2500 depot level technical manual. Per Section C, Para 3.4.6(b) of the SOW, if the incoming GGA does not have an HS188 dome already installed, the USN expects the vendor to install an HS188 dome at no additional cost (not over and above) to the USN. If the GGA arrives with an HS188 dome already installed, replacement is not necessary. The incoming HS188 dome still requires full depot level processing and can be reinstalled.
Q12: Maximum ceiling (page 3) is stated as $45,643,682. Please confirm if Over & Above (O&A) item (CLIN 0002) is NOT included to this value?
A12: O&A is included in the maximum ceiling.
Q13: How do we determine our Company’s cognizant Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) offices?
A13: Please contact Matthew.D.Parlett.civ@us.navy.mil for assistance.
Q14: Is it mandatory to have an adequate property system from DCMA?
A14: Yes.
Q15: Can you elaborate on the details requested in paragraph 6h. of page No.85 i.e “Organizational Conflict of Interest”. What information is exactly required in respect of this paragraph and how to determine the conflict of interest?
A15: Please see page 92 of the solicitation and L-209-H009 NOTIFICATION OF POTENTIAL
ORGANIZATIONAL OR PERSONAL CONFLICT(S) OF INTEREST.
Q16: Are Small Business Subcontracting Plans and Small Business Participation Commitment Document required for OEM’s authorized repair sources?
A16: If said sources are not small businesses, then these sources should not be listed on the offeror’s Small Business Subcontracting Plan or Small Business Participation Commitment Document.
Q17: Please provide all the US Navy manuals referred to in the Solicitation
A17: These Manuals will be provided as Government Furnished Information (GFI) after contract award. See section 2.2 of the SOW on pages 12 through 13 of the RFP.
Q18: Can you please elaborate Contractor Acquired Property?
A18: Please see FAR 52.245-1 Government Property at https://www.acquisition.gov/far/52.245-1. This clause is included by reference within Section I (on page 62) of the solicitation.
