This document is an amendment to a solicitation for the procurement of Virginia Class Racetracks, Payload Tube Platforms, and Ladder Kits. The amendment provides responses to questions received and makes several changes to the solicitation, including updating the statement of work, pricing structure, and response date. Key changes include separating travel costs into line items for Norfolk, Virginia and Groton, Connecticut; adding required drawings to the statement of work; and extending the response date to March 25, 2019. The amendment summarizes changes made to the solicitation and provides responses to thirty-eight questions received from potential offerors. Changes include separating travel line items and quantities between Norfolk and Groton, adding required drawings to the statement of work and references, clarifying security clearance requirements, and extending the response deadline.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

Below are the answers to questions received for this solicitation:

1. Question: Paragraph 12.1.1.1 on Page 27 identifies Inspection, Measuring, and Test Equipment shall be IAW reference 2.22. There is not a reference 2.22. Request NSWCPD identify the correct reference for Inspection, Measuring, and Test Equipment.

Answer: Reference 2.17 as identified in the SOW is the correct reference associated with Paragraph 12.1.1.1. SOW has been corrected to identify correct reference via this amendment.

2. Question: Will the Government require Hard Cards for all weight testing, or will a Certificate of

Compliance suffice for completion of work at the delivery of each CLIN?

Answer: Hard Card’s and Certificates of Compliance are required for each weight tested VPT, Racetrack and VPT Mac Ladder assembly.

3. Question: Section C, Pages 19-20, recommend adding drawing 7124609 (latest revision) for the aluminum crate/enclosure for the Ladder Assemblies.

Answer: NAVSEA Drawing 7124609, Support Equipment and Container MAC, has been added to the

SOW under section 2.22 via this amendment. In addition, NAVSEA Drawing 8742185 (Preliminary), Container, Assembly, VPT MAC LADDER has been added as Reference 2.23 to the amended solicitation. Note: Drawing is PRELIMINARY but is acceptable for container fabrication.

4. Question: Section C, Pages 19-20, recommend adding qualification requirements to T9074-AD-GIB-

010/1688 in accordance with note 7019 of NAVSEA Drawing 8357347.

Answer: Document T9074-AD-GIB-010/1688 will not be modified.

5. Question: RFP Section C, Paragraph 5.2 and 5.3, Security Requirements, Page 25 of 88 – The RFP makes several references (e.g., SOW para. 5.2) to the requirement for “an Active CONFIDENTIAL Facility Clearance for performance on this contract and to obtain submarine access to complete performance testing”. Paragraph 5.3 also mentions the requirement for “all contractor personnel accessing classified information or material associated with an/or performing work relative to the resultant contract” to have a CONFIDENTIAL Clearance (or eligibility within 90 days after award). Since the Technical Data Package is UNCLAS, do these requirements apply to fabrication subcontractors who might never come in contact with classified materials or go aboard a submarine? Furthermore, is offeror correct to assume that Attachment 2, DD-254, can be used after award to obtain facility clearances for applicable subcontractors?

Answer: The CONFIDENTIAL Clearance requirement only applies to personnel from the Prime Contractor and, if so designated, by the Prime’s Subcontractor personnel who will support the Submarine material fit-up task identified in the SOW.

6. Question: Block 11e of the DD-254 is selected specifying the contract requirement is for services only.

The Security Classification Guidance on pages 2-3, (13. Security Guidance) notes Item 11(e) “Equipment Maintenance Services: This contract is for maintenance services on equipment which processes classified information at the Naval Surface Warfare Center Philadelphia Division and/or its associated cleared facilities located in the Metropolitan Area.” Question: Will the government please verify that this is the correct DD-254 for this contract?

Answer: A revision to the DD254 has been made and is provided via this amendment.

7. Question: Page 27, Section 12.1 references MIL-I-45208, which is a quality system cancelled in 1996.

Please clarify the requirement.

Answer: Minimum requirements in accordance with MIL-I-45208 must be meet. If the Vendor is qualified in accordance with ISO 9001 this is considered acceptable to replace requirements identified in

MIL-I-45208.

8. Question: Page 27, Section 12.1.1, subparagraph (1) references 2.22. There is no 2.22 called out in this document (it stops at 2.21). Please clarify if this is a typo, or if a section 2.22 should be included in the

SOW.

