AMENDMENT 0002

The purpose of Amendment 0002 is to incorporate the following changes/updates to the subject Solicitation:

1) Provide NSWCPD answers to Contractor questions received in response to the subject Solicitation.

2) Attach the finalized DD Form 254.

3) Provide Attachment 3: Small Business Participating Document (SBPCD).

4) Provide updated langauge to Section 5, Security Requirements, of the Statement of Work.

5) Extend the RFP closing date and time from 13 May 2019 12:00 p.m. EST to 15 May 2019 4:00 p.m. EST.

6) All questions concerning this RFP must be received no later than 4:00 p.m. EST 6 May 2019.

7) All other terms and conditions of the subject Solicitation remain unchanged.

NSWCPD Questions and Answers:

Question 1:

Page 20 of 122 under Paragraph 6.1, it states “It is anticipated that approximately 25% of the work will be executed on-site at NSWDCPD in Philadelphia with 75% of work being accomplished on contractor site in areas to include Philadelphia, PA Norfolk, VA; San Diego, CA; Marionette, WI; Kings Bay, GA; Port Hueneme, CA; Corona, CA;

Honolulu, HI; Bremerton, WA; Mayport, FL; Mechanicsburg, PA; Yokosuka Japan; Manama Bahrain; Washington, DC and other areas as directed.”

Page 4 of 122 under Section B, Level of Effort Chart, this statement appears to conflict with the Level of Effort chart provided on Page 4 of 122 under Section B - Supplies or Services and Prices which equates to 34% of the work will be on-site at NSWCPD and 66% of the work will be performed on contractor site.

Would the Government please clarify?

Answer 1:

As a result of this Amendment, Section 6.1 found in Section C is hereby changed from:

6.1 It is anticipated that approximately 25% of the work will be executed on-site at NSWDCPD in Philadelphia with 75% of work being accomplished on contractor site in areas to include Philadelphia, PA Norfolk, VA; San Diego, CA; Marionette, WI; Kings Bay, GA; Port Hueneme, CA; Corona, CA; Honolulu, HI; Bremerton, WA;

Mayport, FL; Mechanicsburg, PA; Yokosuka Japan; Manama Bahrain; Washington, DC and other areas as directed. Each Task Order shall specify a place of performance.

To:

6.1 It is anticipated that approximately 34% of the work will be executed on-site at NSWDCPD in Philadelphia with 66% of work being accomplished on contractor site in areas to include Philadelphia, PA Norfolk, VA; San Diego, CA; Marionette, WI; Kings Bay, GA; Port Hueneme, CA; Corona, CA; Honolulu, HI; Bremerton, WA;

Question 2:

Page 93 of 122, Section L, L.2.3 (2)c, reads "The Cost/Price Summary shall be submitted using Microsoft Excel (2010 or prior) in the Cost Summary Format provided as Attachment 2 to this solicitation."

Page 94 of 122, L.2.4 (2)d, reads "Cost/Price Summary shall be submitted using Microsoft Excel (2003 or later) in the Cost Summary Format provided as Attachment 2 to this solicitation."

Would the Government please clarify whether Attachment 2 Cost Summary Format should be saved in Microsoft Excel (2010 or prior) or Microsoft Excel (2003 or later)?

Answer 2:

All offerors are instructed to provide the Cost/Price Summary using Microsoft Excel (2003 or later) in the Cost Summary Format provided as Attachment 2 to this Amendment."

Question 3:

Page 99 of 122, Section L, L.3.6.1 states “All Offerors (both other than small businesses and small businesses) shall comply with the requirements of this factor. In preparation of the SBPCD, please note the Minimum Quantitative Requirement (MQR) specified in Section M. Offerors shall submit the Small Business Participating Document (SBPCD) in the format provided in Attachment 3.”

The Attachment 3 imbedded in the solicitation is Declaration of Non-Collusion Certificate not a Small Business Participating Document (SBPCD). Would the Government please provided the required Small Business Participating Document (SBPCD) as an attachment?

Answer 3:

Solicitation N64498-19-R-4041 contains an administrative error which referred to “The Declaration of Non- Collusion Certificate” as Attachment 3. There is no requirement for the “The Declaration of Non-Collusion Certificate” and is hereby deleted from the Solicitation Attachment 3, Small Business Participating Document (SBPCD), is hereby provided per Amendment 0002. All offerors are instructed to complete the attached excel sheet in its entirety with their submission of their offer. See attached.

