Q1: The table allotment states 15-pgs., however the three resumes are limited to two pages each. What is the Government expecting to see in the remaining nine pages? (Pg. 101 / Quote Organization Table)

A1: See Section L, Factor 1.

Q2: Can the Government confirm that the Price Volume should contain the signed SF1449; CLIN Pricing; Reps and Certs, Labor Matrix and supporting invoices? We ask since the guidance for the submission of the supporting invoices and matrix appears to conflict with the guidance at L-212-W002 (Pg. 103 / Factor 3:

Price) A2: This clause was removed in Amendment No. 0001.

Q3: The guidance in the provision does not match the guidance for the Factor 1 Personnel submission. Should we construe from the guidance that it pertains solely to the content of the personnel resumes as established at Pg.

102/Factor 1? (Pg. 110 / L-212-W001 Technical Proposal)

A3: This clause was removed in Amendment No. 0001.

Q4: We assume that our GSA catalog prices would meet the standard established in this paragraph given they comport with the commercial interpretation so stated. Can the Government confirm this to be acceptable? (Pg. 111 / L-212-W002 Price Proposal)

Q5: Most of our WAWF invoices are FFP and do not allow for an individual rate for individuals providing technical and administrative services. Can the government provide an alternative means of providing evidence of the rates paid? (Pg. 111 / L-212-W002 Price Proposal)

Q19: Are there costs related to any of the required Government-mandated training? If so, will the Government cover these costs?

A19: The Government-mandated training, cited in section 5.1, is provided by the Government.

Q20: Per Statement of Work, Section 5.1.1:

In accordance with the NISPOM DoD 5220.22M, Contractor personnel that require access to Department of Navy (DON) information systems and/or work on-site require an open investigation or favorable adjudicated Tier 3 by the Vetting Risk Operations Center (VROC).

Does this provision apply to all personnel?

A20: Yes.

Q21: Per Statement of Work, Section 6.1.3:

The specific location(s) will be provided at time of award of the Contract. The Contractor shall provide a list of employees who require access to these areas, including standard security clearance information for each person, to the Contracting Officer Representative (COR) no later than three business days after the date of award.

This states that awardees have less than 3 days to provide an employee listing, along with security clearance information. Given today’s shortage of viable talent, this does not seem to be an adequate amount of time to hire. Will the government consider increasing the number of days from three (3) to ten (10) business days?

A21: No.

Q22: Per Statement of Work, Section 6.1.5:

Due to COVID-19, Contractors are encouraged to evaluate and establish performance of its contract at alternate work locations such as the expanded use of teleworking when feasible to successfully perform the contract requirements.

Will the Government provide necessary equipment for teleworking including laptops, access to the government’s LAN, cell phones, etc. for remote employee use in these cases?

A22: Please see Section 8.0 Government Furnished Property of the Statement of Work.

Q23: Does the government require/anticipate the offeror to have an approved DCAA/DCMA-compliant accounting system?

A23: An approved accounting system is not required for FFP requirements.

Q24: Attachment 2 – Price – Please clarify why CLIN 0006, 0007, and 0009 say BASE OPTION?

A24: Please refer to Section B of the RFQ. CLINs 0006, 0007, and 0009 are all Option CLINs for the Base Year of this requirement.

Q25: Can the Government please clarify the Program Analyst Position is not needed for the base year? (Although it is a requested Resume)

A25: Please refer to Section B of the RFQ. The labor category of Program Analyst is not required for the base year.

Q26: Can the Government please clarify the Program Analyst Position is only for one FTE on Option Year 1 and two FTEs for option years two through four?

A26: Please refer to Section B of the RFQ.

Q27: Please confirm that Attachment 1, NSWCPD Entry Screening Assessment, Exhibit “A”, CDRL A001 and A002 are not due with the RFQ submission.

A27: None of these attachments are required for RFQ submission. These documents will be utilized during the performance of this requirement.

Q28: Please confirm that Attachment 3, Government Furnished Property is not due with the RFQ submission.

A28: No, Attachment 3, Government Furnished Property is not due with the RFQ submission. This document is informational to indicate what GFP will be provided to the awardee.

Q29: RFQ – Pg. 38 - 12.1 Personnel Requirements- Since the billable hours are 1920, please confirm there is only 10 Holidays and two weeks of PTO?

A29: This is a Firm Fixed Price contract. There are no billable hours. Per Section 12.1, “At least 1,920 hours of effort will be required for each Full Time CLIN.”

Q30: Per RFQ Pg. 35 - 5.0 SECURITY REQUIREMENTS - 5.1 SECURITY TRAINING.

a. This section states that a Favorable adjudicated Tier 3 is required, however:

i. Section 5.3 DD254 REQUIREMENT states A DD254 does not apply to this contract.

Please clarify the security clearance level that is needed.

A30: A favorable adjudication Tier 3 is required.

Q31: Request a 10-day extension to the due date once the Q&As are released.

A31: A 10-day extension will not be granted at this time.

Q32: Are there equivalent GS rates for these positions?

A32: No

Q33: Does the Government request Offeror’s use an equivalent labor code/labor category that corresponds to the Administration Manager I, Administrative Manager II and Program Analyst II?

A33: Offerors should propose individuals who meet the education and experience requested by the Statement of Work.

Q34: Can the Government provide clarification on Q&A # 25. A resume is required for the program analyst position. However, the position will not be filled in the base year. Is the Government requesting an LOI and resume for a position that will not be filled for a year?

A34: Yes, a resume and LOI is required for the Program Analyst position.

Q35: A8 states, “The Service Contract Act does not apply,” however, we noticed clause (xii) 52.222-41, Service Contract Labor Standards (AUG 2018) (41 U.S.C. chapter 67) is incorporated by full text on page 65 of the RFQ.

Could the Government please clarify if the SCA/SCLS applies to this solicitation, and if not, would the Government consider removing this clause?

A35: The Service Contract Act does not apply. Clause 52.222-41, Service Contract Labor Standards (AUG 2018) (41 U.S.C. Chapter 67) is a part of Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (Deviation 2018-O0021) (Sep 2021) which does not allow the Government to make any updates so the clause is unable to be removed.

Q36: Please forward a copy of the Minimum wage and hour for federal contract personnel in the Philadelphia area.
