Question 1: "Following up our phone conversation, below are the First Article Testing requirements:
* Mil-S-901D Medium Weight Shock Test Grade A
* MIL-STD-167-1A Vibration Test
* DOD-STD-1399, Section 301A The paragraph states:
"All testing will encompass pre-assembly inspection, performance testing, Shock test, vibration test, post shock test performance testing, post shock test and inspection. In addition, inclined operational testing will be conducted IAW DOD-STD-1399, Section 301A."
To clear up confusion, we are looking for an answer on how to go about said tests.
1. Is there a company that we may have overlooked that facilitates all prescribed testing?
2. If not, is it expected that the unit being tested is to be transported from one test facility to another for test completion?
As we discussed, a company that can perform the shock and vibration tests may not have the capability to provide the steam and water required. If you have questions or need me to clarify further, please let me know."
Answer 1: For shock and vibration testing the turbine can be supplied by high pressure air via 1600 - 1750 CFM mobile large scale air compressor. For shock testing you just need to spin the turbine/pump to a reasonable speed example: 3000 - 4000 RPM and provide at least 150 to 250 psi on pump discharge.
For performance testing for 100 hour test and 500 hour endurance testing a 600# boiler or equivalent will be needed and that is up to the vendor to provide.
Question 2: "To clarify-our assumption was that the shock and vibration testing would be performed separately from the operational performance and inclined operation tests. If the shock and vibration testing needs to be performed while in operation, we would likely take exception to that aspect of the requirement. While we do have facilities available for the unique tests, as pointed out - combining those tests would be more challenging."
Answer 2: Shock and vibration is almost always completed together since they must be done at an approved Navy test Lab. The shock table and vibration table are side by side. Once shock is completed the unit is then moved to the vib table. This is standard practice for any type of pump being tested. If a vendor chooses to use different Navy approved labs to do shock, and another for vib, they can do so. Some commercial test labs have a water tower, aux pumps, hoses, electrical controllers, and instrumentation and everything required to facilitate the testing. They also fabricate all the shock fixtures. These Navy approved test labs will write the test procedures too. The inclined test can be done at the vendor’s facility separately, if they have the capability to perform this test. If they don't, it can be done at another facility that does have the capability. The Endurance test can be done at the vendor's facility separately, if they have the capability. If not, they can perform the test at another facility that has the capability to perform the testing. All test procedures must be approved by NSWCPD and all testing will be witnessed by NSWCPD.
