1) The purpose of this amendment is to make a change to the Statement of Work (SOW) as follow s:
Change Section 2.5.1.4 from:
Section 2.5.1.4 - The contractor shall move the inlet to the condensate drain north along the side of the control house building such that a person does not have to traverse over or under the new AHU HP- 3 Ductw ork to access the drain location. The contractor shall relocate all lines that go to this drain to the new locations w ith like materials. See Attachment 9 for schematic of new location of drain.
Change Section 2.5.1.4 to:
Section 2.5.1.4 - The contractor shall reconnect the new AHU HP-3 drains to the existing drain location using like materials.
2) The closing date and time for reciept of quotes remains unchanged.
3) All other terms and conditions remain the same.

BLDG 77H SPLIT SYSTEM HP-3 REPLACEMENT
STATEMENT OF WORK
1.0 SECTION 1: GENERAL
1.1 SYNOPSIS: This Statement of Work (SOW) defines the requirement to remove and replace the existing
Bldg 77H Split System HP-3, also referred to as Split System #3. The new air-handling unit shall consist of installing a 10-ton split system rated for no less than 4,000 cubic feet per minute (CFM) with a minimum of 5-kilowatts (-KW) of electric heat. The new condenser unit shall consist of a multi-stage condenser containing a minimum of two (2) separate independent refrigeration units. Additionally, the contractor shall install new outside-air ductwork capable of supplying 100 percent outside air for economizing with associated mixing box and actuated return and outside-air dampers. The contractor shall provide a new controller, run conduit and wire, as required. The contractor shall also supply a new handrail for the new AHU unit. Upon completion of the work, the contractor shall deliver a full and complete operating cooling system that is to be fully controlled by the existing Automated Logic Direct Digital Control (DDC) System. The Contractor shall furnish all labor, material, tools, equipment, supplies, testing and supervision to perform this work as described in Section 2.
1.2 SITE LOCATION: The work is located on Government-owned property at the Philadelphia Naval Business
Center (PNBC), also referred to as the Philadelphia Navy Yard Annex (PNYA). The work is located in the southwestern side of Naval Surface Warfare Center Philadelphia Division (NSWCPD), Building 77H, having street address of 901 Admiral Peary Way, Philadelphia, PA, 19112. Bldg 77H is predominantly an industrial, high-bay type of building occupied with working equipment, machinery, and laboratory space. The existing air handling unit (Model # TWE120A300EL) for Split System HP-3 is located on top of the Control House within Building 77H, with the condenser (Model #TTA120) being located on the roof of Bldg 756. See SOW Attachment 1 for overall site location within PNBC.
1.3 TIME OF COMPLETION: Work shall be prosecuted diligently and completed for use within 90 calendar days after award. The time stated for completion shall include final clean-up of the premises, acceptance of the work by the Government, and submittal of any contract required documentation or reports. Contractor is required to furnish proof of any cause for delay and shall request an extension of the completion date in writing through the NSWCPD Contracting Officer.
1.4 GOVERNMENT TECHNICAL POINT OF CONTACT (TPOC): The TPOC is a representative of the
NSWCPD Contracting Officer and provides technical and administrative assistance related to the subject contract and work. All scheduling and coordination shall be through the NSWCPD TPOC.
1.5 SITE VISIT: Contractor shall verify all conditions, dimensions and methods at the site prior to start of work.
The contractor shall notify the TPOC in writing of differences in site conditions described in this SOW versus the contractor’s field verifications within five days of the contactor’s site visit.
1.6 PAYMENT: Shall be made in one lump sum after completion and acceptance of the work by the Government Quality Assurance Representative.
1.7 WORK MATERIALS: Unless otherwise noted, the Contractor shall furnish all materials to complete the Statement of Work. The Contractor is responsible for procurement, shipping and storage of all material.
1.8 GOVERNMENT FURNISHED UTILITIES: The Government shall furnish the following utility services for use as may be required for the work to be performed under the contract: electricity and potable water.
