The following items are applicable to this modification:
Q & A FROM 28 JAN SITE VISIT
1. Is it the Government’s intention to eliminate the existing Excess Pressure Pumps for all the existing systems listed in the RFP?
RESPONSE: All excess pressure pumps listed on Table 2.2 in the Statement of Work require removal.
2. Follow up to question #1. If yes! Is it the governments intent to also remove all the existing Excess Pressure switches & to remove the points for the fire alarm program?
RESPONSE: Yes. Removal of excess pressure pumps shall include excess pressure switches and associated alarm points in the Fire Alarm Control Panel. Existing low pressure switches to remain.
3. Follow up to question #2. If Yes! Can the old Modules; from the excess pressure switches, be used to monitor the newly installed Tamper Switches?
RESPONSE: If permitted by NFPA 70 and NFPA 72, reuse of existing monitoring modules in the Fire Alarm Control Panel and field is acceptable to the Government. However, the Contractor shall be responsible for verifying compatibility with new valve tamper switches prior to ordering any material. Additionally, each individual valve tamper switch shall have its own unique point in the fire alarm system and may not be terminated on a common monitoring module with other valve tamper switches.
4. Is it the Government’s intention to install new tamper switches on only newly installed shut-off valves (OS&Y/Butterfly) on the risers listed in the scope, or all newly installed valves & existing OS&Y valves, including valves on risers not listed in the scope? i.e., PNBC Bldg. #4-There are (2) Dry risers that have OS&Y valves without tampers; (1) in North Mech. Rm. & (1) in South Mech. Also, there are (2) riser manifold OS&Y valves; (1) in each Mech. Rm.
RESPONSE: All valves listed in Table 2.2 of the Statement of Work require a tamper switch. Valves not indicated and listed on Table 2.2 do not require tamper switches and are not a part of this work.
5. RE: PNBC Bldg. #77L Riser #41-There is a relatively new Alarm Valve already installed at this location. Is it the governments intention to only remove the excess Pressure Pump & install a new shut-off valve with tamper at this location?
RESPONSE: Per Table 2.2 of the Statement of Work, Riser #41 in Bldg 77L does not require a new alarm check valve.
6. Is it the Government’s intention to maintain Water Motor Gong operations at all risers, listed in scope?
RESPONSE: All water gongs identified in Table 2.2 shall be removed and disposed of in accordance with all requirements detailed in the Statement of Work.
7. Is there a remedy; in the contract or needed; if existing shut-off &/or PIV valves, do not produce a positive shut down to a rise &/or bldg.?
RESPONSE: In the event that shut-off and/or Post Indicating Valve (PIV) does not provide an isolated condition such that riser repairs can begin, an alternative riser shall be repaired to prevent cost and schedule impacts to the Contractor and its subcontractors. The Contractor shall redirect their efforts to the next riser on the Project Schedule until the Government remedies any isolation issues. Any cost and/or schedule impacts due to an issue with isolating a riser must be brought to the attention of the Contracting Officer within 24 hours of identifying the impact.
8. In Bldg. #77L all the Risers have 360-degree loop installed before the alarm valve. Can it be removed & a straight vertical section of pipe be installed in its place, if possible?
RESPONSE: Piping loop configuration consisting of four (4) 90-degree bends (herein called “offset loop”) prior to the alarm check valves in Building 77L (on Risers 41, 42, 43, and 174) can be removed and replaced with straight vertical sections of piping. Historically, these piping offset loops were used to support backflow preventers which are no longer required due to upstream backflow prevention.
Where installed on the offset loop, the OS&Y isolation valves are still required but may be installed in-line with a new straight length of pipe. The contractor shall be responsible for all accessories and components as necessary for a complete and usable installation.
End Questions and Answers
The following sentence (IN RED) has been added to the end of SOW Paragraph 1.5 Execution of Work.
Where work on a riser or fire alarm component requires any utilities or building systems to be de-energized, that work shall be performed off duty hours from 1700-0500 Monday through Friday. This includes, but is not limited to, Heating, Ventilation, and Air Conditioning (HVAC) systems, pressurized piping systems, electrical panels and substations.

2.0 SECTION 2: DETAILED DESCRIPTION
2.1 INTRODUCTION: The fire suppression sprinkler systems in Bldgs. 4, 77L, 77H, and 756 have riser components that are approaching the end of their service life or are no longer required and require replacement or removal, respectively. These components include alarm check valves, Outside Stem & Yolk (OS&Y) indicating valves, drain valves, piping components, excess pressure pumps, fire alarm monitoring and reporting devices, and trim piping associated with the risers. Additionally, components of the system require new fire alarm reporting components when modified to meet current code requirements. The location of each riser where work will be performed is shown on Attachment 6.
Award will be made on the total of CLIN 0001.
