AMENDMENT I
The purpose of this Amendment is to answer questions (Set 1) and to extend the RFP close date to 12 April 2021 at 05:00pm.
CIRCUIT BREAKER RFP N64498-21R4010 QUESTIONS – SET 1 (3/11/2021)
1) Page 22 of 156. Para 3.1.1 – States that the circuit breakers are to be form-fit-function replacements for an existing space inside switchboards in a marine environment.
KTR Comment: The specification provides insufficient information to guarantee form-fit-function replacement for existing circuit breakers. The specification does not provide control wiring schematics, features, settings or compartment sizes, or compartment ventilation area for the existing applications.
ANSWER 1: The individual breaker specifications (/2, /5, /6) provide the detail necessary for settings and features in table 1. The notes in table 1 reference the appropriate section for voltage requirements in MIL- DTL-17587. Sizing requirements for the breaker are provided in the figures of the respective “/” spec. To clarify, the form-fit-function requirement is not based on a specific shipboard application, but rather the respective breaker specifications.
2) Page 22 of 156. Para 3.1.2 – sub bullets 3.1.2.1 thru 3.1.2.4.
KTR Comment:
a. Rating is listed as 100kA or 85kA. This is assumed to be the interruption rating. The specification does not list whether or not that rating is symmetrical or asymmetrical. The specification does not identify the short-time withstand rating current duration (time).
ANSWER 2a: Per MIL-DTL-17587, paragraph 4.5.12.1, rating is symmetrical. Short Time is 0.5 seconds for the ACB-1600HR and 0.75 for the ACB-3200HR and ACB-4000HR. These values are also located in each slash sheet.
KTR Question:
b. The specification states that the breakers replace existing breakers in accordance with various
MIL-DTL-17587 slash sheets. The slash sheets identify multiple breakers for example 17587/2 identifies 5 different 1600A circuit breakers…which one is applicable?
ANSWER 2b: ACB-1600HR
i. KTR Comment: The specification has to identify the specific breaker that is being replaced.
ANSWER 2b(i): The Statement of Work has been updated as follows:
Paragraph 3.1.2.1 first bullet should read: Replaces existing ACB-1600HR breakers IAW MIL-
DTL-17587/2.
Paragraph 3.1.2.2 first bullet should read: Replaces existing ACB-4000HR breakers IAW MIL-
DTL-17587/6.
Paragraph 3.1.2.3 first bullet should read: Replaces existing ACB-3200HR breakers IAW MIL-
DTL-17587/5.
Paragraph 3.1.2.4 first bullet should read: Replaces existing ACB-1600HR breakers IAW MIL-
DTL-17587/2.
3) Page 23 of 156, Para 3.1.3 - states that circuit breakers shall come with all rating plugs necessary to configure each breaker…
KTR Comment: This is unnecessarily prescriptive and prevents other means from achieving the same goal including switches and rated sensors.
ANSWER 3: The Statement of Work has been updated as follows:
Paragraph 3.1.3 should read “The circuit breakers shall be provided with some means (i.e. rating plugs, electromechanical or electronic trip units) to configure each breaker to any trip current setting within the range and up to the rated breakers interrupt current capacity as detailed below, without requiring major breaker modification or teardown:
4) Page 23 of 156, Para 3.14 - identifies required features and by referring to section 2, 5, 6.
KTR Comment: It appears this paragraph is being utilized as a catchall. The specification should identify the voltage rating for each electrical feature. Otherwise the expectation is that we would have to design and qualify for all possible voltage scenarios identified in the MIL Specification including items that may not be used. This would drive the design cost and qualification costs significantly higher than it needs to
be. As stated before schematics should be provided to ensure that the correct combination of features are provided (and qualified) and that the replacement circuit breakers will perform in their intended cubicle. It would also be useful if they provided the Ordering Data for each application as specified in 17587.
ANSWER 4: It is our expectation that the design would be in accordance with the specifications as written, which in some cases may require qualification of items that are not used in certain applications. In the situation that the specification allows for multiple voltages and are not specified within this RFP, the vendor can select the voltage that best suits their design as long as the specification allows for it.
KTR General Comment: We should also note that it would be unlikely that the new breaker TTC Curve would match the existing electro-magnetic breaker trip curves without designing a custom EOC and Sensor Package. It would function in their existing applications but they might have to make some setting changes to achieve the desired coordination.
ANSWER 4 KTR GENERAL COMMENT: Contractor should attempt to match curves as closely as possible to the existing curves of the legacy breakers. Settings will need to be adjusted in order to coordinate them IAW DDS-300-2, but curves should be matched as closely as possible in your design.
5) FAR 52.209-3 FIRST ARTICLE APPROVAL--CONTRACTOR TESTING (SEP 1989) - ALTERNATE
I (JAN 1997) (d) states, “If the Contractor fails to deliver any first article report on time, or the Contracting Officer disapproves any first article, the Contractor shall be deemed to have failed to make delivery within the meaning of the Default clause of this contract.”
KTR Comment: KTR respectfully requests, “make delivery” be replaced with “make progress” as this would allow for a cure notice of 10 days IAW the Default provision. The rationale is the KTR cannot reasonably predict the reasoning behind the Contracting Officer’s disapproval of any first article as indicated in Paragraph (d).
ANSWER 5: No change will be made to FAR Clause 52.209-3.
FAILURE TO ACKNOWLEDGE THIS AMENDMENT WITH SUBMISSION OF YOUR PROPOSAL
MAY RESULT IN REJECTION OF YOUR OFFER.