Government-furnished electricity may be used by the contractor unless contractor’s use adversely impacts a building’s electrical distribution system and equipment. Information concerning the location of existing outlets may be obtained from the NSWCPD TPOC. The Contractor shall provide and maintain the necessary service lines from existing Government outlets to the site of the work. For the utilities specified above, they shall be furnished at no cost to the Contractor. In the event that the Government is unable to provide the required types of utilities, the Contractor shall, at its expense, arrange for the required utilities.
1.9 EXECUTION OF WORK: The Contractor’s and subcontractor(’s) work shall be performed during normal duty hours from 0700 to 1700, Monday through Friday (excluding Federal Holidays). Any work requiring shutdown or temporary disruption of electrical, mechanical, security and fire-protection systems may be performed off normal duty hours subject to approval from the NSWCPD TPOC. Off-hour work shall be coordinated with the NSWCPD TPOC.
1.10 QUALITY CONTROL (QC) AND DAILY PRODUCTION REPORTS: The Contractor shall submit a “Contractor Production Report” (SOW Attachment 2) for each day work is performed for review and approval by the NSWCPD TPOC. This is required to account for each calendar day throughout the life of the Contract. The reporting of work shall be identified by terminology consistent with the work schedule. Enter pertinent information including directions received, problems encountered during work, work progress and delays, conflicts or errors in the drawings or specifications, field changes, safety hazards encountered, instructions given and corrective actions taken, a record of visitors to the work site, quality control problem areas, deviations from the QC Plan, work deficiencies encountered, and meetings held. The completed reports shall be submitted to the NSWCPD TPOC by 1000 the following day.
1.11 CLEAN-UP OF SITE: The contractor shall maintain a clean and safe worksite. All scrap materials, waste, and debris shall be removed from work site on a daily basis. Contractors are not permitted to use Government dumpsters or other Contractor dumpsters for disposal of debris. Do not use building restrooms occupied by NSWCPD personnel for cleaning of equipment.
1.12 HOT WORK: For all hot work, a hot-work permit is required and a permit shall be obtained through the
Government Fire Inspector. Requests for hot work permits shall be submitted to the NSWCPD TPOC with a 48-hour notice for review. Hot work in electrical- or mechanical-room space shall require a gas-free test prior to the Government fire inspector granting approval. In accordance with the Government fire inspector’s requirements, the Contractor shall perform this test daily. The Government fire inspector shall approve the instrument used. Fire extinguishers shall be provided by the Contractor at ALL locations where cutting is performed.
1.13 CONTRACTOR REQUIREMENTS FOR LIFT OPERATIONS: Contractor shall comply with the requirements of Naval Facilities Command (NAVFAC) P-307, Weight Handling Program Management, and SOW Attachment 3, “Requirements for Contractor Lift Operations” for all work performed with cranes or other machines used to lift equipment or materials. Related to lift and weight-handling operations, contractor shall submit Machinery and Mobile Equipment Check List (SOW Attachment 4) if required.
1.14 DUST CONTROL: All dust resulting from the performance of this work shall be controlled to prevent the spread of dust to occupied portions of the site and to avoid the creation of a nuisance in the surrounding areas.
Use of water shall not be permitted when it shall result, or create, hazardous or objectionable conditions such as ice, flooding and pollution. Note: The prevention and control of dust is especially important when repair work is performed adjacent to building HVAC-outside-air intakes, return ductwork, or vents.
1.15 SUPERVISION AND CONTRACTOR PERSONNEL: The Contractor shall have at least one qualified supervisor, i.e., Project Superintendent, capable of reading, writing, and conversing fluently in the English language on the work site full-time during all working hours. The Contractor shall provide personnel and subcontractors meeting the minimum requirements or qualifications stated in Section 2, Detailed Description of Work, below. A minimum of two Contractor personnel are required to perform the functions of Project Superintendent, Site Safety and Health Officer (SSHO), and Contractor Quality Control System Manager (CQCSM); the latter two personnel responsibilities are described in Subsections 1.15.1 and 1.15.2 below:
1.15.1 Site Safety and Health Officer (SSHO): The contractor shall provide a Safety oversight team that includes a minimum of one (1) Competent Person at each project site to function as the Site Safety and Health Officer (SSHO). The SSHO shall visit the work site daily, unless specified differently in the contract, to perform safety and occupational health management, surveillance, inspections, and safety enforcement for the Contractor. The SSHO’s training, experience, and qualifications shall meet EM 385-1-1 paragraph 01.A.17 and all associated sub-paragraphs. The SSHO may serve as the Superintendent on this project.