Answer: Please see answer to question 1.

9. Question: Page 29, Clause HQ C-1-0001, under A009 calls out DI-NDII-80809B. We cannot find a copy of this data item description. Should this be DI-NDTI-80809B instead?

Answer: The correct Data Item Description is DI-NDTI-80809B. The Contract Data Requirements List, CDRL A009, listed on Page 29 is amended via this amendment. Also, an updated A009 is attached to this amendment.

10. Question: Page 26, paragraph 7.0 Travel specifies six trips per 12- month period. Paragraph 7.3 denotes travel is anticipated to alternate performance locations in Norfolk, Virginia and/or Groton, Connecticut.

Are contractors expected to quote 3 trips to Norfolk and 3 trips to Groton?

Answer: Yes, proposed costs should account for three (3) trips to Norfolk Va. And three (3) trips to

Groton, Connecticut. The Travel CLINs have been separated out into Norfolk, Virginia and Groton, Connecticut, respectively. CLINS 0021 through 0030 are the Travel CLINS.

11. Question: The fifth bullet in Paragraph L.3.2.1 (page 78) requires offerors to provide "a production plan, component fabrication sequencing plan, or general production schedule for all equipment being manufactured..." Such a detailed plan could exceed 15-20 pages. Request the government exclude the schedule from the proposal page count.

Answer: The submitted production plan, component fabrication sequencing plan, or general production schedule will not be counted as part of the page limits listed within the table under Section L.3 of the solicitation. The submitted production plan, component fabrication sequencing plan, or general production schedule shall not exceed 20 pages. Section L of this solicitation has been updated via this amendment.

12. Question: DWG 8283382, Section “Gen Note 8, 12 & 33”: DWG requires sole source (eg. GDEB) materials. Can equivalent materials be substituted?

Answer: Substitution are allowed. Substitutions for material, other than those listed, will require

Contracting Officer's approval.

13. Question: DWG 8357347, Section “References,” Sheet 5: Will the Government provide references 3 for non-std joint designs (EB) & 4 for NDT notes?

Answer: The Government is supplying the required drawings. References 2.24 and 2.25 have been added to the SOW via this amendment. Section J of the solicitation has also been updated.

14. Question: DWG 8357347, Section “General note 7003,” Sheet 6-3: Will the Government provide DWG 6633924 for weight test?

Answer: The Government is supplying the required drawing. Reference 2.26 has been added to the SOW via this amendment. Section J of the solicitation has also been updated.

15. Question: DWG 7066384, Section “References,” Sheet 5: Will the Government provide reference 2, 3 & 7?

Answer: The Government is supplying the required drawings. References 2.27, 2.25, and 2.28 have been added to the SOW via this amendment. Section J of the solicitation has also been updated.

16. Question: Ref 2.4 NAVSEA 8217294 MAC SSE Modifications, Section “WRT MAC Ladder Shipping Container/Crate,” Sheet 6-7, Note 7021 “WHEN LADDER MODULES ARE NOT IN USE, STORE IN

CONTAINER PROVIDED BY REFERENCE 6.”

Ref 6 NAVSEA Dwg 7124600 SSGN MAC SSE TOP LEVEL is not included in the current technical data package. Will the government make NAVSEA Dwg 7124600 SSGN MAC SSE TOP LEVEL available to the Offerer?

Answer: Offerors should not use referenced drawing identified in Note 7021. A new VPT Mac Ladder Container drawing has been developed. Drawing 8742185 CONTAINER, ASSEMBLY, VPT MAC LADDER, reference 2.23 has been added to the SOW via this amendment. Note: Drawing is PRELIMINARY, but is acceptable for container fabrication. Section J of the solicitation has also been updated.

17. Question: NAVSEA Dwg 8217065, Section “WRT Payload Tube Loading Platform NAVSEA Dwg

8217065: NAVSEA Dwg 8217065 lists several parts as “FURNISHED WITH KIT” and others are not.

-Request clarification on whether all parts listed on NAVSEA 8217065 Ref 2.1 are to be provided by the offeror for each Payload Tube Loading Platform?

