About this file
This document contains questions and answers regarding a request for quotation from the Naval Surface Warfare Center Philadelphia Division for two storage area network systems. The solicitation seeks network attached storage solutions with 10 petabytes of storage across two controller units and associated storage arrays. The storage must support proprietary data analysis applications and include 14 terabyte, 12 gigabit per second, 7200 RPM enterprise class hard drives. Bids were due by June 24, 2020 and the selected solution must integrate with the agency's existing power infrastructure. Installation services are not required as the systems should be rack-ready.

Q & A DAS SAN Request
1) I see no mention of Installation or professional services. Is this going to be purchased separately or does this need to be incorporated into the pricing?
a. System should be delivered so that components can be connected out of box and powered on. No installation services shall be required.
2) What support is required 1 year, 3 year, 5 year (7x24, NBD) ?
a. See pg 12 section C-212-W001 of RFQ
3) Are you migrating this data from an existing platform? If so, do you need services to assist with that?
a. Data migration can be handled in-house without additional support
4) Is installation required?
a. Installation not required
5) Are self-encrypting drives required?
a. SAP SC-13 states that the SAN and another piece of equipment are exempt from using encryption FIPS 140-2 isn’t needed.
6) What is the IOPS requirement?
a. The only requirement is that the SAN being proposed should be aby to copy 70 Gigabytes of data within 5 minutes. If this in reference the drives, refer Item 0002, requirement 12 for the drive specifications.
7) Item 1 in section C states the following on line 9
1. Include Windows Server 2016 Datacenter Edition, 64 bit, with 20-core license Servers in each unit will be configured in cluster mode. This is only possible if there are 2 devices per unit for a total of 4. If there are only a total of 2. The system will not function as intended.
a. a. The contractor can choose to use 1 or 2 controllers (header nodes) per site but when we reviewed different vendor specifications, some had 1 unit with built in redundancy but others used 2 separate units. Number of units used for the controller isn’t a hard requirement as long as the detailed specifications are met and there are two separate units.
8) The requirement for the dual RAID Controller/engine is unclear if the redundancy is for the 2 internal OS drives for Item 0001 (Controller Unit) OR is it for redundancy to Item 0002 (DAS SAN Storage Arrays)? Can you clarify the requirement for the dual RAID controllers and what needs to be in a redundant configuration?
a. In proposed solutions during research we found many solutions included servers/RAID engines which handled RAID management for the storage array. In each of these proposed designs the file server/RAID engine had dual RAID cards, if one failed the other was available.
9) Would you accept a PDU that has 24 x IEC320-C13 outlets to connect the equipment instead of the NEMA 5-20R outlets? Since all of the equipment in the rack contains a switching power supply, you do not need to convert from 220V to 120V power. The machines will accept 220V power.
a. Any PDU is acceptable so long as it’s built to work with the proposed solution and is able to be integrated with our existing power infrastructure.
10) What is the warranty requirements (24/7 or 9/5) how many years?
a. Please refer to pg 12 C-212-W001 of RFQ
11) Hard Disk Retention is usually standard for Federal solicitations. Is it required?
a. Yes it is required
12) I assume the requirement is for 5PB per Server for a total of 10PB. Correct?
a. Correct, see requirement 2 under Item 0002.
13) The storage is directly attached, no switches. Correct?
a. Storage is directly attached, correct.
14) What are the applications that the Server/Storage are supporting?
a. Applications are proprietary data acquisition and analysis applications in use for data produced by distributed computing systems
15) I am seeking some clarification on the quantity Required for item:
ITEM NO SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE
0001 2 Each DAS Storage Area Network (SAN) Controller
FFP
Vendor will provide quantity two (2) DAS SAN Controller Units as specified within Section "C" Statement of Work - Specifications / Requirements Items 0001.
16) Regarding solicitation notice ID N6449820R4059 for DAS SAN for NSWCPD, There is no quantity per system on this request. Is there something missing that we don’t know? How many drives are needed per system? Please help find out as I didn’t see in the request, so not sure which chassis should be picked. Thanks.
a. Drives per system is up to vendor so long as the storage pool volume requirement is met and the drives/RAID is configurable in industry standard RAID Configurations
b. Installed drives must be Enterprise Class SAS or SATA drives with following specifications:
i. Storage: 14TB
ii. Speed: 12Gb/s
iii. RPM: 7200