1.15.2 Contractor Quality Control System Manager (CQCSM): Provide a CQCSM for the work site to manage and implement the Contractor Quality Control (CQC) program. The CQCSM shall be responsible for overall management of the Contractor Quality Control program and has the authority to act and give direction in all CQC matters for the Contractor. The CQCSM shall have been regularly engaged in work and repair projects of similar type, size, and complexity that has included the major trades executing the work of this contract. The CQCSM shall be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification, safety compliance, and sustainability. The CQCSM may serve as the SSHO; however, the CQCSM cannot perform the duties of Project Superintendent.
1.16 SUBMITTALS: The Contractor shall submit the pre-work submittals of SOW Section 1.17 below within fourteen (14) calendar days after award. The Contracting Officer or NSWCPD TPOC may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Each submittal shall be legible, well-organized, complete, and in sufficient detail to allow ready determination of compliance with contract requirements. Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only “FIO.”
1.16.1 Submittal Procedures: Both “G” and “FIO” submittals shall be transmitted to NSWCPD using a
Transmittal format. Provide submittals in electronic format, with the exception of material samples.
Compile the submittal file as a single, complete document, to include the Transmittal Form (ENG Form 4025-R) as the first page. Form available for download at:
https://www.publications.usace.army.mil/USACE-Publications/Engineer-Forms/. Note that all instances of the “US Army Corp of Engineers” on the transmittal form shall be interpreted as “Naval Surface Warfare Center Philadelphia Division.” Name the electronic submittal file according to its contents. Name the electronic submittal file according to its contents. Use PDF as the electronic format, unless otherwise specified or directed by the Contracting Officer. Provide hard copies of submittals when requested by the Contracting Officer or NSWCPD TPOC. Submittals requiring
Government approval shall be scheduled and made prior to the acquisition of the material or equipment covered thereby.
1.17 PRE-WORK SUBMITTALS:
1.17.1 Pre-work submittals marked with a “G” require Government approval prior to the Contractor's mobilization to the work-site location.
1.17.2 Project Schedule - G: Prior to the start of work, the Contractor shall prepare and submit, a work schedule to the NSWCPD TPOC. The schedule shall, as a minimum, show work activities, submittals, material/equipment delivery, utility outages, on-site work, testing, and closeout activities.
The schedule shall be time scaled and generated using scheduling software. The schedule shall be kept current during this contract, reflecting actual activity progress and plan for completing the remaining work.
1.17.3 Activity Hazard Analysis - G: in accordance with EM 385-1-1. See SOW Attachment 5 for blank form and sample. See SOW paragraph 3.6.2 for additional information. The AHA shall cover all aspects of the work, including fall protection.
1.17.4 NSWCPD Entry Screening Assessment: See SOW Attachment 6. See Section 3.6.2 for Daily review requirements.
1.17.5 Accident Prevention Plan (APP) - G: The Contractor shall submit a site-specific APP to the NSWCPD TPOC. The site-specific APP shall outline the job-specific hazards associated with the project scope and reflect the Contractor’s overall safety and health program. As a minimum, the plan shall meet the requirements of the abbreviated Accident Prevention Plan identified in the U. S. Army Corps of Engineers Safety and Health Requirements Manual, EM-385-1-1, Appendix A. The plan shall also address all items listed in SOW Section 3.5.
