The following items are applicable to this modification:

SUMMARY OF CHANGES

Since a Confidential Facility Clearance is no longer required, the below answers to questions within Amendment 0001 were adjusted:

5. Question: RFP Section C, Paragraph 5.2 and 5.3, Security Requirements, Page 25 of 88 – The RFP makes several references (e.g., SOW para. 5.2) to the requirement for “an Active CONFIDENTIAL Facility Clearance for performance on this contract and to obtain submarine access to complete performance testing”. Paragraph 5.3 also mentions the requirement for “all contractor personnel accessing classified information or material associated with an/or performing work relative to the resultant contract” to have a CONFIDENTIAL Clearance (or eligibility within 90 days after award). Since the Technical Data Package is UNCLAS, do these requirements apply to fabrication subcontractors who might never come in contact with classified materials or go aboard a submarine? Furthermore, is offeror correct to assume that Attachment 2, DD-254, can be used after award to obtain facility clearances for applicable subcontractors?

Answer: A Confidential Clearance is no longer required. Section 5 Security Requirements and Section 10

Personnel of the SOW have been removed.

6. Question: Block 11e of the DD-254 is selected specifying the contract requirement is for services only.

The Security Classification Guidance on pages 2-3, (13. Security Guidance) notes Item 11(e) “Equipment Maintenance Services: This contract is for maintenance services on equipment which processes classified information at the Naval Surface Warfare Center Philadelphia Division and/or its associated cleared facilities located in the Metropolitan Area.” Question: Will the government please verify that this is the correct DD-254 for this contract?

Answer: A Confidential Clearance is no longer required, therefore, the DD-254 has been removed from the solicitation.

Below are the answers to questions received for this solicitation:

1. Question: This question is in reference to question #4 from Amendment 0001. The request was not to modify NAVSEA T9074-AD-GIB-010/1688, but rather to add it as a qualification requirement for the SOW. Welding per this NAVSEA Technical Publication is required per note 7019 of NAVSEA Drawing 8357347, and to ensure proper qualification of offerors it is recommended that it be added as a qualification requirement to the SOW.

Answer: The SOW has been modified to include the additional Reference. Reference 2.29, NAVSEA

T9074-AD-GIB-010/1688, Requirements for fabrication, Welding & Inspection of Submarine Structure has been added to the SOW via this amendment.

2. Question: Section C, Page 22, Para 3.19, Request a copy of DN43716005, as required by paragraph 3.19 of the SOW.

Answer: The SOW has been modified to include the additional Reference. Reference 2.30, Design Change

Notice 43716005, SSN 774 Portable Sail Staging Platform has been added to the SOW via this amendment.

3. Question: Section L.3.1.1, Volume I: Cover Letter, Page 79, Since the cover letter is the only document required in this volume, does the government want the cover letter in its own binder or can it be a standalone document that is placed with the Completed RFP or at the beginning of the technical volume? If a binder is required for the cover letter, does the list of acronyms need to be included in this volume?

Answer: The cover letter shall be a separate volume from the other volumes. A list of acronyms shall be attached to the corresponding Volume that utilizes the acronym. Per Section, L.2.1. Page Numbers and Limits, glossaries of abbreviations and acronyms are not included within the page limitations.

4. Question: Section L.3.4.2, Page 82, Is it the Government’s intent for the Offeror to insert the entire 96 page RFP into Volume IV or only the signed SF33, signed Amendments, Section B and Section K?

Answer: Offerors are to include the entire RFP as there are provision and clauses that require responses.

5. Question: Amendment 0001, Question 17, Answer: Anything listed as “furnished with kit” refers to that item being specified/bought on drawing 8217181. They are shown separately on drawing 8217065 so their assembled configuration can be shown. If not listed as “furnished with kit” the item is bought/specified by the 8217065 drawing. Unless specifically called out, all items on the 8217065 parts list are to be provided by the offeror for each Platform. 22-1273-03 and 22-1292-01 are GK Mechanical part numbers (ref cage code 3BU57).

- These are historically very long lead items. Will the Government consider providing these items a GFM?

If no, Offeror requests additional time to obtain pricing for these unique items.

- Due to the Government’s answer to Question 17, defining the contents of CLIN 0001 to include the kit items, request additional time to obtain vendor quotations on the numerous components.

Answer: The government will not provide the items as Government Furnished Material (GFM). Items are required for final delivery of the VPT’s, but these items do not directly limit production efforts and component fabrications leading up to final VPT deliveries.

Response to Second Part of Question 5: The noted drawings were self-explanatory for kit content and requirements. Offeror’s need to obtain vendor quotes for the identified components should not have been delayed based on the response to Question 17.

6. Question: Drawings 7016710, Paint Schedule, the Offeror requests additional time to obtain quotes for the

Paint and Coating specifications outlined in drawing 7016710.

Answer: Requirements for Paint and Coating materials were clearly defined in the original SOW drawing and specification issuances. No additional questions for requirements were received, therefore, the provided timeframe is considered adequate.

7. Question: To allow for competition from other than prior sources for these items the Offeror requests an additional two-week extension.

Answer: The timeframe provided by the solicitation is considered adequate. The solicitation will not be extended.

8. Question: As additional drawings were received late, eg. drawing 6633929 load test requirements, request the Government consider an additional two-week extension to obtain qualified vendor quotes.

Answer: Basic requirements were contained in the original drawings at the time of the issuance of the initial solicitation and were sufficient to establish estimate requirements. Additional drawings included within Amendment 0001, provide added reference materials to the Government’s original set of issued drawings. The solicitation will not be extended.
