Statement of Work (SOW) for
NSWCPD Test Site Maintenance Service Support
1.0 INTRODUCTION
1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of
Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 60, which is responsible for providing In-Service Engineering (ISE) and Test and Evaluation (T&E) expertise and support of various ship propulsion, electrical, and machinery systems. As the Navy’s principle provider of Hull, Mechanical, and Electrical (HM&E) expertise, the Division delivers marine engineering technical solutions to develop, build and maintain a dominant, ready and affordable Fleet. This support includes a wide range of services for auxiliaries, submarine antenna, and mechanical and electrical systems.
1.0.2 This contract is for non-personal services. It does not create employment rights with the
U.S. Government whether actual, inherent, or implied
1.0.3 Government/Contractor Relationship
1.0.3.1 The services to be delivered under this Contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the
Contract between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.
1.0.3.2 The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as
Contractor employees in telephone conversations and in formal and informal written correspondence.
1.0.3.3 Contractor personnel under this Contract shall not engage in any of the inherently
Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.
1.0.4 Employee Relationship:
1.0.4.1 The services to be performed under this Contract do not require the Contractor or its personnel to exercise personal judgment and discretion on behalf of the Government.
Rather the Contractor's personnel will act and exercise personal judgment and discretion on behalf of the Contractor.
1.0.4.2 Rules, regulations, directives, and requirements that are issued by the U. S. Navy and
NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on
Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.
1.0.4.3 Inapplicability of Employee Benefits: This Contract does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.
1.0.4.4 It is the Contractor's, as well as the Government's, responsibility to monitor Contract activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.
1.0.4.4.1 The Contractor shall notify the Contracting Officer in writing via letter or email within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each
Government employee or Contractor official or employee involved or knowledgeable about such conduct; identify any documents or substance of any oral communication involved in the conduct; and the Contractor's estimated date when, absent a response, cost, schedule or performance will be impacted.
1.0.4.4.2 The Contracting Officer will, within five (5) calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer will either:
(i) Confirm the conduct is in violation and when necessary direct the mode of further performance,
(ii) Countermand any communication regarded as a violation, (iii)Deny that the conduct constitutes a violation and when necessary direct the mode of further performance, or
(iv) In the event the notice is inadequate to make a decision, advise the Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.
1.1 BACKGROUND
NSWCPD is the Navy’s center for excellence for ships and ship systems. NSWCPD provides full-spectrum research and development, testing, evaluation, in-service engineering, and fleet support organization for the Navy’s surface and under-sea vehicles. NSWCPD’s expertise spans across more than forty (40) disciplines, from electrical and mechanical engineering to computer engineering and physics. NSWCPD test sites and facilities are responsible for conducting tests, diagnostics and evaluations of new, emerging, production-representative, and in-service systems.
1.2 SCOPE OF WORK
The Contractor shall provide labor, incidental material, installation, and technical support services to maintain the Compatibility Test Facility (CTF) and other Naval Surface Warfare Center-
Philadelphia Division (NSWCPD) facilities.

3.0. REQUIREMENTS
Unless an exception is otherwise noted, the Contractor shall accomplish all Task
Order/Technical Instructions in their entirety and in accordance with the requirements of
References 2.1 through 2.47 in addition to:
3.1 Provide experienced, qualified, and certified trade skill in support of all resultant Task
Order/Technical Instructions.
3.2 See Section 14.0 Special Requirements for Quality Management System (QMS) requirements.
3.3 Quality Control Manual - Establish and maintain a system for the control of quality and workmanship during the installation and examination, which shall ensure that work performed under this statement of work meets the requirements hereafter specified. Provide evidence of an effective Quality Control inspection system, which complies with ISO 9001
(current version) and/or an inspection system that has been deemed acceptable by
NSWCPD. The inspection system shall include as a minimum:
• Document control
• Process control
• Purchasing
• Material/product identification and verification/traceability
• Receipt inspection
• Control of Government and contactor furnished material
• In-progress inspection and controls
• Inspection and test status
• Inspection measuring and test equipment
• Control of nonconforming product
• Corrective/preventative action
• Handling, storage, packaging, and delivery
• Internal and external audits records.