1.17.6 Certified Technicians. The contractor shall submit documentation that their workers are certified to dispose of equipment and recycle refrigerants that could release refrigerants to the atmosphere per Section 608 of the Clean Air Act. All technicians working on equipment that contain ozone depleting refrigerants must be certified as a Section 608 Technician to meet requirements in 40 CFR 82, Subpart F.
1.17.7 Contractor’s Daily Production Report: See SOW Attachment 2. The Requirements are listed in SOW Section 1.10 above
1.17.8 Requirements for Contractor Lift Operations: See SOW Attachment 3. This shall be completed as required per SOW Section 1.13.
1.17.9 Machinery and Mobile Equipment Checklist: See SOW Attachment 4. This shall be completed as required per SOW Section 1.13 and SOW Section 3.5.2.14.
1.17.10 Forms Required For Security Vetting and Badging – See SOW Section 3.6.
1.17.11 Ductwork Layout – See SOW Section 2.5.3.
1.17.12 List of proposed Subcontractors – FIO: Provide the NSWCPD TPOC a list of all proposed subcontractors including address, telephone number, point of personal contact, qualifications, and certifications for the completion of project tasks stated in Section 2, Detailed Description of Work, below.
1.17.13 List of proposed Products - G: Provide the NSWCPD TPOC a list of proposed products, cut sheets, lead times, and applicable Safety Data Sheets (SDS) for all Contractor furnished materials to be used in the performance of this work. Note that this overall, comprehensive list of proposed products is G;
however, some individual items on this list of proposed products may be considered FIO by the NSWCPD TPOC. Contractor shall submit submittals on AHU, Condenser, outside air intake/grille, ductwork, and mixing box prior to ordering and installing any equipment.
1.18 ADDITIONAL SUBMITTALS: Contractor shall make other submittals as required in Sections 2 and 3 of this Statement of Work, in addition to the pre-work submittals of Section 1.17 above. In general, the additional submittals of Section 2 are material samples, material information or cuts sheets, Safety Data Sheets (SDS), contractor qualifications, technical manuals, test plans, etc. All submittals other than pre-work submittals shall be submitted by the Contractor a minimum of fourteen (14) calendar days before the start of the particular task or definable feature of work (DFOW) to which the submittal is associated to provide sufficient Government review-and-approval time. One additional submittal is listed below:
1.18.1 Warranty Information – G: Contractor shall submit warranty information guaranteeing all products and workmanship used in this work shall be free of defects for a minimum of one year.
1.19 CONFINED SPACE: The Contractor shall comply with 29 CFR 1910.146 regarding permit-required confined space entry. The contractor shall provide a competent person to write all confined space permits.
1.20 HAZARDOUS MATERIAL: The Contractor is responsible for the handling, storage, removal, and disposal of hazardous material. Hazardous material waste shall be collected, stored, and disposed of in accordance with Navy, Federal, State, and Local requirements. Contractor shall remove and recycle refrigerant according to local and federal laws.
1.21 ELECTRICAL SAFETY: Comply with Electrical Safety procedures in accordance with 29 CFR 1926. For additional information, refer to Chapter 12, of NAVSSESINST 5100.14G.
1.22 LOCK-OUT, TAG-OUT: Comply with NSWCPD Lock-out/Tag-out procedures in accordance with
Chapter 11 of NAVSSESINST 5100.14G and 29 CFR 1926. Only authorized NSWCPD personnel shall perform the Lock-Out and Tag-Out of Electrical, Mechanical, Piping, Machinery, or Equipment.
1.23 OPERATION SECURITY (OPSEC): The Contractor shall protect critical information associated with this contract to prevent unauthorized disclosure. The NSWC Philadelphia Division's (NSWCPD) Critical Information List, (CIL) will be provided on site, if warranted. Performance under this contract requires the contractor to adhere to OPSEC requirements. The Contractor may not impose OPSEC requirements on its subcontractors unless NSWCPD approves the OPSEC requirements. During the period of this contract, the Contractor may be exposed to, use, or produce, NSWCPD Critical Information (CI) and/or observables and indicators which may lead to discovery of CI. NSWC PD’s CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI). CUI correspondence transmitted internally on the contractor's unclassified networks or information systems, and externally, shall be protected per NIST SP-800-171, Protecting Controlled Unclassified Information (CUI) in Non-federal Systems and Organizations. Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.
