The following have been added by full text:
AMENDMENT 0005
1. The Government intends to make an award to each and all qualifying offerors. A qualifying offeror is defined as a responsible Offeror whose offer, conforming to the solicitation, is considered to be technically acceptable in accordance with the evaluation criteria set forth in Section M and the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing. To receive an award, an Acceptable rating is required in each of the following factors and subfactors: Factor 1 – Technical (Subfactor 1A – Key Personnel, Subfactor 1B – Corporate Experience, and Subfactor 1C – Build/Test Facility), and Factor 2 – Past Performance. Price or Cost will not be an evaluation factor in award of the MAC, however, price or cost will be considered as one of the evaluation factors in the selection decision for each task or delivery order under the MAC.
2. While no cost or pricing is to be submitted in response to the RFP, prior to award, anticipated awardees will be required to provide cost and/or pricing information for evaluation in the award of the guaranteed minimum. In addition, all task or delivery orders are subject to the RFP Clause
G-216-H003 ORDERING PROCESS FOR MULTIPLE AWARD CONTRACTS (MACS)
(NAVSEA) (MAY 2019).
3. For task and delivery orders, the Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or subline items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
4. The solicitation due date is extended for revised proposals (if needed), and the updated due date is 20 January 2020 at 2:00 pm Eastern Standard Time (EST).
5. Due to system constraints, the system is generating the language below stating Amendment 0004 is deleted, however, Amendment 0004 still applies to the solicitation.