• Controls to assure that requirements of this contract are invoked on Subcontractors and the Contractor verifies implementation by Subcontractors

3.4 Quality Control Manual - Establish and maintain a system for the control of quality and workmanship during Submit an Overall Contract Quality Assurance Plan in accordance with
ISO 9001, clearly demonstrating the contractor’s general approach to meeting Quality requirements. Government approval of the supplier’s written Plan is required by the contract.

3.4.1 Acceptance of Overall CTF Quality Assurance Plan: Acceptance of the Contractor's plan is required prior to the start of work. Acceptance is conditional and will be predicated on satisfactory performance. The Government reserves the right to require the Contractor to make changes in the Plan and operations, including removal of personnel, to obtain the quality specified.
3.4.2 An individual Project Specific Quality Assurance Plan, tailored specifically for each applicable Task Order/Technical Instruction, shall be filled out, submitted and approved.
(CDRL A019, Project Specific Quality Assurance Plan).
3.4.3 Acceptance of the TI Specific Quality Assurance Plan: Acceptance of the Contractor's plan is required prior to the start of work. Acceptance is conditional and will be predicated on satisfactory performance. The Government reserves the right to require the
Contractor to make changes in the Plan and operations, including removal of personnel, to obtain the quality specified.
3.4.4 Notification of Changes - After acceptance of the Plan, the Contractor must notify the
Contracting Officer in writing of any proposed change. Proposed changes are subject to acceptance by the Contracting Officer.
3.4.5 The Contractor shall provide a Certificate of Compliance to verify that specific qualifications have been obtained, tests have been performed, arts/assemblies/equipment/systems have been installed, tested, inspected and are ready for operation: that personnel have specific qualifications to perform assignments/operations/inspections: or to certify identically, interchangeability, compatibility, reliability, or completeness of documentation being prepared or reviewed by a contractor. (CDRL A021, Certificate of Compliance).
3.5 Prior to the start of Task Order/Technical Instruction performance, the Contractor shall submit current copies of welding and Non-Destructive Test Procedures (NDT) qualifications and procedures in accordance with references listed in Reference 2.15 through 2.17 including at a minimum the following documents:
3.5.1 Welding Procedure Specifications (WPS) (CDRL A010)
3.5.2 Welding Procedure Qualification Records (PQR) (CDRL A011)
3.5.3 Welder Performance Qualifications (WPQ) (CDRL A012)
3.5.4 Non-Destructive Test (NDT) Procedures and Reports (CDRL A013, A014)
3.6 Fabrication, welding, assembly and inspection of piping system will be in accordance with
Reference 2.11, ASME B31.1 Power Piping Code unless otherwise noted by drawings.
3.7 Fabrication, welding and inspection of structural steel will be in accordance with Reference
2.16, American Welding Society (AWS) D1.1 and Reference 2.17 American Institute of
Steel Construction (AISC) unless otherwise noted by drawings.
3.8 Electrical Installations are to be in accordance with Reference 2.1 and 2.6
3.8.1 Fiber Optic cable installation shall be tested per MIL-STD-2042, Reference 2.10.
3.9 Splices and terminations shall be installed in accordance with Standards listed in Reference
2.6 through 2.10. Following installation of the first termination of each type, NSWCPD shall review of the termination method and inspect the quality of the cable termination to determine acceptability prior to proceeding with remaining terminations.
3.10 The Contractor shall ensure that all work on site complies with Reference 2.29 “29 CFR
1910 OSHA” and Reference 2.22 “NAVSSESINST 5100.14G”.
NOTE: WHERE MORE STRINGENT SAFETY AND OCCUPATIONAL
HEALTH STANDARDS ARE SET FORTH IN THESE REQUIREMENTS AND
REGULATION, THE MORE STRINGENT STANDARDS SHALL APPLY.