NSWCPD’s CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to the PCO, and the COR who will forward the required to the NSWCPD Public Release Authority for review. Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive, Company Proprietary information related to this or other program must be immediately reported to the contractor's Facility Security Officer and Cognizant Security Office and/or the Naval Criminal Investigative Service, and the NSWC PD Security Division (Code 105.1).
Questions concerning these requirements shall be directed to the PCO, and the COR who will forward the request to the NSWCPD Security Division (Code 105.1).
1.24 REFERENCES: The publications listed below form a part of this Statement of Work and are incorporated by reference. Provision and installation of the materials and components comprising this Statement of Work shall be in compliance with applicable or relevant and appropriate requirements, including the following industry standards and regulations:

2.0 SECTION 2: DETAILED DESCRIPTION
2.1 General: Supplemental information for the following work can be found in SOW Attachment 7
(Photographs), SOW Attachment 8 (Instrumentation drawings for DDC panel), and SOW Attachment 9, (Sketch 1 – Schematic Drawing). The following SOW sections describe the demolition, equipment, installation, and start-up materials and activities defining this project.
2.2 The contractor shall Label all equipment with labels made of self-sticking, plastic film designed for permanent installation. The contractor shall review labels with TPOC for approval prior to installing on the equipment.
2.3 Demolition and Deconstruction
2.3.1 No demolition work may begin until all material related to new work in SOW Section 2 are at the work site. The contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government. The contractor shall take appropriate action to protect all personnel working in and around the project site, including below the work site.
2.3.2 The contractor shall remove and recycle all of the existing refrigerant between the existing Air-
Handling Unit (AHU) HP-3, the condenser and the existing line sets in accordance with applicable or relevant and appropriate local and Federal laws. The existing refrigerant is R-22. The contractor shall have certified technicians to handle this work.
2.3.3 The contractor shall remove and properly dispose of the existing AHU HP-3, the existing condensate drip pans, and the electrical disconnect located on top of the control house within Building 77H, marked as HP-3, 77H-7. The contractor shall demolish and save the existing Direct Digital Control (DDC) panel to be re installed as required in Section 2.5.1.4.
2.3.4 The Contractor shall remove and properly dispose of the following existing ductwork:
2.3.4.1 Demolish the supply duct between the AHU HP-3 and the ducted elbow into the control house; and
2.3.4.2 Demolish the return duct between the AHU HP-3 and the ducted elbow into the control house.
2.3.5 The contractor shall remove and properly dispose of the existing condenser and the existing lines sets between the condenser and the AHU HP-3 located on the roof of Bldg 756, marked as HP-3, 77H-7.
2.3.5.1 The contractor may save and reuse the existing condenser supports if appropriate.
2.4 Equipment and Materials
2.4.1 The contractor shall replace the existing air handling unit (Trane Model # TWE120A300EL) and supply a new Constant Volume Air Handling unit with the following specifications and salient features:
2.4.1.1 The unit shall be a ten(10) ton AC cooling split system unit rated for no less than 4,000 cubic feet per minute (cfm), complete with a heater rated at no less than five (5) KW to be used for dehumidification and minimal electric heating as needed. The AHU fan and motor shall be sized such that AHU is capable of producing the same external static pressure (after the electric heater) as existing equipment currently supplies.
2.4.1.2 The unit shall fit on the existing 8-foot by 7-foot pad on the top of the control house.
2.4.1.3 The unit shall be certified and rated in accordance with AHRI 430 and AHRI certified for cooling.
2.4.1.4 The unit shall have a dual refrigeration circuit and the unit shall utilize R-410A refrigerant.
R-22 shall not be used.
2.4.1.5 The AHU shall have an air-tight insulated casing with the casing insulation conforming to NFPA 90A. Insulation shall not be less than 1-inch thick, 1.5-pound density coated fibrous glass material having a thermal conductivity not greater than 0.23 Btu-in/hr-sf-F.