-If the answer is yes, Will the Gov’t provide Drawing 22-1273-03 in order to price Part No. 5 LOCK, PLATFORM, K-LOCK and Drawing 22-1292-01 in order to price Part No. 16 STANCION, PLATFORM, WORK?

Answer: Anything listed as “furnished with kit” refers to that item being specified/bought on drawing

8217181. They are shown separately on drawing 8217065 so their assembled configuration can be shown. If not listed as “furnished with kit” the item is bought/specified by the 8217065 drawing. Unless specifically called out, all items on the 8217065 parts list are to be provided by the offeror for each Platform. 22-1273-03 and 22-1292-01 are GK Mechanical part numbers (ref cage code 3BU57).

18. Question: Section L, Page 76: Is there a preferred format NSWCPD prefers the cost spreadsheet be presented in?

Answer: An Offeror’s pricing can simply be filled in Section B under each of the Item Numbers. Offerors are not required to submit a spreadsheet. In the event an Offeror does submit a spreadsheet it shall be formatted in a similar manner as Section B.

19. Question: Section L, Page 76: The current publication requirements for the cost volume require an unbound completed RFP. How does the Government want the cost spreadsheet published (e.g. with the unbound RFP, in a separate volume, etc.)?

Answer: A cost spreadsheet can be provided with the completed RFP, Volume IV.

20. Question: Section L, Page 76: Sub Paragraph C on Page 76 identifies that NSWCPD does not want formulas in the cost spreadsheet. Is this correct?

Answer: Correct, the spreadsheet shall not contain formulas.

21. Question: Section L, Page 78 Paragraph L.3.2.1 & Section L, Page 75 Paragraph L.2.1: Request 11” x 17” production schedules be page-exempt from the 30-page count of Factor 1. Detailed and legible schedules will account for at least 12 pages when printed, leaving only 18 pages to respond to the technical requirements of the RFP.

Answer: Please see answer to Question 11.

22. Question: Section M, Page 88: Request clarification regarding selection process. Clause HQ M-2-0009 identifies that the contract will be awarded to the best value after evaluation in accordance with factors and subfactors identified in the proposal. This is consistent with Paragraph M.4’s options for discussions regarding total evaluated cost, price, technical approach, etc. However, it is inconsistent with M.1 which states the Government will utilize the Lowest Price Technically Acceptable (LPTA) Best Value Source Selection Process. Will the Government’s selection process consist of a trade-off process for best value, or

LPTA?

Answer: Per FAR 15.101, Trade-off and LPTA source selection procedures are both on the Best Value continuum. This solicitation will utilize LPTA source selection procedures in determining the best value to the Government.

23. Question: Page 80 Clause 52.232-28: Request clarification regarding invoicing. Are progress payments

IAW Clause 52.232-28 & FAR 32.102(e) authorized?

Answer: FAR 52.232-28 deals with Performance-Based Payments. Offerors may propose Performance- Based Payments; the terms of these payments shall be in accordance with the requirements of FAR 52.232-28. Performance-Based Payments must be in the best interest of the Government and are not guaranteed in the event an Offeror proposes them.

24. Question: Section B, Pages 3-18: To provide the Government the most competitive rates for single or multiple quantity buys on future Delivery Orders, recommend authorizing unit and max-lot pricing for Section B CLIN pricing.

Answer: The CLIN pricing structure will remain the same as stated within the solicitation.

25. Question: Section B, Pages 15-17, Fit Up Pricing: Request clarification regarding travel pricing requirements. Depending on an offeror’s location, travel costs may be required for one or both fit-up sites.

The ambiguity in fit up locations could result in inequitable estimates from different offerors based off independent assumptions and contractor facilities.

Answer: Please see answer to Question 10.

26. Question: Since drawings were not provided with the RFP, and were delayed for a week, please extend the due date by 2 weeks so offerors have adequate time to review the drawings.

Answer: The RFP closing date is extended until March 25, 2019.

27. Question: Paragraph L.3.1 on page 76 requires offerors to submit “proposal documents” as Volume I.

Paragraph L.3.4.2 on page 79 requires offerors to submit the “completed RFP” as part of Volume IV, Price.

As these appear to be the same document, request the government clarify the requirement.

Answer: Per section L.3.1.1, Volume I contains the Cover Letter. Per section L.3.4.2, Volume IV contains the completed RFP.