3.11 The Contractor shall ensure all high work is in compliance with: Reference 2.22, Chapter
27 of NAVSSESINST 5100.14G; Reference 2.2, OPNAV Instruction 5100.23B;
Reference 2.29, 29 CFR 1910 OSHA.
NOTE: WHERE MORE STRINGENT SAFETY AND OCCUPATIONAL
HEALTH STANDARDS ARE SET FORTH IN THESE REQUIREMENTS AND
REGULATION, THE MORE STRINGENT STANDARDS SHALL APPLY.
3.12 The Contractor shall create and submit a safety manual, which complies with References
2.22, 2.28, and 2.29:
3.12.1 Prior to starting work on an individual Task Order/Technical Instruction, the Contractor shall provide to the Government a Safety Plan (SP) (CDRL A015) for review and approval. This plan shall demonstrate protection of equipment and personnel, in accordance with the appropriate safety specification. As part of the Safety Plan, Fall
Protection Plans, Emergency Plans, Fall Hazard Surveys and Fall Protection Equipment
Inspection Checklist shall be provided prior to start of work.
3.13 The Contractor shall maintain a clean and safe worksite daily and is responsible for the removal and disposal of all debris in addition to:
3.13.1 The contractor shall comply with Hazardous Material/Waste Management Program in accordance with Reference 2.22, Chapter 8 of NAVSSESINST 5100-14G and Reference
2.28, 29 CFR 1910.146.
3.14 The Contractor, when tasked to perform hot work (any work that involves burning, welding, using fire- or spark-producing tools, or that produces a source of ignition), shall request a Hot Work Permit (NAVSSES 11320/2) from Commander, Navy Region Mid-
Atlantic (CNRMA) Fire Department in accordance with Reference 2.22, Chapter 10 of
NAVSSESINST 5100.14G. Request for Hot Work Permits may be made Monday through Friday 0700-1530 hours, at the Fire Prevention Office, (215) 897-3640 or (215)
897-3483. Request for Hot Work Permits after 1530 hours, or on weekends or holidays, may be made at the Fire Station (Building 56), (215) 897-3635 or (215) 897-3483. For fire, medical and HAZMAT spills call (215) 897-3333.
3.15 The Contractor shall comply with Confined Space Program Management in accordance with Reference 2.22, Chapter 31 of NAVSSESINST 5100.14G and Reference 2.31, 29
CFR 1910.146.
3.16 The Contractor shall comply with Tag out/Lockout procedures in accordance with
Reference 2.22, Chapter 11, of NAVSSESINST 5100.14G.
Note: Only authorized NSWCPD personnel shall perform the lockout and tag out of machinery, equipment, or systems.
3.17 All critical lifts shall not be the responsibility of the Contractor and will be accomplished by NSWCPD Code 212. Critical lifts are described as follows:
3.17.1 Critical lifts over 75 percent of the capacity of the crane or hoist at any radius of lift.
3.17.2 Lifts over 50 percent of the capacity of a barge mounted mobile crane hoist at any radius of lift.
3.17.3 Lifts involving more than one crane or hoist.
3.17.4 Lifts of personnel.
3.17.5 Lifts involving more than non-routine rigging or operationally sensitive equipment, or unusual safety risks.
3.18 The Contractor shall develop and maintain an electronic inventory control system to track inspections, certification dates, and traceability to proof load test documentation for all rigging gear. Must be in accordance with Naval Facilities Engineering Command
(NAVFAC) Weight Handling Program Management Publication P-307 requirements.
The list shall also contain list of signal and rigging qualifications.
3.19 The Contractor shall provide all necessary and incidental material, equipment, and tools to satisfy the requirements of each individual Task Order/Technical Instruction unless specialized Government furnished tools or equipment are indicated in the individual Task
Order/Technical Instruction.
3.20 The Contractor shall provide a detailed estimate showing all labor, equipment rentals, specialized services and material necessary to perform all work related to each individual
Task Order/Technical Instruction.
3.21 The Contractor may use Government facilities such as rest rooms, lunch rooms, vendor machines, hot and cold running potable water and facilities electrical receptacles. The
Government will not provide an office space unless otherwise stated within an individual
Task Order/Technical Instruction.
