ADDENDUM TO 52.212-1
CONTENT OF QUOTES
1. GENERAL INSTRUCTIONS
The Quoter shall submit all information required by this RFQ and in the same format as outlined herein. Failure to comply with the requirements of the RFQ may result in the Quoter being removed from consideration for award.
The Government does not assume the duty to search for data to cure problems it finds in quotes. Quotes shall be sufficiently detailed to enable Government evaluation board members to make a thorough evaluation and to arrive at a sound determination as to whether or not the prospective Quoter has a thorough understanding of the requirements and associated risks and is able, willing, and competent to devote the resources necessary to meet the requirements.
Cost/pricing information should only be present in the Price Section.
No classified information shall be provided.
A “subcontractor” includes any person or entity other than the prime contractor (e.g., consultants, temporary purchased labor, or divisions, subsidiaries, and affiliates of a contractor or subcontractor) who will furnish or furnishes any effort in connection with this prospective contract.

Acknowledgement of receipt of questions may not be made.
Responses will be posted to the SAM web page at https://www.SAM.gov.
1.2. RFQ CHANGES
Any changes or additional information (responses to questions, amendments, etc.) related to the RFQ will be made available only through the following website: https://beta.sam.gov/. RFQ by the date and time specified in the amendment(s).
2) RFQ, QUOTE AND AWARD DOCUMENTS
2.1 ELECTRONIC DELIVERY OF QUOTATIONS VIA DOD SAFE
https://beta.sam.gov/
Utilization of DoD SAFE at https://safe.apps.mil/ is required for electronic quotation submissions. DoD SAFE supports individual file sizes up to 8GB. Browsers recommended are: Firefox, Chrome and, Edge. Internet
Explorer is not recommended. Please note that Internet Explorer limits uploads to 2GB.When offers are submitted via DoD SAFE, the Government will receive an automated message stating that a file has been “Dropped-
Off.” An offer uploaded (“Dropped-Off”) to DoD SAFE is considered to be timely when this automatic system-generated notification email is received by the designated Contracting Officer prior to the due date/time set for receipt of quotes. Late submissions will be treated IAW FAR 52.212-1(f) or 52.215-1(c)(3)(ii)(A).
In order to submit a quote via DoD SAFE:
(1) The Contractor shall send a request to the following email addressee Brooke.a.steele3.civ@us.navy.mil stating their intent to submit a quote and shall include in that request a valid email address(es).
(2) Within 2 business days from the date of the request, the Contractor will receive a link via email allowing them to upload/“Drop-Off” a quote in DoD SAFE. The Contractor has 14 days from receipt of the email to
“Drop-Off” their quote in DoD SAFE. Offerors are reminded to be mindful of the due date/time set for receipt of quotes.
(3) It is recommended that each quoter keep a screen shot of the DoD SAFE page showing that the “Drop-Off” has been completed for their records.
The DoD SAFE site is located here: https://safe.apps.mil
Quotes shall be submitted as three separate documents, as follows:
Documents Original Copies
RFQ, Quote and Award Document 1 1
Technical Volume 1 1
Price Volume 1 1
The “originals” shall be clearly identified as the “ORIGINAL”, and bear the original signature(s) of the quoteor.

The document shall not be embellished with any cover or binding. If the Quoter makes any qualifications to any provisions in the RFQ, all such qualifications shall be listed in the transmittal letter to the proposal.
This document, which may be used as part of the contract award document, shall be fully executed and returned as a separate document from the technical and cost quotes. Quoters must fill in all areas of the RFQ that contain Quoter fill-ins. Special attention should be taken to accurately enter the prices for each CLIN in Section B, complete all
Representations and Certifications in Section K and ensure that an authorized person signs the quote in Block 17 of
Page 1.
Quoters shall ensure that Representations and Certifications in SAM are current in the Online Representations and
Certifications (ORCA) database at www.SAM.gov.

3.1 FACTOR 1 – CAPABILITY STATEMENT
The quoter shall provide a capability statement that demonstrates it has the experience, equipment, and personnel capability to meet the requirements of this effort as defined in SOW Attachment 3-Typical Work Activities. An acceptable capability statement will address each “Major Work Category” listed in the first column of SOW https://safe.apps.mil/
Attachment 3 with a brief narrative describing its approach, including the details of qualified personnel and/or equipment, it will use to accomplish each activity. A singular statement that the quoter will meet the Government’s requirement will result in an unacceptable rating.

Government and private sector contracts.

9. Contract Deliverables
Each Quoter has the opportunity to provide in its proposal any information regarding its past performance of contracts similar to the Government's requirement that it would like the Government to consider. This includes information that the Quoter considers essential to the Government's evaluation or explanatory information of poor performance.
The Government may, at its discretion, review and consider any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the
Past Performance Information Retrieval System (PPIRS) using all CAGE/Entity Identifier numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the
Quoter’s proposal, FAPIIS, CPARS, SPRS, SAM, inquiries of owner representative(s), and any other known sources not provided by the Quoter.
To obtain information, the Government may contact the points of contact listed, however, the Government is not required to do so. The Government may contact references other than those provided by the Quoter to evaluate past performance.
