(3) All other terms and conditions of the subject Solicitation remain unchanged.

NSWCPD Questions and Answers:

Question 38:

Page 98 of 122 (Section L.3.5): Would the Government please confirm that Offerors are required to submit a technical approach that addresses all 42 SOW sub-task areas (including methodologies, risks, risk mitigations, and prior risk mitigation successes), AS WELL AS corporate experience (Section L.3.3) that covers all 42 SOW sub-task areas (in the way of no more than 5 contract examples), AS WELL AS relevant past performance examples (Section L.3.7)?

Answer 38:

Offerors are instructed to provide proposals in accordance with the instructions provided within Sections L of the Solicitation.

Question 39:

Page 114 of 122, Section L, under L-209-H009 (a) under Notification of Potential Organizational Conflict(s) of Interest, the Government has not completed the OCI clause. Will the Government specify those programs of primary concern?

Answer 39:

L-209-H009 NOTIFICATION OF POTENTIAL ORGANIZATIONAL CONFLICT(S) OF INTEREST (NAVSEA) (DEC 2018) has been updated per the subject Amendment. All offerors are instructed to review the updated clause within Amendment 0003.

Question 40:

The technical and management approach shall address the Offeror’s proposed methodology for performing the requirements of the solicitation, including the SOW. The Offeror shall also identify any risks associated with the requirements of the SOW, and describe any techniques, methods, and actions that will be used by the Offeror to mitigate the risk(s).

Section L.3.5 and Section M define Volume II/Factor 3 as being comprised of four subfactors (3A, 3B, 3C, and 3D).

However, the introductory paragraph in Section L.3.5 also asks for methodology and risk information that is not

Answer 40:

Section M has been updated to include the following evaluation criteria, “The Government will evaluate the effectiveness of each Offeror's technical and management approach to perform the requirements in the solicitation. Offerors who demonstrate mature and effective management and technical processes may receive a higher rating. Offerors will also be evaluated the degree to which the proposed risk management approach appears reasonable for the proposed effort under the Statement of Work.”

All offerors are instructed to review the updated evaluation criteria within Amendment 0003.

Question 41:

Some of the labor categories use the eCRAFT code from the SCA Directory of Occupations. Is this contract covered by the Service Contract Labor Standards? If so, please provide the appropriate wage determination(s).

Answer 41:

The Service Contract Labor Standards will not be applicable for the subject Solicitation.

Question 42:

The Government provided a NTE amount for CLIN 0002 which includes materials, travel, subcontracting, and other direct costs. Will the Government provide a breakdown of the ODC NTE amount for CLIN 0002 into Materials and Travel since contractors typically apply different indirect markups to material and travel costs in accordance with accounting practices?

Answer 42:

No. There is no designated ratio / percentage for ODC Breakdown. Determinations may be decided at the Task Order level.

Question 43:

In Section A, 5. Support Costs, the Government states “For evaluation purposes, the Government will add the Offeror’s proposed indirect burden costs to the stated base support costs of $1,905,878.24 for CLIN 0002.” In Section M, Support Costs, the Government states “Offerors shall burden the pre-established NTE amount with applicable indirect cost rate loadings to arrive at its total proposed Support Costs.” Should Offerors apply indirect costs to the Support Costs or will the Government add proposed indirect costs to the Support Costs?

Answer 43:

Offerors are instructed to review Section M: Support Costs of the subject Solicitation for clarification on this question.

Question 44:

In section L.3.6.1 Small Business Commitment Document (SBPCD), it specifies the use of Attachment 3 for the formatting of the Small Business Participating Document (SBPDC). Attachment 3, Declaration of Non-Collusion Certification, contained in the Solicitation does not seem to correspond with the L.3.6.1 requirement. Can you elaborate or provide an additional document that establishes the required format and expected formulas for calculations?

Answer 44:

Solicitation N64498-19-R-4041 contains an administrative error which referred to “The Declaration of Non- Collusion Certificate” as Attachment 3. There is no requirement for the “The Declaration of Non-Collusion Certificate” and is hereby deleted from the Solicitation. The Small Business Participating Document (SBPCD) attachment was provided per Amendment 0002.

Question 45:

CDRL A005 establishes the requirement to provide a Small Business Participation Commitment Report on a semi-annual basis. Is this report in addition to reporting requirements established under FAR 52.219-9?

Answer 45:

Yes. That is correct.

Question 46:

On page 2 of the solicitation it states, “proposes to award up to four (4) Cost-Plus Fixed-Fee (CPFF) Indefinite- Delivery, Indefinite-Quantity (IDIQ) contract(s) resulting from this RFP.” This statement seems to indicate that there is reasonable expectation that two more responsible Offerors will respond, yet certified cost or pricing data is being requested. FAR 15.403-1(c)(1)(ii) states that adequate price competition is a standard for exception from certified cost or pricing data requirements if there was a reasonable expectation that two or more responsible Offerors would submit priced offers.

Answer 46:

Section L has been updated to include the following instructions to offerors, “In the absence of adequate price competition, the Contracting Officer may request additional data per FAR 15.403- 3 and as described in the solicitation provision 52.215-20, Requirements for Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data.”

All offerors are instructed to review the updated evaluation criteria within Amendment 0003.

Question 47:

Will the Government consider eliminating 252.215-7009, since it is required with the submission of certified cost or pricing data, and modifying the clause 52.215-20 to 52.215-20 Alt IV so that certified cost or pricing data is not required to be submitted with the proposal?

Answer 47:

DFARS Clause 252.215-7009 “Proposal Adequacy Checklist” has been removed from the solicitation.