3.22 The Contractor shall submit progress reports (CDRL A001, A002) as requested by the
Contracting Officer’s Representative (COR). The reports shall include:

3.23 Training – The Contractor shall provide associated personnel adequate time and schedule to allow for the classroom and hands-on training required to operate and monitor
NSWCPD systems. All NSWCPD test-site systems require classroom, written examination, and job qualification requirements for operational personnel. All training and qualification requirements for operations are provided for and signed-off by
NSWCPD (CDRL A005).
3.24 NDT – The Contractor shall perform NDT activities in accordance with Reference 2.40, and all Contractor personnel performing NDT shall be certified in per the requirements of
Reference 2.40.
3.25 Gas Turbine Generator (GTG) Service Requirements (in accordance with references
2.41-2.47)
3.25.1 The Contractor shall provide required services per the individual Task Order/Technical
Instruction to maintain and repair the GTG as needed for the duration of the contract.
3.25.1.1 The contractor shall be capable of providing operational support to the GTG as required by the individual Task Order/Technical Instruction.
3.25.2 The Contractor shall ensure the GTG is prepared for operation for the duration of the contract (per individual Task Order/Technical Instruction) in the typical regional climate or inclement weather.
3.25.3 The Contractor shall maintain the GTG and all ancillary equipment, including all GTG components, during periods of inactivity, and the Contractor shall ensure the equipment starts reliably and is available when needed by the Government.
3.25.4 The Contractor shall provide all required repair services for the GTG and all subsystems, including all GTG auxiliary system components.
3.25.4.1 All repairs completed shall be reported in detail to the Government, including the diagnostic steps taken to identify the issue requiring repair, an accounting of parts replaced and/or modified, and corrective actions taken, within 24 hours of the completion of the repair (CDRL A031).
3.25.4.2 In the event that a GTG system failure and/or repair work requires a shutdown or restricted operation of the GTG and prior to the initiation of a repair, a diagnostic report, and repair plan shall be provided to the Government no later than 24 hours after service contractor’s arrival on site (CDRL A032).
3.25.4.2.1 The service contractor shall make every effort to be on site within 48 hours of notification.
3.25.4.2.2 The recommended repair plan shall be submitted to the government (CDRL A032) and approval by the government via email is required for any/all repair plans before repair work may begin. All repair plans submitted to the Government shall specifically address the requirement and priority to minimize the repair time and GTG operational limitations required for repair.
3.25.4.3 Repair services shall be completed IAW OEM documentation, OEM parts, TM instruction, provide OQE and operational tests to return the GTG to unrestricted service.
3.25.5 Fire Protection System
3.25.5.1 The Contractor is responsible to maintain the installed complete primary (internal GTGS fire suppression system) fire protection system.
3.25.6 Navy Boiler Maintenance and Operation
3.25.6.1 The Contractor shall perform all of the routine maintenance and inspections of the
Government furnished boiler including the procurement, service, and replacement of any parts in order to keep the boiler safely operational for the duration of the contract in accordance with the requirements of Reference 2.46.
3.25.7 Emissions Testing
3.25.7.1 The Contractor shall provide and coordinate GTG emissions testing services both on natural gas and liquid fuel. Emissions testing protocol shall be approved by the
Government and data collected from the GTG must be in accordance with federal, state and local emissions gathering requirements (see reference 2.47). The emissions data collected shall be provided to the Government for emission documentation and certification requirements. At a minimum, the emission test will measure NOx and
CO emissions at full load with the use of the water injection and at 5 MW output with and without the use of water injection. Each test scenario shall include three (3) one
(1) hour runs and record operating load, fuel flow, water-fuel injection ratio, water injection flow and emission rates at an interval specified within the approved test protocol. The emission test shall also measure NOx emissions at various load levels and record the water-fuel ratio to establish a curve of minimum water injection rates.

3.25.7.2 The Contractor shall be able to conduct subsequent emission testing if required by the permit. The emission testing is required at a minimum of once per year and could be exercised on a bi-annual basis.
