Q20: Per Statement of Work, Section 5.1.1:
In accordance with the NISPOM DoD 5220.22M, Contractor personnel that require access to Department of Navy (DON) information systems and/or work on-site require an open investigation or favorable adjudicated Tier 3 by the Vetting Risk Operations Center (VROC).
Does this provision apply to all personnel?
A20: Yes.
Q21: Per Statement of Work, Section 6.1.3:
The specific location(s) will be provided at time of award of the Contract. The Contractor shall provide a list of employees who require access to these areas, including standard security clearance information for each person, to the Contracting Officer Representative (COR) no later than three business days after the date of award.
This states that awardees have less than 3 days to provide an employee listing, along with security clearance information. Given today’s shortage of viable talent, this does not seem to be an adequate amount of time to hire. Will the government consider increasing the number of days from three (3) to ten (10) business days?
A21: No.
Q22: Per Statement of Work, Section 6.1.5:
Due to COVID-19, Contractors are encouraged to evaluate and establish performance of its contract at alternate work locations such as the expanded use of teleworking when feasible to successfully perform the contract requirements.
Will the Government provide necessary equipment for teleworking including laptops, access to the government’s LAN, cell phones, etc. for remote employee use in these cases?
A22: Please see Section 8.0 Government Furnished Property of the Statement of Work.
Q23: Does the government require/anticipate the offeror to have an approved DCAA/DCMA-compliant accounting system?
A23: An approved accounting system is not required for FFP requirements.
Q24: Attachment 2 – Price – Please clarify why CLIN 0006, 0007, and 0009 say BASE OPTION?
A24: Please refer to Section B of the RFQ. CLINs 0006, 0007, and 0009 are all Option CLINs for the Base Year of this requirement.
Q25: Can the Government please clarify the Program Analyst Position is not needed for the base year? (Although it is a requested Resume)
A25: Please refer to Section B of the RFQ. The labor category of Program Analyst is not required for the base year.
Q26: Can the Government please clarify the Program Analyst Position is only for one FTE on Option Year 1 and two FTEs for option years two through four?
A26: Please refer to Section B of the RFQ.
Q27: Please confirm that Attachment 1, NSWCPD Entry Screening Assessment, Exhibit “A”, CDRL A001 and A002 are not due with the RFQ submission.
A27: None of these attachments are required for RFQ submission. These documents will be utilized during the performance of this requirement.

Q29: RFQ – Pg. 38 - 12.1 Personnel Requirements- Since the billable hours are 1920, please confirm there is only 10 Holidays and two weeks of PTO?
A29: This is a Firm Fixed Price contract. There are no billable hours. Per Section 12.1, “At least 1,920 hours of effort will be required for each Full Time CLIN.”
Q30: Per RFQ Pg. 35 - 5.0 SECURITY REQUIREMENTS - 5.1 SECURITY TRAINING.
a. This section states that a Favorable adjudicated Tier 3 is required, however:
i. Section 5.3 DD254 REQUIREMENT states A DD254 does not apply to this contract.
Please clarify the security clearance level that is needed.
A30: A favorable adjudication Tier 3 is required.
Q31: Request a 10-day extension to the due date once the Q&As are released.

SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
SECTION M - EVALUATION FACTORS
BASIS FOR AWARD
In order to permit efficient competition and evaluation, the Navy may utilize the following methodology. Quotes will initially be assessed for price and ranked in order (lowest priced to highest priced). The Navy will then evaluate the technical factors of the lowest priced quote. In the event that this quote is deemed Unacceptable, the next lowest priced quote will be evaluated as many times as necessary, until the Government identifies a technically acceptable quote. The Navy will make award to the lowest priced technically acceptable quote. Accordingly, under this methodology, the technical factors of some quotes may not be evaluated by the Navy. The Government reserves the right to evaluate additional higher priced quoters to support a fair and reasonableness determination or for other considerations. If exchanges are deemed necessary by the Contracting Officer, a maximum of five (5) lowest priced quotes will be evaluated (both non-price and price) for the purpose of establishing a competitive range.*
*Subject to the Small Business Administration (SBA) Certificate of Competency (COC) process, if applicable.
EVALUATION APPROACH
Evaluation Criteria. In order to be considered awardable, there must be an “Acceptable” rating in in every non-price factor. The evaluation will be in accordance with Section L and as described below:
Factor 1 – PERSONNEL
Personnel will be evaluated in terms of meeting the minimum requirements and qualifications as applicable for the labor categories listed in Section C. The Government will evaluate the resumes submitted by each Quoter for Administrative Manager I, Administrative Manager II and Program Analyst by comparing the education and experience of the identified personnel against the levels indicated in Section C.
Quoters will be evaluated using the ratings outlined in the table below.

Factor 2 – PAST PEFORMANCE
The Past Performance Evaluation is an assessment of the Quoter’s probability of meeting the solicitation requirements. Past performance will be evaluated to determine whether the Quoter’s past performance is recent and relevant to the solicited effort.
There are (3) three aspects to the past performance evaluation: Recency, relevancy (including context of data), and quality (including general trends in Contractor performance and source of information). The first is to evaluate the recency of the Quoter’s past performance. Recency is considered work performed within the past (3) three years. The second is to determine if a recent effort accomplished by the Quoter is to the effort to be acquired through the source selection is relevant or not relevant. Common aspects of relevancy include, but are not limited to, the following: similarity of product/service/support, complexity, dollar value, contract type, use of personnel (for services), and extent of subcontracting/teaming. The third aspect of the past performance evaluation is to establish the overall quality of the Quoter’s past performance (see FAR 15.304(c)(2)). The past performance evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the Quoter’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the Quoter performed those past contracts.
NOTE: In the case of an Quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Quoter may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the Quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

Factor 3 – PRICE EVALUATION
Price will be evaluated for reasonableness in accordance with FAR 15.404-1(b)(2) for Firm- Fixed Price CLINS. The total evaluated price will be arrived at by multiplying the offered unit price for each CLIN in Section B times the quantity for that CLIN and a summation for all CLINs.
Options- The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
COMPETITIVE ACQUISITION INSTRUCTIONS
The Government intends to evaluate quotes and award a contract without communication with Quoters. Therefore, the Quoter's initial quote should contain the Quoter's best terms from a cost or price and technical standpoint. However, the Government reserves the right to enter into communications with Quoters as it is determined by the Contracting Officer to be in the Government’s best interest.
Offerors are advised that technical proposals may be evaluated without consideration of any proposed subcontractor which is deemed to have an organizational conflict of interest.