Question 4:

Attachments, Declaration of Non-Collusion Certificate is provided as Attachment 3. Would the Government please clarify which volume and factor the Offeror should provide this information in the proposal response?

Would the Government please clarify which volume and factor the Offeror should provide this information in the proposal response?

Answer 4:

Solicitation N64498-19-R-4041 contains an administrative error which referred to “The Declaration of Non- Collusion Certificate” as Attachment 3. There is no requirement for the “The Declaration of Non-Collusion Certificate.” All offerors are instructed to complete Attachment 3, Small Business Participating Document (SBPCD) in its entirety with their submission of their offer. Attachment 3, Small Business Participating Document (SBPCD) is included with this Amendment.

Question 5:

Page 117 of 122, Section M, SUBFACTOR 3B. Subcontractor Management states “Any offer determined to have proposed an excessive number of subcontractors may receive a lower rating.”

Would the Government please quantify what would be considered an "excessive" number of subcontractors?

Answer 5:

Offerors will be evaluated on their overall technical & management approach of the proposed subcontractors.

Although no specific number is identified, offerors should show sufficient resources, value added, and adequate oversight to manage the proposed subcontractors.

Question 6:

Page 97 of 122, Section L, Paragraph L.3.4, states “Offerors should provide specific accomplishment experience in the technical areas listed in SOW Paragraph 3. Experience should indicate the work accomplished as a prime contractor, and work that was accomplished as a subcontractor.”

We interpret this statement to mean that the five contract examples should be from the prime bidder only (executing as either a prime or a sub). Will the Government confirm this interpretation?

Answer 6:

Correct. Offerors may provide up to a maximum of five (5) contract examples should be from the prime bidder only (executing as either a prime or a sub).

Question 7:

Page 16 of 122, Section C, Paragraph 3.5 Special Requirements in Support of Code 31, reads “3.5.1 In conjunction with the forgoing work, the contractor may be required into task order specific nondisclosure and/or noncompete agreements with respect to information provided by the Government in order to execute tasks related to the development of future requirements.”

Section 3.5.1 language does not provide adequate specificity for this activity. Would the Government consider moving this to section 9.0 Government Information, or create a separate section for this requirement? This would be to distinguish from items 3.1 to 3.4 that must be covered within the five contracts under Factor 2 Corporate Experience?

Answer 7:

NSWCPD will not consider moving Section 3.5.1 to section 9.0 Government Information, or create a separate section for this requirement.

Question 8:

The RFP requires Offerors to submit their Small Business Participation Commitment Document (SBPCD) in the format provided in Attachment 3 of the RFP. The Attachment 3 provided with the RFP is “Declaration of Non- Collusion Certification” and does not allow for Offeror’s to provide what is required by the RFP for SBPCD.

Would the government provide an attachment that would allow for the submission of Offerors’ SBPCD?

Answer 8:

Solicitation N64498-19-R-4041 contains an administrative error which referred to “The Declaration of Non- Collusion Certificate” as Attachment 3. There is no requirement for the “The Declaration of Non-Collusion Certificate.” Attachment 3, Small Business Participating Document (SBPCD), is hereby provided per Amendment 0002. All offerors are instructed to complete the attached excel sheet in it’s entirety with their submission of their offer. See attached.

Question 9:

RFP States: SF 33 states the proposal deliverable is one original and one copy, however the table in L.3 states otherwise with required deliverable copies ranging from 1 - 5. Will the Government please confirm the number of copies required for delivery?

Answer 9:

All offerors are instructed to submit their proposal in accordance with the format specified within Section L.3 of the subject Solicitation.

Question 10:

RFP Reference: L.2.3 and L.2.4 page 93 RFP States: Instructions for Hard Copy Proposal Containing CD-ROM DVDS and Instructions for Electronic Files.

Will the Government please clarify whether they require one CD containing all volumes or a separate CD for each volume?

Answer 10:

Offerors are permitted to submit a separate CD for each volume, if needed.

Question 11:

RFP States: The table depicts CDRLS A001 - A005, but A004 is not provided in the RFP package. Will the Government please provide CDRL A004?

Answer 11:

CDRL A004: TECHNICAL REPORT - STUDY/SERVICES, was included with Amendment 0001 posted on 19 April 2019 per the Federal Business Opportunities (fbo.gov) wesbite.

Question 12:

RFP States: Page 17. "The This effort may require access to classified information up to the SECRET level. No classified data will be generated or stored by the Contractor. The Contractor is required to have and maintain a SECRET clearance. The requirements of the attached DD Form 254 apply."