28. Question: Paragraph L.2.2 on page 75 specifies that proposals are to be delivered by mail. Is a hand carried delivery or UPS/FEDEX delivery acceptable?

Answer: UPS/FEDEX delivery is acceptable. Hand carried proposals are acceptable. Hand carried proposals are to be delivered to 5001 South Broad Street Philadelphia, PA 19112. Offeror shall call or email the Contract Specialist ahead of time to schedule a delivery. The hand carried proposal shall be received prior to the closing date and time. Offerors shall only leave the proposal with the Contract Specialist or Contracting Officer, unless otherwise directed.

29. Question: Section B CLINs 0021 – 0025 designate travel as firm fixed price. As the travel destination and duration are undefined, request these CLINs be changed to cost reimbursable.

Answer: Page 21, Section 3.1.5 a. states that the duration is 1 week, up to 10 hours per day. The Travel CLINS will remain firm-fixed price.

30. Question: Subparagraph b. of the third bullet under paragraph L.2.3 requires offerors to provide supporting cost data. Paragraph L.3.4 does not include any direction or requirement for supporting cost data. Request the government clarify the requirement.

Answer: subparagraph b. under section L.2.3 has been removed via this amendment.

31. Question: Page 86 defines the award as both “Lowest Price Technically Acceptable” and “Best Value.”

Will this be a LPTA or Best Value award?

Answer: Please see answer to Question 22.

32. Question: Section L.2.3, Pages 75-76: CD-ROM/DVDs submitted to accompany hard copy proposals shall be in accordance with the following requirements:

The electronic media and hard copy proposals shall be identical in content. Any discrepancies between the electronic and hard copy proposals will result in the hard copy taking precedence.

-Are CD’s required or are they optional (they are not specifically requested in the table in section L.3 Proposal Content and Organization)?

-If required, should each volume contain its own CD?

Answer: CD’s are optional. If CD’s are provided, there should be a separate CD for each volume.

Must the contracts cited for Volume III Past Performance also be included as contracts cited in Volume II Corporate Experience?

Answer: No, the contracts cited for each volume can be different.

34. Question: Provision HQ L-2-0009, Page 84: Offeror shall submit as part of its proposal a written proposed subcontracting plan in accordance with the clause entitled "SMALL BUSINESS SUBCONTRACTING PLAN" (FAR 52.219-9). The plan shall include the Congressionally mandated five percent (5%) goal for small disadvantaged business concerns or a detailed explanation as to why the goal cannot be included in the plan.

-What volume does the Government want the SBSP included in? Or should this be a stand-alone document?

-If this is a stand-alone document and CD’s are required does the Government want the SBSP on its own

CD?

Answer: The Small Business Subcontracting Plan shall be included within Volume IV. Offerors are not required to submit a CD. If a CD is submitted the Small Business Subcontract Plan shall be included in the CD containing Volume IV.

35. Question: RFP Section 12.1, Page 27: Inspection, Measuring, and Test Equipment in accordance with the requirements of reference 2.22. No reference 2.22 provided. Will the Government please provide?

Answer: Please see answer to Question 1.

36. Question: Section L.3.4.2 “Offerors must fill in all areas of the RFQ listed as Offeror fill-ins, including proposed costs including unit price and fees for each CLIN/SLIN in Section B….:” “Each Offeror is required to submit a Cost/Price Volume for all priced CLINs. No Cost/price information shall be submitted in any volume other than the cost volume. -RFP does not include Section L.2.4. Please provide Section number with regard to the Instructions for Electronic Files (L.2.3?).

-What hard copy files comprise the “Cost/Price Volume” for all priced CLINs other than the completed Section B, Section K, and the Offeror’s fill-ins? Note: All CLINS are FFP?

-Is one CD required to be submitted of the Cost/Price Volume?

Answer: The Section L.2.4 reference has been changed to L.2.3. Volume IV: Factor 3- Price shall contain the completed/ signed Standard Form 33, “Solicitation, Offer and Award.” This includes filled-in pricing within Section B and required fill-ins for applicable provisions and clauses. In addition, Offerors are to provide signed copies of all Amendments and a Small Business Subcontracting Plan (if required). CD’s are optional.