2.4.1.6 The AHU unit shall have interlaced / intertwined evaporator coils. One-hundred percent (100%) of the coils shall be leak tested at a minimum of 450 psig.
2.4.1.7 The contractor shall have the manufacturer perform a 100-percent unit run test prior to shipping the unit.
2.4.1.8 Equipment shall operate at 460-volts, 3-phase, and 60-Hz electrical supply. The AHU-fan motor shall have a service factor of at least 1.15.
2.4.1.9 The AHU unit shall be equipped with secondary stainless drip pan
(a) The Drip pan shall be a min 3-inches longer and wider than the new AHU unit.
(b) New condensate pans shall be 304 stainless steel or approved equal.
(c) The contractor shall supply the drip pan with a float type wet detector(s) to be tied into the DDC system.
(d) New condensate pans shall be piped utilizing 3/4-inch minimum PVC piping to the floor drain(s) in a similar fashion as the existing condensate drains. The drain shall include a trap.
2.4.1.10 The equipment shall be provided with an onboard controller with the following specifications and salient features:
(a) The controller shall have an on-board user interface with a minimum 2-inch by 16-inch backlit LCD display and navigation buttons. The navigation buttons shall allow the user to view status, configure, and troubleshoot the unit without additional tools.
(b) The controller shall be configured for conventional thermostat connection for control of fan, compressor 1, compressor 2, and electric heaters 1.
(c) The controller shall be compatible with Bacnet Open protocol to operate with the Gov’t current control system.
For instance, Trane Model Number TWE12044B with Symbio 700 Controller and Trane condenser unit, Model Number TTA12044D is an example of a unit that meets the salient features discussed above.
2.4.2 The contractor shall replace the existing condenser (Trane Model #TTA120) and supply a new multi-stage condenser unit with the following specifications and salient features:
2.4.2.1 The unit shall be designed to be compatible with the ten(10) ton AC split system cooling unit described in Section 2.4.1.
2.4.2.2 Equipment shall operate at 460-Volts, 3-phase, and 60-Hz electrical supply.
2.4.2.3 The unit shall be a multi-stage cooling unit without a heat pump, containing a minimum of two separate independent refrigeration circuits. The unit shall utilize R-410A refrigerant. R- 22 shall not be used.
2.4.2.4 The unit shall be capable of operating in low ambient conditions to provide year-round cooling. The condenser unit shall have head pressure control to allow for low ambient cooling through modulating control of condenser fans.
2.4.2.5 The system shall be equipped with hot-gas bypass valves and thermal expansion valves (one circuit only) unless modulating compressor are supplied.
2.4.2.6 One-hundred percent (100 percent) of the coils shall be leak tested at a minimum of 660 psig.
2.4.2.7 The contractor shall have the manufacturer perform a 100 percent unit run test prior to shipping the unit.
2.4.2.8 The unit shall be certified and rated in accordance with ASHRI standards, and certified to
UL 1995.
2.4.2.9 Condenser coil(s) shall have hail guards or similar guarding to prevent coil damage from hail and other falling debris.
For instance, a Trane condenser unit, Model Number TTA12044D is an example of a unit that meets the salient features discussed above.
2.4.3 The contractor shall provide the following refrigeration system between the condenser and AHU unit and it shall include the following items:
2.4.3.1 New line sets shall be provided to be able to connect the AHU HP-3 to the condensing unit.
The Line set shall be sized per the manufacture recommendations.
(a) The contractor may use mechanical connections instead of brazing for the copper piping with approval from the TPOC.
2.4.3.2 The liquid and suction lines shall have service valves with gauge ports.
2.4.3.3 The liquid line shall have a filter and drier.
2.4.3.4 The system shall have crankcase heaters to warm the oil in low ambient conditions.
2.4.4 The contractor shall supply new NEMA 3R disconnects for the AHU HP-3 unit and the condenser unit. Contractor shall be responsible for providing all necessary electrical work, including but not limited to: any necessary fuses, breakers, larger wiring, conduit, breakers, disconnects, power conductors, controls wiring, sensors, etc. to provide power or instrumentation to the new condenser and air handler with electric heat. Re-use of existing wiring is encouraged where possible.