Page 18. An Active SECRET Facility Clearance (FCL) is required for performance on this contract. The contractor must have a Safeguarding Level SECRET.

Q12a: Is Safeguarding required?

Answer 12a: All offerors are instructed to utilize the DD Form 254 incorporated with this Amendment.

Answer 13:

All offerors are instructed to utilize the Level of Effort chart per Section B of the subject Solicitation. Offerors who do not comply will be considered non-responsive.

Question 14:

RFP States: “Offerors shall submit the SBPCD in the format provided in Attachment 3.” However, the Attachment 3 provided with the RFP is a ‘Declaration of Non-Collusion.’

Question: Will the government please provide the appropriate SBPCD Attachment?

Answer 14:

Solicitation N64498-19-R-4041 contains an administrative error which referred to “The Declaration of Non- Collusion Certificate” as Attachment 3. There is no requirement for the “The Declaration of Non-Collusion Certificate.” Attachment 3, Small Business Participating Document (SBPCD), is hereby provided per Amendment 0002. All offerors are instructed to complete the attached excel sheet in it’s entirety with their submission of their offer. See attached.

Question 15:

RFP States: "The contract shall have an ordering period from date of contract award through sixty (60) months after date of award and a period of performance from date of contract award through seventy-two (72) months after date of award. "

The solicitation does not specify a Task Order execution period of performance. Will the Government consider adding a Task Order execution period of performance or clarify that the execution period of a Task Order can extend beyond the seventy-two (72) month IDIQ period of performance?

Answer 15:

The resultant contract(s) will contain a period of performance from date of contract award through seventy-two (72) months after date of award. The period of performance for individual Task Orders will be decided on a Task Order basis.

Question 16:

RFP States: "If a Forward Pricing Rate Agreement (FPRA) or a recent audit report exists (for the prime or proposed subcontractor(s)), copies shall be submitted by the Offeror and their subcontractor(s). Absent such agreements/reports, the Offeror and their subcontractor(s) shall state the basis of their proposed indirect rates, and provide sales forecast for each FY during the Offeror’s proposed Period of Performance, forecasted indirect rates for each FY during the Offeror’s proposed Period of Performance, and historical actuals (final-established indirect rates and unaudited indirect rates) for Offeror’s past three fiscal years."

Will the government please confirm that in lieu of a FPRA, offeror may submit FPRP/FPRR as most recent audit report document?

Answer 16:

In lieu of a Forward Pricing Rate Agreement (FPRA) or a recent audit, the offeror may submit FPRP/FPRR as most recent audit report document.

Question 17:

RFP States: Section I Total Cost Summary, second sentence states: “All costs shall be proposed and mapped in accordance with the Offeror’s proposed work breakdown structure (WBS).”

Will the government please clarify whether or not a WBS is required? If it is required, will the government please clarify to what level and where the WBS is to be included in the proposal?

Answer 17:

Offeror’s proposed costs shall be provided in the format included as Attachment 2 to the solicitation.

Question 18:

Would the Government consider making this a fee per man-hour contract and remove G-216-H001 FIXED FEE WITHHOLD—FAR 52.216-8 CLARIFICAITON (NAVSEA) (OCT 2018) on page 45 of the solicitation?

Answer 18:

The Government will not remove clause G-216-H001 FIXED FEE WITHHOLD—FAR 52.216-8 CLARIFICAITON (NAVSEA) (OCT 2018). All offerors are instructed to provide their priced proposals in accordance with the terms and conditions of the subject solicitation.

Question 19:

The FedBizOpps listing page states: “! Note: This opportunity allows for electronic responses. Click here to log in and submit a response.” Are electronic proposal submissions permitted for this solicitation? If so, please confirm that offerors may disregard instructions related to a hard copy submission (e.g., tabs, CD-ROMs, binding).

Answer 19:

Per Section L of the subject Solicitation, e-mailed proposals are not permitted. All offerors are instructed to submit hard copy offers in accordance with the terms and conditions of Solicitation N64498-19-R-4041.

Question 20:

Page 1 of 122 (block 9) states that proposals are due on 11 May 2019, which is a Saturday, and that proposals can be hand carried to NSWCPD. Page 93 of 122 (Section L.2.2) states that proposals are to be delivered by mail.

Q20a: Please confirm that hand carried delivery is acceptable for proposals.

