SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

The purpose of Amendment 0001 is to provide answers to submitted questions and to extend the response due date.

RFI Questions and Answers:

Q1: The bid documents do not contain a door schedule detailing specifications for the thirty (30) doors, frames and hardware components scheduled to be replaced. Bidders will need detailed product information in order to provide an accurate and competitive bid. Please provide this information.

A1: The scope of work (SOW) reference section 1.25 provides sufficient guidance for specifying and pricing materials and installation. Specifically, section 1.25.13 includes Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements, and UFC 4-010-01, DoD Minimum Antiterrorism Standards For Buildings. These UFCs provide specific guidance on the requirements that doors (both interior and exterior) must meet. Also, sections 2.2.1, 2.2.1.1, and 2.2.1.2 note “…ASTM F 2247 with ASTM F 2927 (Reference 1.25.8), as described in UFC 4-010-01 (SOW Reference 1.25.13).” The only interior doors that require locks are the utility rooms (NW4, NW8, and SW4), which shall receive new locks, and the personnel door (SW8), which has a combination lock which shall be removed and returned to the Government (the new SW8 shall be prepared for the future installation of a similar combination lock). All hardware shall comply with the various references and relevant local, state, and federal codes, standards, and regulations (including, but not limited to, ADA). Hardware, cores, and cylinders shall match existing. Doors are APPROXIMATELY 7 FT tall by 3 FT wide (with the exceptions of the utility doors, which are smaller), but field verify for exact measurements.

Q2: Please provide a detailed scope of work and specifications for any electrical or security work associated with the replacement of doors.

A2: As noted in RFI question 1, the specifications for the materials used and the overall performance of work are as noted in the SOW references (section 1.25). The contractor shall be prepared to secure the door appropriately after business hours (with an enclosure or other approved method) if necessary, as required by SOW section 1.10. The wiring for the electric strikes/locks shall be disconnected from the existing exterior doors, and rewired into the new exterior doors. Any removed electronic components of the security system shall be retained for reinstallation on the new exterior doors. The locks installed on the new exterior doors shall match existing.

Q3: Do the cabinet heaters need a disconnect switch?

A3: Yes.

Q4: Please share the information of the contractor who installs and services the automatic equipment.

A4: There is currently no service contractor maintaining the automatic door opener.

Q5: Are all the doors metal?

A5: Yes.

Q6: Will a dumpster location outside of the building be provided?

A6: An appropriate location will be made available. The Contractor shall coordinate with the TPOC upon award.

Q7: Will the Navy require all gaps between stair risers/platforms and walls to be caulked?

A7: No.

Q8: The only door rating that was legible was SW4 which has a 1 ½ hour fire resistance. Shall all new doors match this rating or will the Navy provide specific rating requirements for each door?

A8: Yes, at a minimum all doors shall have a 90-minute fire resistance.

Q9: Door NW8 has a stone threshold with a broken corner. Shall this threshold be replaced or left as is?

A9: It shall be repaired.

Q10: How are the unit heaters in each entryway shutoff and how should they be terminated?

A10: If this question is in reference to the existing hydronic heaters, they are controlled locally and do not have a disconnect, and shall not necessarily be terminated; their wiring shall be used for the new heaters. The new cabinet heaters shall be controlled via wall-mounted thermostat (wired via wall-molding) as noted in paragraph 2.3.1.3 of the SOW.

Q11: The northwest entry appeared to have a nonfunctioning automatic door opener. Will new automatic door openers be required for one or both entryways? If so, can the Navy provide make and model of existing automatic door opener?

A11: The automatic door openers shall be removed and not be replaced. Handicap ingress is at different exterior doors.

Q12: The northwest entry door (NW1, NW2, and NW3) has wire molding on the interior face of the door frames.

What is this wire molding?

A12: This wire molding is the communications wiring for the swipe card reader. It shall remain intact to the maximum extent possible. If it is required to be cut for the installation of the new door assemblies and/or electronic strikes, coordinate with the TPOC to schedule this downtime, and ensure that the opening is otherwise secured as noted in section 1.10 of the SOW.

Q13: What type of wall substrate are the exterior entry doorframes mounted to?

A13: The wall substrate is 8” CMU. Details are as shown in NAVFAC drawing No. 2068460, attached.

Q14: Are the entryway walk off mats to remain “as is”? Is concrete below mats simply be sealed or are slab depression to infilled?

A14: The mats are to remain as-is. The concrete below the mats shall be repaired and sealed, as with the rest of the floor. The slab depression shall remain for future replacement of the mats.

Q15: Will escorts be needed for work off hours/weekends?

A15: Yes. Coordinate with the TPOC for all work outside normal duty hours (0700 to 1900, Monday through Friday) as specified in section 1.10 of the SOW.

Q16: What is the Navy’s intended extent of the paint at the third floor ladder locations for the wall/ladder? Can a specific elevation be provided?

A16: The entirety of the ladder shall be painted, and the recessed wall shall be painted up to the full height of the ladder, approximately 16 feet.

Q17: Will the Navy provide an “as built” showing an existing door hardware/electronic security hardware schedule?

A17: No.

Q18: Will the removal/reinstallation of the existing card readers, electronic strikes, and electronic latches be incorporated into this scope of work?

A18: The existing card readers are outside the limit of disturbance and shall not be removed. Existing electronic strikes, latches, and other assorted hardware are part of the existing door hardware to be removed and replaced as part of the new door assemblies, and are therefore already covered within section 2.3.1.1 of the SOW.

Q19: Would the Government consider an extension of RFQ due date?

A19: The RFQ due date has been extended to 12pm 10 September 2019.

The following Drawing has been added to Section 1.6 of the SOW:

1.6.10 Dwg 2068460, Existing Building – Quarterdeck & Entry Vestible Details

The Request for Quotation is due on or before 12PM, 10 September 2019 and shall be emailed to david.rhoads@navy.mil.

All other terms and conditions remain unchanged.
