Solicitation N6449823R4026 Q&A

1. Q: The solicitation states, “A pass through rate not exceeding 8% may be proposed.” Can the pass-through fee on subcontracted labor be adjusted to match the current G&A markup used on an ODC CLIN?

A: For further guidance, please refer to RFP Page 5 & 6 Clause B-215-H001 MAXIMUM RATES (NAVSEA) (OCT 2018) and RFP Page 135 Pass Through.

1. Can the hourly fee calculation on pass through subcontracted labor be divided by only the subcontractor proposed costs?

A: The fee/hour is computed by taking the total fee for both Prime Fee on Prime Labor and Prime Fee on Sub Labor then dividing that by the total labor hours of both Prime and Sub. For further guidance, please refer to RFP Page 135 Pass Through.

1. The solicitation lists Engineering Technician VI with an eCraft code of 30082 but should be 30086 (same as current contract). 30082 is Engineering Technician II. Does this need to be corrected?

A: Amendment 00002 has been posted to correct this typo in section 12.3 of the SOW. The value in the table should be eCraft code 30086 for Engineering Technician VI.

1. Can LOE hours be adjusted, i.e.: Rhoads would like to propose converting a portion of the Maintenance Electrician hours to other efforts such as Millwright and Electrician.

A: Yes, LOE hours can be adjusted.

1. Is there a limit to the number of Key Personnel that can be added to a labor category?

A: As long as the existing LOE for that LCAT has sufficient hours to cover multiple key personnel performing the role. In addition, if they wanted to increase the LOE for a particular position, justification would need to be provided.