Answer 20a: All offerors are permitted to hand deliver the proposals for the subject solicitation.

Q20b: Can the due date be changed to a normal work day (Monday – Friday)?

Answer 20b: Per Amendment 0001 posted on 19 April 2019, the date for receipt of proposals was changed from 11 May 2019 12:00 p.m. EST to 13 May 2019 12:00 p.m. EST. However, per Amendment 0002, the closing date has been changed from 13 May 2019 12:00 p.m. EST to 15 May 2019 4:00 p.m. EST.

Page 109 of 122, paragraph (4) states: “Unless otherwise specified in the solicitation, the offeror may propose to provide any item or combination of items.” If one or more offerors propose to provide services for selected portions of the SOW, will they be competing for one of the four planned awards or will additional awards at lower levels of effort be allowed?

Answer 21:

The Government intends to award up to four (4) Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery, Indefinite- Quantity (IDIQ) contract(s) resulting from this RFP. The resultant contracts will be issued to complete the services, in their entirety, as prescribed by the work specified within Section C.

Answer 22:

All offerors are instructed to utilize the Level of Effort chart per Section B of the subject Solicitation. Offerors who do not comply will be considered non-responsive.

Question 23:

Page 4 of 122 (Section B): In the Section B – LEVEL OF EFFORT table, there are no overtime hours listed for Government Site personnel. Will this preclude offerors from invoicing government site overtime costs if the need for government site overtime work is required?

Answer 23:

Overtime Premiums will be limited by Clause 52.222-2 which has a fill-in clause that be will completed by the PCO at time of award. The numbers to be inserted in the fill-in will be based on the offeror’s evaluated cost proposal. The Contractor is not limited in the number of Overtime Hours worked that require the payment of an OT Premium.

52.222-2 has been updated to correct an administrative error.

Question 24:

Page 4 of 122 (Section B) and pages 22-27 of 122 (Section C.10): The Section B level of effort is 72 full time equivalents and there only two labor categories listed in Section C that require management experience (both are key, they total to just 2,800 hours per year, and have limited target degree choices). Would the Government consider adding a non-key management labor category with enough hours per year to provide a reasonable level of management support?

Answer 24:

The Government will not consider adding a non-key management labor category with enough hours per year to provide a reasonable level of management support

Question 25:

Pages 21-22 of 122: The travel destinations in Section 6.1 do not align in all cases with those in Section 7.3. Which list takes precedence?

Answer 25:

Section 6.1 in Section C is provided to identify potential areas of travel. Section 7.3 in Section C expands upon the potential areas of travel and shall take precedence over Section 6.1.

Question 26:

Page 71 of 122 (FAR 52.222-2 PAYMENT FOR OVERTIME PREMIUMS): Will all companies on an offeror’s team be eligible for payment of overtime premiums if the conditions of clause 52.222-2 are met? Or are payments for overtime premiums limited to the companies for which premium overtime hours are included in the offeror’s cost proposal?

Answer 26:

Overtime Premiums will be limited by Clause 52.222-2 which has a fill-in clause that be will completed by the PCO at time of award. The numbers to be inserted in the fill-in will be based on the offeror’s evaluated cost proposal. The Contractor is not limited in the number of Overtime Hours worked that require the payment of an OT Premium.

52.222-2 has been updated to correct an administrative error.

Question 27:

Page 91 of 122 (Section L.1.2): Respectfully request that answers to questions that do not require a modification to the RFP be posted in FedBizOpps as they come in/are adjudicated or in batches once or twice a week. If not, request to know if extension(s) can be made at the due date minus 14 calendar day if submitted questions are not yet fully answered. Either of these two approaches would be very helpful by allowing offerors sufficient time to incorporate Q&A responses into the their proposals prior to moving into production.

Answer 27:

All questions received in a timely fashion will be answered and an amendment addressing the questions will be issued via the FedBizOpps (fbo.gov) website.

Question 28:

Page 92 of 122 (Section L.2.1) states that all pages within a page limited page volume shall be consecutively numbered. May offerors provide content excluded from the page count (e.g., resumes) as appendices at the end of the associated volume?

Answer 28:

Per Section L.3 note found on page 95, the fifty (50) page limit does not include resumes.