3.25.8 Operation Parameter Monitoring and Recordkeeping
3.25.8.1 Per city of Philadelphia environmental requirements, the Government is required to monitor and record operational data of the GTG in five (5) minute intervals. Operational data includes: date; time; engine starts; shutdowns; electrical load transients of 5MW or greater for a minimum of two minutes before and after event; operating load; fuel type; ambient temperature; fuel flow (gallons per hour
(liquid fuel) or standard cubic feet per minute (natural gas) and pounds per hour);
water flow (gallons per minute and pounds per hour); daily Megawatt-hours; daily fuel consumed (oil and natural gas); daily run hours on each fuel; daily water consumption; total machine run hours; and daily max load and water to fuel ratio. This data is required to be provided on a daily basis to the NSWCPD
Environmental Code.
3.25.8.2 The expectation is that the Government will monitor, record, and report on this required operational data during the performance of this contract.
3.25.8.3 The Contractor may be required to perform this service in the event that the
Government is not capable of meeting the need. If required, this data monitoring, recording, and reporting shall be added to the Task Order / Technical Instruction associated with the GTG and shall be submitted in accordance with CDRL A028.
3.25.8.4 The Contractor shall restrict access (local and remote) to control/information systems to US citizens.
3.25.9 Water Treatment System
3.25.9.1 Operation of the GTG requires demineralized water to meet environmental emission requirements. The Contractor shall supply and add demineralized water to the system, when required, to sustain GTG operations.
3.25.10Maintenance and Calibration
3.25.10.1 The Contractor shall perform all weekly, monthly, quarterly, semi-annual maintenance requirements of the GTG and ancillary support systems in accordance with the requirements of References 2.41 – 2.47.
3.25.10.2 The Contractor shall provide NSWCPD maintenance and calibration logs to document this activity on a monthly basis (CDRL A029).

3.26.1 The Contractor shall notify the contracting officer immediately upon determining the unavailability of obsolete materials or components. The Contractor shall not initiate any item redesign or incur any additional costs without the express, written authorization of the contracting officer.

5.0 SECURITY REQUIREMENTS
5.1 SECURITY TRAINING. The Contractor is responsible for completing all required
Government mandated training to maintain security and network access to government sites and
IT systems to include but not limited to: Antiterrorism Level 1 Awareness; Records Management in the DON: Everyone's Responsibility; Training and Readiness: The Active Shooter; NAVSEA
Introduction to Controlled Unclassified Information; Operations Security (OPSEC); NAVSEA
Counterintelligence Training; Privacy and Personally Identifiable Information (PII) Awareness
Training; NAVSEA Physical Security training and Cybersecurity 101 Training. Certificates of successful completion shall be sent to the COR and as otherwise specified in the contract.
5.1.1 In accordance with the National Industrial Security Program Operating Manual (NISPOM)
(DoDM 5220.22), Contractor personnel that require access to Department of Navy (DON) information systems and/or work on-site require an open investigation or favorable adjudicated
Tier 3 by the Vetting Risk Operations Center (VROC). An interim clearance is granted by
VROC and recorded in the Defense Information System for Security (DISS). An open or closed investigation with a favorable adjudication is required prior to issuance of a badge providing access to NSWCPD buildings. Furthermore, if the Navy Central Adjudication Facility, have made an unfavorable determination access will be denied. For Common Access Card (CAC) you must have an open investigation and/or a favorably adjudicated investigation. Interim security clearance are acceptable for a CAC. Access will be denied for anyone that has eligibility pending in DISS. Vetting through the National Crime Information Center, Sex Offender
Registry, and the Terrorist screening database shall be process for a contractor that does not have a favorable adjudicated investigation.
5.1.2 Within 30 days after contract award, the contractor shall submit a list of all contractor personnel, including subcontractor employees, who will have access to DON information systems and/or work on-site at one of the NSWCPD sites to the appointed Contracting Officer
Representative (COR) via email. The contractor shall provide each employee's first name, last name, contract number, the NSWCPD technical code, work location, whether or not the employee has a CAC and or Standard Access Control Badge (SACB), the systems the employee can access (i.e., NMCI, RDT&E), and the name of the Contractor's local point of contact, phone number and email address. Throughout the period of performance of the contract, the Contractor shall immediately provide any updated information to the COR when any Contractor personnel changes occur including substitutions or departures.
