SUMMARY OF CHANGES

SUMMARY OF CHANGES

AMENDMENT 0002

The purpose of this Amendment is to:

1. Revise the Performance Work Statement in sections 3.1.1, 3.2.3, and 7.1.1.

2. Amend CLINs 0026, 0052, 0078, 0104, and 0130 from “Sample Bottle Kits w/ mailers and shipping” to “Sample Bottle Kits w/ mailers.”

3. Add CLIN 0135- “Shipping”. Please note; A not-to-exceed amount of $512,500.00 is referenced in the description of CLIN 0135. Contractors should use the provided number ($512,500.00) when quoting CLIN 0135.

4. Add Clause 52.243-1 Alt II to Section I.

5. Answer the following questions:

Q.) Is the small business standard of 15M counted as the whole company, or just the division that is bidding on the contract?

A.) It is counted at the CAGE/DUNS level, however the entity is registered in SAM.

Q.) Regarding the ISO certification requirements; ISO 9000 is simply a general management of a firm certification.

The appropriate certification should be ISO 17025 which is laboratory specific and would guarantee that the lab has been audited by an outside firm, participates in round robin testing, uses appropriate and verified methods of testing.

A.) Please see Page 73 of the RFP which states “The Contractor shall be a certified new and used oil sampling laboratory that, at a minimum, is certified in accordance with ISO-9000 or ISO 17025.”

Q.) Who is the current contract holder?

A.) This is a new requirement.

Q.) Does CONUS stand for Continental United States? Would a lab that is outside CONUS be allowed?

A.) Yes, CONUS stands for Continental United States. Please see Page 73 of the RFP which states “The Offeror’s sampling laboratory shall be inside CONUS.”

Q.) Some of the key personnel we would consider using are not US citizens. Would this disqualify us from winning the contract?

A.) This would not result in disqualification.

Q.) As listed under 3.1.1 carrier is listed as DHL, UPS and USPS. Can FedEX be used instead of UPS where feasible?

A.) Yes, FedEx can be used in lieu of UPS where feasible. Please see the update on Page 75, section 3.1.1 of the Performance Work Statement.

Q.) Shipping to be included To and From the ships Correct?

A.) Yes, shipping is to be included to and from the ships.

Q.) Are any shipping locations (to and from) Outside CONUS? (as shipping rates will vary greatly based on locations)" A.) Yes, shipping locations will include OCONUS locations. Major Navy ports such as Bahrain, Yokosuka Japan, Sasebo Japan, Rota Spain, and Singapore will likely be a large majority of the OCONUS samples, however, this is not a complete list. A complete list of shipping locations will be provided for each Task Order (RFQ) under the contract.

Q.) Since many of the navy's vessels are deployed it makes it impossible for a laboratory to price or manage the shipping of samples and supplies. There are specialized firms that manage this portion of the contract for other international clients such as MSC since most labs are not equipped to ship internationally. We believe that having the laboratory responsible for this portion will take the focus off of the testing and date responsibilities.”

A.) We have reviewed your suggestion, and the Government does not intend to make those changes to the requirement at this time.

Q.) Could you let me know how much is the estimated contract value of this project?

A.) It is the Contractor’s responsibility to provide the Government with a priced proposal.

Q.) All the CLINS have a maximum quantity, what are the minimum quantities for each CLIN line item?

A.) The minimum amount for any CLIN is zero (0). However, the guaranteed minimum is $100,000.00.

Q.) The guaranteed minimum is $100,000.00. Is this dollar amount for each year or the total of the 5 years combine contract?

A.) This is the total guaranteed minimum.

Q.) Is the Code “331” or “N64498”?

A.) N64498 is the UIC for Naval Surface Warfare Center Philadelphia Division.

Q.) Can you provide the zip codes and address for each vessel to properly calculate the shipping cost for both sending the sample bottle kits and samples coming to our lab location?

A.) No, we cannot provide a list of all locations ships will be mailing samples from. Majority of samples will come from; [Virgina – Norfolk, Newport News, Chesapeake, Little Creek, Virginia Beach, etc], [Mayport, FL], [Jacksonville, FL], [San Diego, CA], [Bremerton, WA], [Pearl Harbor, HI], [Yokosuka, Japan], [Bahrain], [Singapore], [Rota, Spain], [Pasagoula, MS], [Mobile, AL], [Milwaukee, WI], [Guam], [Portsmouth, ME], [Diego Garcia], [Guantanamo Bay, Cuba], [Souda Bay, Greece], [Naples, Italy], [Sigonella, Italy], [Okinawa, Japan], and Ship FPOs. The above list is NOT all inclusive, and additional shipping locations will be included. Exact location will be requested at the Task Order level. Please use the not to exceed amount of $512,500.00 for proposal submission purposes.