2.4.5 The contractor shall furnish and supply all required ductwork, dampers, piping, insulation, wiring, valves, switches, sensors, controls, etc. and any necessary materials and ancillary components required to install and fully integrate the new AHU unit.
2.4.5.1 The contractor shall provide all metal ductwork construction, including all fittings and components, that complies with SMACNA 1966. Radius type elbows shall have a centerline radius of 1.5 times the width or diameter of the duct, unless approved by the TPOC.
2.4.5.2 Metallic Flexible Duct shall conforms to UL 181 and NFPA 90A with factory-applied insulation, vapor barrier, and end connections. This shall only be used to connect from the AHU to the duct system.
2.4.6 The contractor shall supply one (1) set of spare belts with this project for the new AHU-3.
2.4.7 The contractor shall fabricate and supply a new handrail as described in Section 2.5.1.6.
2.5 Installation of New Equipment, Ductwork, Line sets, Electrical, and Controls
2.5.1 The contractor shall install the new Air Handler unit (AHU) on top of the control house within Bldg 77H on the same housekeeping pad as the existing air handler.
2.5.1.1 Contractor shall be responsible for mounting all the new equipment, with vibration isolating mounts.
2.5.1.2 The contractor shall install the new controller to the new HP-3 Air hander unit.
2.5.1.3 The contractor shall relocate the DDC panel and install the AHU non-fused minimum
NEMA3R outdoor rated electrical disconnect to the location shown on Attachment 9. The contractor shall support these items using uni-strut secured to the floor or approved equal and shall be mounted at a height of approximately 4 feet above the floor.
(a) The contractor may reuse all existing wiring between the main breaker and the existing disconnect if acceptable per NEC for the new AHU unit. The existing main breaker is 30 amp. The contractor shall install new wiring between the new disconnect and the AHU unit. The Contractor shall run new properly sized electrical feed, as required, to the AHU to meet new electrical requirements of unit with electric heat.
(b) All electrical work shall be code compliant with NEC. Contractor shall be responsible for providing all necessary electrical work, including but not limited to: any necessary fuses, breakers, larger wiring, conduit, breakers, disconnects, power conductors, controls wiring, sensors, etc. to provide power or instrumentation to the new condenser and air handler with electric heat. Re-use of existing wiring is encouraged where possible.
2.5.1.4 The contractor shall reconnect the new AHU HP-3 drains to the existing drain location using like materials.
2.5.1.5 The contractor shall install a new approximately 15-foot long handrail similar to the existing handrails at the top of the steps from the southwest corner of the AHU to the mid rail beam.
See Attachment 7 for Photograph of existing handrail design and Attachment 9 for location of new handrail. The handrail shall be 42-inches tall with a mid-rail halfway down and a toe-board installed at the bottom. The handrail shall be epoxied bolted/bonded or approved equal to the existing roof and shall be installed to be capable of withstanding, without failure, a force of at least 200 pounds applied in a downward or outward direction within 2 inches of the top edge, at any point along the top rail. The handrails shall be installed per OSHA 1910.29 and OSHA 1926.500-1926.503. The handrails shall be painted to match the existing rails on this area.
2.5.2 The contractor shall install the new condenser on the roof of Bldg 756 in a similar fashion to the condensers for other units located in the immediate vicinity.
2.5.2.1 Contractor shall be responsible to modify, expand, or replace the existing roof supports as may be necessary to accommodate new equipment.
2.5.2.2 Contractor shall be responsible for mounting new equipment with vibration isolating mounts.
2.5.2.3 The contractor shall install a new NEMA3R outdoor rated electrical disconnect for the new compressors and mount it to the outside wall of the Bldg 77H building, similar to the other disconnects in the area.