5.2 ON SITE WORK. Contractor personnel that require a badge to work on-site at one of the
NSWCPD sites must provide an I-9 form to verify proof of citizenship. The I-9 form should be signed by the company Facility Security Officer or the company Human Resource Department.
In addition to the I-9 form, Contractors shall also bring their birth certificate, current United
States Passport or naturalization certificate and state issued ID to the NSWCPD Security Officer at the time of badge request to verify citizenship. Any contractor that has unfavorable information that has not been favorably adjudicated, by Department of Defense Central
Adjudication Facility (DOD CAF) will not be issued a badge. Finally, contractors shall supply a copy of their OPSEC Training Certificate or other proof that the training has been completed.
5.2.1 In accordance with NSWCPD security protocol, contractor employees who hold dual citizenship will not be granted security clearance to our facilities.
5.3 DD254 REQUIREMENT This effort may require access to classified information up to the
CONFIDENTIAL level. No classified data will be generated or stored by the Contractor. The
Contractor is required to have and maintain a CONFIDENTIAL clearance. The requirements of the attached DD Form 254 apply.
5.3.1 The contractor is required to maintain a Facility Security Clearance (FCL) in accordance with the DD254 to perform certain work under the contract. Although it is not required at time of award, it shall be obtained within 30 calendar days after award. Otherwise the government will have no obligation to continue ordering work under the contract and may not exercise any of the available options.
5.3.2 The Contractor shall appoint a Facility Security Officer (FSO), who shall (1) be responsible for all security aspects of the work performed under this contract, (2) assure compliance with the National Industrial Security Program Operating Manual (NISPOM) (DoDM
5220.22), and (3) assure compliance with any written instructions from the NSWCPD, Security
Office Code 105.
5.3.3 The contractor shall forward signed copies of DD254s provided to subcontractors to the
Naval Surface Warfare Center Philadelphia Division (NSWCPD), ATTN: Security.
5.3.4 The Contractor shall direct the subcontractor to obtain approval, through the prime
Contractor, for the public release of information received or generated by the sub through the prime
Contractor.
5.3.5 The Contractor shall submit the subcontractor request for public release through the technical point of contact identified on the DD 254.
5.4 OPERATIONS SECURITY (OPSEC)
5.4.1 The Contractor shall protect critical information associated with this contract to prevent unauthorized disclosure. The NSWC Philadelphia Division's (NSWCPD) Critical Information
List (CIL)/ CIIL (Critical Indicators and information list) will be provided on site, if warranted.
Performance under this contract requires the contractor to adhere to OPSEC requirements. The
Contractor may not impose OPSEC requirements on its subcontractors unless NSWCPD approves the OPSEC requirements. During the period of this contract, the Contractor may be exposed to, use, or produce, NSWCPD Critical Information (CI) and/or observables and indicators which may lead to discovery of CI. NSWCPD’s CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign
Ownership, Control, or Influence (FOCI) unless such FOCI has been appropriately mitigated through measures approved by the Defense Counterintelligence and Security Agency. Questions concerning these requirements shall be directed to the PCO.
5.4.2 CUI correspondence transmitted internally on the contractor's unclassified networks or information systems, and externally, shall be protected per NIST SP-800-171, Protecting
Controlled Unclassified Information (CUI) in Non-federal Systems and Organizations.
Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.
5.4.3 NSWCPD’s CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to the PCO, and the COR who will forward the required to the NSWCPD Public Release
Authority for review.
5.4.4 Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or;
incidents of loss/compromise of government Classified or CI, Business Sensitive, Company
Proprietary information related to this or other program must be immediately reported to the contractor's Facility Security Officer and Cognizant Security Office and/or the Naval Criminal
Investigative Service, and the NSWC PD Security Division (Code 105).
