CLIN 0001 includes eleven (11) risers and OPTION CLIN 0002 includes five (5) risers. All sixteen (16) risers in the scope of this work are wet sprinkler systems. In general, work includes the replacement, installation, reconfiguration, and/or removal of alarm check valves, isolation valves, excess pressure pumps, water gongs and retard chambers, piping, drain lines, low-voltage alarm components, and trim piping components. At the completion of the work, the system shall be inspected and tested for proper operation. The Contractor shall provide all supervision, labor, material, equipment and supplies to perform the work. Refer to SOW Section 2 for a more detailed description of work to be performed.

1.2 SITE LOCATION: The work is located in Bldgs. 4, 77L, 77H, and 756 that are US Navy owned buildings occupied by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) at PNBC. See Attachment 1 for locations of buildings applicable to the work detailed herein. Building 4 is located at 5001 South Broad Street, Philadelphia, PA 19112. The building was originally constructed circa 1880 and underwent a major renovation circa 1980 that created useable space within the original structure commonly referred to as the “in-fill area.” Building 4 is 210,000 gross square feet and is occupied by about 1,000 personnel. Building 77L is located at 1000 Kitty Hawk Ave, Philadelphia PA 19112. The building was constructed in 1918 and is approximately 140,000 gross square feet. The primary use of the building is office space for research and engineering professionals. Building 77H is physically attached to Bldg. 77L and has a street address of 901 Admiral Peary Way, Philadelphia, PA 19112. The building was also constructed in 1918 with a total footprint of 170,814 gross square feet. The primary use of the building is Research, Development, Testing & Evaluation (RDT&E) laboratories and research and engineering office spaces. Building 756 is a building constructed in 1945 that is physically attached to Bldgs. 77H and 87 while simultaneously acting as a connector building between the two facilities. Building 756 has no separate street address from Bldg. 77H or 87 but is located at approximately 901 Admiral Peary Way, Philadelphia, PA 19112. The building is 13,614 gross square feet and primarily houses RDT&E laboratories and engineering office spaces.

2.0 SECTION 2: DETAILED DESCRIPTION

2.1 INTRODUCTION: The fire suppression sprinkler systems in Bldgs. 4, 77L, 77H, and 756 have riser components that are approaching the end of their service life or are no longer required and require replacement or removal, respectively. These components include alarm check valves, Outside Stem & Yolk (OS&Y) indicating valves, drain valves, piping components, excess pressure pumps, fire alarm monitoring and reporting devices, and trim piping associated with the risers. Additionally, components of the system require new fire alarm reporting components when modified to meet current code requirements. The location of each riser where work will be performed is shown on Attachment 6.

Award will be made on the total of CLIN 0001.

The Government reserves the unilateral right to award OPTION CLIN 0002 to the Contractor at the proposed price within 60 calendar days after the contract award or prior to demolition, whichever comes first. Award of OPTION CLIN 0002 extends the contract completion date by 30 calendar days upon award of the option for the work associated with CLIN 0002 only.

2.2 SPRINKLER RISER REPAIRS: The Contractor shall provide all labor, material, tools, equipment, supplies, and supervision to provide, replace, or demolish sprinkler riser components at sixteen (16) locations as detailed in Table 2.2 and below. Detailed test procedures must list all components of the installed system. Test procedures must include sequence of testing, time estimate for each test, and sample test data forms. The test data forms must be in a check-off format (pass/fail with space to add data). The test procedures and accompanying test data forms must be used for the pre-Government testing and the Government final testing. Testing shall meet all requirements of NFPA 13 and shall include, but not be limited to, the following tests:
