SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001

PART I

This amendment provides a list of questions and comments received in response to the solicitation. The questions and comments are provided for all potential offerors to review. Note that questions may have been edited for clarity and duplicative questions may have been combined or deleted. All available, necessary information and any necessary changes to the solicitation resulting from consideration of the below questions and comments have been incorporated into the solicitation in PART II of this amendment. As a result of this amendment, the solicitation is considered to be clear.

Q1: Will the Government Furnished Property (GFP) from the previous contract be available to the winning offeror?

A1: GFP from any prior contract is not applicable to this solicitation. See solicitation Section C, Performance Work

Statement (PWS), and Section J, Attachment 1, “GFP Attachment” for a complete description of the GFP to be provided under any resulting contract.

Q2: Would NSWCPD consider a one-time purchase of tooling if we can identify cost savings for using this tooling?

A2: The Government intends to award a Firm-Fixed-Price (FFP) contract resulting from this solicitation. Resulting contractor will bear full cost risk under the resulting contract. Purchase of additional tooling, beyond that which is required within solicitation Section C, PWS is at the contractor’s discretion.

Q3: Would NSWCPD consider use of alternative tooling?

A3: All tools utilized for disassembly of the LM2500 SST GGA must comply with Chapter 2 of S9234-AB-MMD-

010 as referenced within solicitation Section C, PWS.

Q4: Would the NSWCPD consider extending the proposal due date?

A4: Not at this time.

Q5: If an insufficient number of proposals are submitted needed to satisfy the competition, would NSWCPD consider reissuing the solicitation as unrestricted?

A5: Reissuance of the solicitation is not being contemplated at this time. All changes to the solicitation will be published via sam.gov.

N6449823R4002

Q6: Maximum quantity of engines to be inducted are listed as 5 per year, for years 1 – 4, and 3 per year for year 5.

Can NSWCPD provide clarification regarding the best estimate of quantity for the resulting contract?

A6: See “NOTES TO SECTION B” on page 10 of the solicitation. Which states:

“It is noted that while there are maximum quantities established for each CLIN above, these quantities are not guaranteed and are subject to change based on ship schedules/availability. The estimated quantity of engine inductions is two (2) engines per year.”

Q7: See solicitation Section C, PWS, 1.1 - Scope of Work, Paragraph 1. The first paragraph lists release limits of

<100 dpm / 100 cm2 loose, <5,000 dpm / 100 cm2 total surface activity, and 15,000 dpm / 100 cm2 for specified parts. These limits appear to be from Section 2.4, NRC Regulatory Guide 1.86. However, RG 1.86 lists 5,000 dpm limit as an average value, and the 15,000 dpm limit as a maximum value. Is the 15,000 dpm limit specifically for items to be monitored in the WCM-10A, or is there a listing of specified parts that would be allowed the higher limit?

A7: 15,000 dpm limit is specifically for bulk counted items. The “specified parts” are the bulk counted components.

There is no higher limit.