Q.) Requirements 3.0 indicate you needed shipping labels from DHL, UPS and USPS. Does that mean we need to set up an account for each company as a minimum? Or can we choose our vendor to fulfill your request? And does the government have special discount with these vendors we can utilize to formulate a lower price.

A.) You can choose vendor to fulfill request - those listed are examples, but it is the contractor's responsibility to ensure 2-day shipping with that vendor can be met. USPS may not meet these requirements OCONUS.

Q.) Do we need a special security computer to transfer oil analysis data? If so, please explain the type we need?

A.) No

Q.) Post Award Conference Meeting within 7 days. Where will this meeting be held?

A.) The Post Award Conference Meeting may be held via a conference call, NSWCPD, or at the Contractor’s facility. This will be discussed upon contract award.

Q.) The RPVOT test requested in CLIN 0025, 0051, 0077, 0103, and 0131 has a required sample volume of 8 ounces and may take over 24 hours. These two issues would inhibit our ability to provide analysis within 2 days and would require substantially more oil than normally provided. We would like to offer the RULER test (ASTM D7590) as an alternate to RPVOT. This test provides fast and accurate results, comparable to RPVOT, using less than 1 mL of oil. If this alternate test is not acceptable, would an exception be made for the 2-day turnaround for test slates containing RPVOT?

A.) RPVOT is not expected to be performed on every oil sample. In the event it is required, an exception would be made for the 2-day turnaround time.

Q.) Page 76, 3.2.3 - “Sample Labels: The contractor’s facility shall be capable of providing printed barcoded sample labels for easy tracking and error free entry of samples. The contractor’s facility shall be capable of processing samples that are identified with barcodes with 2/7 or 3/9 format.” We cannot find code 2/7 for barcode. Is this a typo? 2/5 is what we see and can comply.

A.) Yes this is a typo and should be 2/5

Q.) All proposed substitutes shall have qualifications equal to or higher than the qualifications of the person to be replaced. The Contracting Officer shall be notified in writing of any proposed substitution at least forty-five (45) days, or ninety (90) days if a security clearance is to be obtained, in advance of the proposed substitution. Such notification shall include: (1) an explanation of the circumstances necessitating the substitution; (2) a complete resume of the proposed substitute; and (3) any other information requested by the Contracting Officer to enable him/her to judge whether or not the Contractor is maintaining the same high quality of personnel that provided the partial basis for award. It would be difficult to comply with this if someone resigns or is terminated. Please tell us how this is applied in the case of a resignation, with only a two weeks’ notice.

A.) In this situation, the contractor would be required to notify the Government as quickly as possible.

Q.) Page 132, 2(iii) – “Each service employee who will perform the services under the contract will spend only a small portion of his or her time (a monthly average of less than 20 percent of the available hours on an annualized basis, or less than 20 percent of available hours during the contract period if the contract period is less than a month) servicing the Government contract.” Who is a “Service employee” and can we accommodate the time restrictions?

(What is a “Service Employee”?)

A.) A Service Employee is an employee working on a Government services contract.

Q.) Would it be acceptable to test for soot as an alternative to insolubles (ASTM D893)? For the used diesel engine oil samples on which this test would be performed, soot would be a primary component of the insolubles, and would offer correlating results. We can test for soot using two different methods. The first is soot by Fourier Transform Infrared (FTIR) spectroscopy (ASTM D7844), with results reported in absorption units. The second is soot by Fixed-Filter Infrared Instrument (ASTM D7686), with results reported in percent soot.

A.) Yes, any of the methods proposed above would be acceptable.

Q.) How often will samples be sent in for analysis? Will each ship be sending in samples on a regular basis, providing a somewhat steady stream of samples? Or will all the samples be gathered and periodically sent in one huge shipment of hundreds of samples?

A.) Most, but not all samples would be sent on a monthly basis. Ships tend to send in about 5-15 samples at a time, but each ship sends samples at different times (i.e. not all on the 1st of the month). Please refer to Clause 252.216- 7006 on page 115.

Q.) We would like to confirm if the ICML MLA I / II would be accepted as an alternative to the CLS employee requirement on page 81 of the bid. The ICML body of knowledge is equivalent to the STLE and having the MLA II means that the member will have the tools and knowledge to properly analyze and interpret lube oil results.

A.) ICML MLA I / II would be an acceptable alternative.

Q.) We are having difficulty fitting our response to the RFP on a 25-page limit. Is there any leeway on page limits?

A.) Please refer to page 164 of the RFP where it is stated “the entire proposal (excluding pricing) shall not exceed twenty-five (25) pages in length. Resumes and letters of intent are excluded from the proposal page limit. The page limit for each resume is limited to two pages each.”