Additionally, FAR Clause 52.215-20 “Requirements for Cost or Pricing Data or Information Other Than Certified Cost or Pricing Data” has been removed and replaced with DFARS Clause 252.215-7010 “Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data”.

Question 48:

In Section L.3. the table on pages 94 and 95 only states how many paper copies are to be submitted for each volume.

Can the Government verify if electronic copies are required for any other volumes besides Volume V. Factor 6 Cost Proposal?

Answer 48:

Offerors shall submit electric copies for both the Cost and Technical portions of their proposals. Additional guidance pertaining to submission of electronic copies was provided via Amendment 0002.

Question 49:

Section 3.3.4 of the solicitation requires use of an IBM-Kenexa LCMS Premier System for training products. Since some of the personnel needed to support this contract are located at the Government site, please confirm that contractors are expected to procure a license to that content management system of if entries will be made on a Government-provided and licensed system.

Answer 49:

If entries are to be made via a government NMCI seat, the contractor will not need to procure the license. The contractor will need to procure the license if accessing the system from their respective IT machine.

Question 50:

In the Level of Effort table provided on page 4 of 122 in RFP N6449819R4041, the government indicates that the key position titled “Technician, Engineering IV” has an eCRAFT Code (actually SCA Labor Category) of “30085.” However, the DOL SCA Directory of Occupations (Fifth Edition) indicates that the SCA Labor Category of “30085” is actually for “Engineering Technician V.” This can be found on page 108 of the SCA Directory of Occupations (Fifth Edition). This discrepancy is also found on page 24 of 122 under paragraph D of section 10.1.1 of the RFP.

Similarly, the government indicates that the non-key position titled “Technician, Engineering III” has an eCRAFT Code (actually SCA Labor Category) of “30084.” From the SCA Directory of Occupations, that SCA Labor Category “30084” is listed as “Engineering Technician IV.” This discrepancy is also found on page 25 of 122 under paragraph G of section 10.1.1 of the RFP.

Please provide clarification as to the exact Level of Engineering Technicians required in both instances.

Answer 50:

As a result of this amendment, all offerors are instructed to utilize the following labor categories and their respective eCRAFT Codes.

1. Technician, Engineering IV – 30084

2. Technician, Engineering III – 30083

Question 51:

On page 99 section L.3.6.1 states that the Small Business Participation Commitment Document (SBCPD) should follow the format provided in Attachment 3, however Attachment 3 is DECLARATION OF NON-COLLUSION.

Can the Government provide the Attachment that the format of the SBCPD should follow?

Answer 51:

Solicitation N64498-19-R-4041 contains an administrative error which referred to “The Declaration of Non- Collusion Certificate” as Attachment 3. There is no requirement for the “The Declaration of Non-Collusion Certificate” and is hereby deleted from the Solicitation. The Small Business Participating Document (SBPCD)

Answer 52:

All applicable attachments are been identified within the Solicitation, Amendment 0001 and Amendment 0002.

Question 53:

The FBO website page for the opportunity – Support for the Integration of Logistics Products (https://www.fbo.gov/?s=opportunity&mode=form&tab=core&id=93685110097f0b1789b79cdf8ff2d42d) indicates that the opportunity allows for electronic responses submission. Answer 59:

All Offers’ are instructed to complete Attachment 1 Direct Labor Rate Substantiation Sample Format Chart in it’s current format.

Question 60:

RFP Reference: L.3.8.3 Completed RFP RFP States: "This document shall be fully executed. The document shall not be embellished with any cover or binding."

Does this requirement mean Offeror should submit fully executed document (Sections A – K) as a separate stand-alone package rather than inserting into a proposal volume? Please clarify.

Answer 60:

NSWCPD is not expecting a separate stand-alone package for Sections A-K.

Question 61:

RFP Reference: Clauses Incorporated by Reference, Page 107 RFP States: 252.215-7009 Proposal Adequacy Checklist (JAN 2014) Question: Given the Government has included DFAR 252.215-7009, Proposal Adequacy Checklist (JAN 2014), in Section L, is it assumed Offerors are to include a completed checklist with their proposal? STATEMENT OF WORK

Technical, Process and Programmatic Support for the Integration of Logistics Products

1.0 INTRODUCTION

1.0.1 BACKGROUND

Naval Surface Warfare Center Philadelphia Division (NSWCPD) is the Navy’s center for excellence for ships and ship-systems. For over one hundred (100) years, NSWCPD has provided full-spectrum research and development, testing, evaluation, in-service engineering, and fleet support organization for the Navy’s surface and under-sea vehicles. Expertise spans across more than forty (40) disciplines, from electrical and mechanical engineering to computer engineering and physics.

NSWCPD Division 30 provides program level management and leadership for logistics, and acquisition support programs and initiatives. This includes the planning, development, production, procurement, and sustainment of logistic products for Hull, Mechanical and Electrical (HM&E) systems and equipment installed on Navy’s ships, submarines, military watercraft and unmanned vehicles and coordination of Integrated Logistics Support (ILS) updates associated with life-cycle sustainment planning and execution for shipboard HM&E system and equipment.

To assist in establishing program goals – thresholds and objectives – for the minimum number of cost, schedule, and performance parameters that describes the program over its life cycle, Code 31 works closely with the logistic division and technical codes throughout NSWCPD and with new construction and in-service Program Executive Office (PEO) sponsors at NAVSEA.

1.0.2 This Contract is for non-personal services. It does not create employment rights with the U.S. Government whether actual, inherent, or implied

1.0.3 Government/Contractor Relationship