5.5 RECEIPT, STORAGE, AND GENERATION OF CONTROLLED UNCLASSIFIED
INFORMATION (CUI) All Controlled Unclassified Information (CUI) associated with this contract must follow the minimum marking requirements of DoDI 5200.48, Section 3, paragraph
3.4.a, and include the acronym "CUI" in the banner and footer of the document. In accordance with DoDI 5200.48, CUI must be safeguarded to prevent Unauthorized Disclosure (UD). CUI export controlled technical information or other scientific, technical, and engineering information must be marked with an export control warning as directed in DoDI 5230.24, DoDD 5230.25, and Part 250 of Title 32, CFR. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites
(Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited. Destroy CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition;
pulverizing, disintegration; or methods approved for classified destruction.
5.6 PLANNING, PROGRAMMING, BUDGETING AND EXECUTION (PPBE) DATA.
When contractor employees, in the performance of their duties, are exposed to Planning, Programming, Budgeting and Execution (PPBE) data, a Non-Disclosure Agreement (NDA) with all affected contactor personnel must be executed in coordination with the COR and PCO to ensure safeguarding disclosure of this data.
5.7 U-NNPI SECURITY REQUIREMENTS
5.7.1 Security Classification Guidance is as follows of portions of the tasking on this contract when invoked in the Task Order/Technical Instruction statement of work:
5.7.1.1 Contractor requires access to information and equipment classified at the Confidential National Security Information (NSI) level in order to provide industrial support services within facilities that actively supports the Navy Nuclear Propulsion Program
(NNPP).
5.7.1.2 All contractor personnel accessing classified information or classified material associated with the performance of work related to the resultant contract must be United States citizens, and shall have and maintain at a minimum Confidential security clearance.
5.7.1.3 The Contractor is responsible for completing all required government mandated training to maintain security and network access to government sites and IT systems, as necessary to support.
5.8 U-NNPI
5.8.1 Purpose The Contractor hereby agrees that when provided documents (specifications, drawings, etc.) that are marked as containing NOFORN sensitive information that must be controlled pursuant to Federal law, the information contained therein and generated as part of the inquiry shall be used only for the purpose stated in the contract and shall in no case be transmitted outside the company (unless such transmittals comply with the detailed guidance of the contract) or to any foreign national within the company. While in use, the documents shall be protected from unauthorized observation and shall be kept secure so as to preclude access by anyone not having a legitimate need to view them. The documents shall not be copied unless done in conformance with the detailed guidance of the contract. All the documents shall be promptly returned in their entirety, unless authorized for proper disposal or retention, following completion of the contract.
5.9.2 Specific Requirements for Protecting U-NNPI
a) Only U.S. citizens who have a need to know required to execute the contract shall be allowed access to U-NNPI.
b) When not in direct control of an authorized individual, U-NNPI must be secured in a locked container (e.g., file cabinet, desk, safe). Access to the container must be such that only authorized persons can access it, and compromise of the container would be obvious at sight.
Containers should have no labels that indicate the contents. If removed from the site, U-
NNPI must remain in the personal possession of the individual. At no time should U-NNPI be left unsecured (e.g., in a home or automobile, or unattended in a motel room or sent with baggage).
c) U-NNPI documents will have the word NOFORN at the top and bottom of each page. The cover sheet will have the warning statement shown below. Documents originated in the course of work that reproduce, expand or modify marked information shall be marked and controlled in the same way as the original. Media such as video tapes, disks, etc., must be marked and controlled similar to the markings on the original information.
d) U-NNPI may not be processed on networked computers with outside access unless approved by CNO (N00N). If desired, the company may submit a proposal for processing NNPI on company computer systems. Personally owned computing systems, such as personal computers, laptops, personal digital assistants, and other portable electronic devices are not authorized for processing NNPI. Exceptions require the specific approval of the cognizant
DAA and CNO (N00N).
e) U-NNPI may be faxed within the continental United States and Hawaii provided there is an authorized individual waiting to receive the document and properly control it.