(a) The contractor shall use conduit on all horizontal runs across the roof. Flex conduit shall be minimized to locations under 4 feet in length.
(b) The contractor may reuse all existing wiring between the main breaker and the existing disconnect if acceptable per NEC for the new condenser unit.
(c) The contractor shall provide all electrical work to power the new Condenser unit and all work shall be code compliant with NEC. Contractor shall be responsible for providing all necessary electrical work, including but not limited to: any necessary fuses, breakers, larger wiring, conduit, breakers, disconnects, power conductors, controls wiring, sensors, etc. to provide power or instrumentation to the new condenser and air handler with electric heat. Re-use of existing wiring is encouraged where possible.
2.5.2.4 The contractor shall install the new line sets between the AHU-3 and the Condensing unit utilizing the existing opening in the wall of Bldg 77H. The contractor shall minimize the length of this run as much as possible.
2.5.2.5 The conduit and lines sets shall utilize dura-block style supports on the roof to these lines, similar to the other lines on the roof.
2.5.3 The Contractor shall install ductwork to connect the new air handler to the new supply, return, and air intake duct system. The contractor shall submit for approval their proposed ductwork layout and sizing prior to the start of work. A conceptual sketch has been included as Attachment 9.
2.5.3.1 All ductwork shall be sized according to ASHRAE standards. Ductwork shall be sized for a pressure drop of 0.1” WG or less per 100’. Main duct velocity shall not exceed 1200 fpm, branch duct velocity shall not exceed 800 fpm (based on net free area).
2.5.3.2 Contractor shall provide and install new ductwork to connect the new AHU HP-3 to the existing supply ductwork on top of the control house.
2.5.3.3 The contractor shall provide and install a new Outside and Return Air Duct system with the following requirements:
(a) The new AC system shall be installed with an outside air duct(s) capable of bringing in
100 percent outside air for economizing.
(b) Contractor shall provide new outside air intake that ensures inlet velocity is no greater than 500 feet per minute (fpm) and that no moisture is carried into the HVAC ductwork.
(c) The contractor shall install the new outside Air intake so that it is routed from the Bldg
77H west side of the building through the window. Penetrating the roof is not permitted. Final outside air intake location is to be approved by NSWCPD Code Facilities. At the end of each workday, all open penetrations between Bldg 77H and the outside shall be covered.
(d) The contractor shall install the new return duct from the existing return ductwork on top of the control house to the mixing box.
(e) The contractor shall supply a new mixing box with actuated return and outside air dampers.
(f) Contactor shall install actuator operated relief dampers in the return duct. (Exhaust pressure operated relief dampers are not acceptable).
2.5.3.4 The contractor shall install all new sensors as listed in Section 2.5.4.2 in appropriate locations as agreed to by the contractor and the TPOC.
2.5.3.5 All 77H wall openings must be temporarily covered and secured at the end of every day with plywood to provide adequate physical security measures and to prevent the intrusion of rain, moisture, animals, and extreme temperatures.
2.5.3.6 All new or modified ductwork shall be externally insulated with a minimum of 1-inch thick mineral fiber type insulation. Contractor shall also repair/replace insulation on existing ductwork where damaged or disturbed (either previously or during the course of work).
2.5.3.7 All new ductwork and duct supports shall be installed according to SMACNA 1966. Do not use friction beam clamps indicated in SMACNA 1966. Attach supports only to structural framing members and concrete slabs. Where supports are required between structural framing members, provide suitable intermediate metal framing. Where C-clamps are used, provide retainer clips.
2.5.4 The Contractor shall connect the new AHU HP-3 split system with the existing facility HVAC Direct
Digital Control system (DDC). The contractor shall supply and run any required wiring, conduit, pneumatic tubing, sensors, controls, etc. from the field device to the local DDC panel leaving approx.
6-feet excess at the panel for NSWCPD Facilities personnel to connect to the DDC panel. The contractor shall label all new control wires at each end. Existing wiring may be reused if appropriate.
The contractor shall supply all new sensors to complete this work.
