The following items are applicable to this modification:
AMEND 0002 Q & A
QUESTION FP-PPI-1a Is the underground fire protection water supply to these buildings potable?
RESPONSE: Yes. Fire protection systems to Bldgs 4, 77L, 77H, and 756 are fed by a potable water system.
QUESTION FP-PPI-1b If yes, does the underground infrastructure also supply domestic water to these buildings?
RESPONSE: Domestic feeds to Bldgs 4, 77L, 77H, & 756 are independent of the building fire protection service feeds.
QUESTION FP-PPI-1c If yes, is cross connection control desired (protecting potable drinking water against pollution or contamination)?
RESPONSE: Existing backflow prevention is established upstream of repair work. No new backflow prevention devices for the purpose of protecting upstream water supply from contamination is required.
QUESTION FP-PPI-2
An existing Flow Switch exists on all of the Risers. Flow Switches send a Fire Alarm Signal. Can the Existing Flow Switches remain in service?
RESPONSE: Existing flow switches to remain. Flow switches will not be permanently removed as a part of this contract but may be removed temporarily if necessary to protect the switches from damage during work on the associated riser. Flow switches removed from the riser for the purpose of protecting the switches from damage shall be reinstalled prior to system testing.
QUESTION FP-PPI-3a The language in the Solicitation could be construed as requesting that the existing Alarm Check Valves be replaced with a new Alarm Check Valve. Alarm Check Valves, with mechanical alarms are obsolete, predating the advent of electrical alarm devices.
Can all future fire alarms be caused by the existing Flow Switches?
RESPONSE: Yes. Alarms shall be continue to be generated by the existing flow switches and relayed to the Fire Alarm Control Panel.
QUESTION FP-PPI-3b Riser Check Valves, as the name implies is a check valve with a Main Drain and two gauges.
Can a new Riser Check Valve be installed instead of an Alarm Check Valve?
RESPONSE: Yes. Installation and material shall conform to NFPA 13. Additionally, riser check valve shall have similar hydraulic properties to the alarm check valve (e.g., pressure loss at a given flow rate).
QUESTION FP-PPI-4
It may be necessary to have a system shutdown for a time exceeding the work day. The Solicitation references “Government Fire Watch”. In an abundance of caution;
Will the NSWCPD furnish, at their own expense; a Fire Watch in the event a system shutdown exceeds a work day?
RESPONSE: The Contractor shall provide a sufficient quantity of personnel such that each riser is offline during normal duty hours and does not remain offline outside of normal duty hours. In circumstances where unforeseen conditions or emergencies occur, the Government will provide a fire watch off hours.
Where Contractors suspect any of the risers listed in Table 2.2 of the Statement of Work will be offline beyond normal duty hours (given all the information available at the time of bidding), indicate on the proposal which risers are likely to require additional time and an estimate of the time required beyond normal duty hours.
QUESTION FP-PPI-5a It appears that some of the risers do not have another aboveground control valve on the supply. Does NSWCPD know the locations of all underground gate valves controlling the fire protection water supply?
RESPONSE: Yes. All risers can be isolated with upstream isolation valves.
QUESTION FP-PPI-5b Are all of the underground gate valves controlling the fire protection water supply accessible?
RESPONSE: Yes. Note that access to isolation of valves will require coordination with NSWCPD.
QUESTION FP-PPI-5c When the time comes, are we authorized to close underground gate valves controlling the fire protection water supply?
RESPONSE: Isolation of fire protection water supplies must be coordinated with and authorized by the Government and local Navy Fire Department. The Contractor is authorized to isolate valves when authorization is granted only. In the event that contractor personnel do not directly isolate a valve, the contractor shall still be responsible to Lock Out and Tag Out (LOTO) valves.
QUESTION FP-PPI-6
Photo 8 Building 77H Riser 173 is located close to an electrical substation enclosed by fencing. The valve replacement at bar will cause gallons of water to freely discharge on the floor.
Will the electrical supply to the substation be disconnected during the valve replacement?
RESPONSE: The substation adjacent to Bldg 77H Riser 173 is required to remain online during the repair. The contractor shall take measures to ensure water released during the repair is minimized by draining the riser and containing residual water when the pipe joints are broken for the repairs. Note that this requirement supersedes the SOW Paragraph 1.5 language on utility isolation and LOTO requirements provided in Amendment 0001.
QUESTION FP-PPI-7
Contrary to the solicitation, that all systems are wet pipe, a rather new looking dry pipe valve exists in Building 4, Photo 2.
Does the NSWCPD want us to replace the Dry Pipe Valve?
RESPONSE: Dry pipe valves and components are not a part of this contract.
QUESTION FP-PPI-8
The solicitation (page 11, Section 2.2.1.5) requested “isolation valves on the upstream and downstream sides of the alarm check valve.” Isolation valves on the system side (downstream) of Alarm Check Valves or Riser Check Valve are not required by NFPA. The only purpose for the system side isolation valve would be to work on the Alarm Check Valve or Riser Check Valve without draining the entire system.
Alarm Check Valves and Riser Check Valves are a very simple mechanical device that rarely need the type of maintenance that a backflow prevention assembly requires. In addition, 5th year inspection requires the internal inspection of check valves, main pipe and line pipe. This internal inspection happens while the entire system is drained therefore I am unaware of any advantage or purpose for having the system side (downstream) isolation valve.
Can we remove from the scope of work the system side (downstream) isolation valve?
RESPONSE: The isolation valves in question are related to trim piping component isolation valves (globe or ball type valves) for gauge maintenance and for proper operation of the valve itself when required by the manufacturer. Only one isolation valve is required on the riser (upstream of the check valve) where indicated on Table 2.2 of the Statement of Work except where two existing risers share an isolation valve (e.g., Risers 164 & 275).
QUESTION FP-PPI-9a Some of the risers are on a manifold of two or three risers with an unsupervised supply side (upstream) manifold isolation valve.
Does NSWCPD want us to add electrical supervision (Tamper Switch) to the supply side (upstream) manifold isolation valve?
RESPONSE: The Government assumes this question is related to the risers located in Building 4 where multiple risers tap into a main fire suppression water line (refer to SOW Attachment 7 Photographs 1 & 2).
The upstream isolation valve that affects all risers in the mechanical room is not in the scope of this contract. All risers tapping into the main fire suppression line that are listed in SOW Table 2.2 require a new isolation valve. Per SOW Paragraph 2.2.1.6, all new isolation valves shall be supervised with an electrical tamper switch that is monitored by the FACP. Tamper switches may tap into an addressable system Signaling Line Circuit (SLC) where permitted by code. Refer to Amendment 0001 Question 3 for related questions on the tamper switch.
QUESTION FP-PPI-9b Additionally, some of the risers had multiple subsystem isolation valves, supervised by lock and chain, immediately above the valves being replaced.
Does the NSWCPD want us to add electrical supervision (Tamper Switch) to the chained and locked subsystem isolation valves?
RESPONSE: Subsystem valves are not in the scope of this contract. The contract work only requires the replacement of the downstream isolation valve directly linked to the riser. Where two or more risers share a single isolation valve, only that isolation valve shall be replaced (e.g., Risers 164 & 275)
QUESTION FP-PPI-10
Photo 11 Building 77H Risers 164 and 275 have a 2 inch supply to an AFFF foam subsystem. The AFFF foam subsystem includes a Double Check Valve Backflow Prevention Assembly. AFFF is used to protect extra hazards such as flammable liquids.
In relation to whatever hazard is being protected by the AFFF foam subsystem, are special safety procedures needed during our valve replacement to protect the hazard?
RESPONSE: No additional precautions are required by the contractor.