Question 29:

Page 116 of 122 (Section M.2) states that Factor (1) Personnel is the highest weighted evaluation criteria for the technical proposal. Page 117 of 122 (Section M.3) states that the government’s Factor (1) evaluation will be based on a review of the submitted resumes. Page 23 of 122 (Section 10.1.1) delineates the required resumes (2 managers, 1 engineer, and 2 engineering technicians). Subtracting the two managers, this represents 3 of 70 FTEs (4% of the workforce). In addition, there are no Logistician key positions. Given the high priority of Factor (1) and that this is a Code 31 solicitation, offeror recommends that the Logistician III labor category be made Key.

Answer 29:

The Government will not consider changing Logistician III from Non-Key to Key Personnel.

Question 30:

Page 92 of 122 (Section L.2.1) states: “Index pages and tabs are required and shall be cross-referenced to the TOC.”

Would the Government please clarify the difference between the index and a table of contents? A Proposal Cross- Reference Table is also required in Section L.2.1; how is this item different from the other two? Also, if different, is the index excluded from page count?

Answer 30:

The table of contents is not included in the page limit.

Question 31:

Page 92 of 122, Section L.2.1 says that item “i. Quality Assurance Plan” is excluded from page count. A Quality Assurance Plan is not required anywhere in the prior RFP. If a Quality Assurance Plan is in fact required, please detail what information needs to be included, in what volume/section, and also the associated evaluation criteria.

Answer 31:

Offeror’s will not be responsible for submitting a Quality Assurance Plan along with their proposal. Section L has been updated to address this change.

Question 32:

Page 92 of 122, Section L.2.1 says that item “h. OCI Mitigation Plan” is excluded from page count. An OCI Mitigation Plan is not required anywhere in the prior RFP. If an OCI Mitigation Plan is in fact required, please detail what information needs to be included, in what volume/section, and also the associated evaluation criteria.

Answer 32:

Offeror’s will not be responsible for submitting an OCI Mitigation Plan along with their proposal. Section L has been updated to address this change.

Question 33:

Pages 93-94 of 122 (Section L.2.3) provide detailed instructions for the submission of electronic proposals, but does not specify quantities or applicable volumes. Please confirm that CD-ROMs are only required for supporting cost spreadsheets and not for all proposal volumes.

Answer 33:

The Government requires a minimum of one CD to be submitted at time of proposal submission. Offerors are permitted to submit a separate CD for each volume, if needed.

Question 34:

RFP Page 20 of 122 states, “6.1 It is anticipated that approximately 25% of the work will be executed on-site at NSWDCPD in Philadelphia with 75% of work being accomplished on contractor site.” Based on the hours included in section C of the Solicitation, would the Government confirm approximately 34% of the work will be executed on-site and 66% will be accomplished on contractor site?

Answer 34:

As a result of this Amendment, Section 6.1 found in Section C is hereby changed from:

6.1 It is anticipated that approximately 25% of the work will be executed on-site at NSWDCPD in Philadelphia with 75% of work being accomplished on contractor site in areas to include Philadelphia, PA Norfolk, VA; San Diego, CA; Marionette, WI; Kings Bay, GA; Port Hueneme, CA; Corona, CA; Honolulu, HI; Bremerton, WA;

To:

6.1 It is anticipated that approximately 34% of the work will be executed on-site at NSWDCPD in Philadelphia with 66% of work being accomplished on contractor site in areas to include Philadelphia, PA Norfolk, VA; San Diego, CA; Marionette, WI; Kings Bay, GA; Port Hueneme, CA; Corona, CA; Honolulu, HI; Bremerton, WA;

Question 35:

RFP Page 12 of 122 states, “All costs shall be proposed and mapped in accordance with the Offeror’s proposed work breakdown structure (WBS).” There is no other mention of a WBS or Staffing Plan in the Solicitation. Would the Government confirm there is no requirement for a WBS to be submitted in the Offeror’s proposal and all breakdown of labor categories will be included in the Cost Summary Format submitted as part of the Cost Volume?

Answer 35:

Offeror’s proposed costs shall be provided in the format included as Attachment 2 to the Amendment.

Question 36:

Would the Government confirm Offerors should include the Small Business Subcontracting Plan (SBSP) in Volume III: Factor 4- Small Business Participation Commitment; also including all cost/pricing information require d by the directions under FAR 52.219-9.

Answer 36:

All Offerors shall submit the information required by FAR 52.219 separately, as part of the Offeror’s Subcontracting Plan.

Question 37:

There is no Section J provided within the solicitation document. The PDF version of the solicitation file does include some Section J attachments. Will the government be revising the solicitation to include Section J to provide a complete listing of all Section J attachments?

Answer 37:
