Question 1: Section L of the solicitation limits the technical proposal to 100 pages in length, and requires double sided pages. Please confirm that the limit is 100 double-sided pages.
Answer 1: The technical proposal should be no more than 100 pages in length. The printed technical proposal is required to be printed double-sided.
Question 2: Please provide Schematic #1, #2, #3, #4. These items are required per the RFQ document in order to design the unit. The documents are referred to in the following sections: v 3.1, v 3.1.1, v 3.1.2, v 3.14, v 4.19, v 7.0.
Answer 2: The schematics have been added within solicitation Amendment 0001.
Question 3: Section 3.1.22 indicates that the government will provide the steam pressure and flow control system equipment for feed pumps. Please determine if the instrumentation required for the control system (i.e. pressure transmitter) is provided by the government or not.
Answer 3: All steam controls, control valves, and indicators will be provided by NSWCPD. The Offeror will provide a connection on the attached lube oil pump so that NSWCPD can connect speed indicating equipment to determine the shaft speed.
Question 4: Page 74 of the RFP documents states that the proposal has to be submitted in hard copies and has to be physically mailed. This would take away crucial 3-4 days of proposal preparation time. So we are requesting you to kindly allow electronic submission (via email) by the deadline of July 20. We will be happy to print out and mail the hard copies/CD's to you within a week of the deadline.
Answer 4: Hard copies are required to be mailed to our office by the deadline stated in the RFP.
Question 5: You have stated: "The only things needed are NAVSEA welding Publications S9074-AR-GIB- 010/278 and -248 and Mil-Std-777, as they cover everything." Do you mean these documents cover all the specs for manufacturing? Please confirm that we should we still refer to test procedures/requirements documents cited for FAT.
Answer 5: NAVSEA welding Publications S9074-AR-GIB-010/278 and 248 should be followed for all welding on the pump, turbine housings, and foundation. Mil-Std-777 covers general piping and fittings and applies more to the lube oil fittings, and piping. Please follow the statement of work as it calls out what is needed. All first article testing and shop testing, as detailed in the statement of work, and associated specs and standards as called out, must be adhered to and FAT accomplished and witnessed by NSWCPD.
Question 6: We are much interested in submitting our quote for this solicitation. However, our resources are currently committed to other projects and may not be available in time for the submission deadline. We respectfully request that you extend the response date to August 20, 2018 (currently it is July 20, 2018). Building such customized systems is our core capability and we have extensive experience in designing and manufacturing them. The additional time of the requested extension will allow us to prepare a detailed technical proposal that is also cost-competitive. We hope that you will grant the extension.
Answer 6: The Government will NOT be extending the due date for proposals at this time.
Question 7: Further to our conversation can you direct me to any related drawings for this solicitation please? Pages 12/13 mention NAVSEA Drawing 803-1385850J & 803 1385884. (These are not attached to the solicitation, so I would need a copy from you if you would like them to be posted).
Answer 7: The referenced drawings have been removed from the solicitation as stated in solicitation Amendment 0001.
Question 8: Page 7 of the solicitation requests pricing for quantity for four (4) pumps. There is no provision in Section B for this price as a CLIN. Please clarify where the pricing for (4) pumps is to be shown?
Answer 8: The “Note to Offerors” originally appearing on Page 7 of the Solicitation has been deleted within solicitation Amendment 0001.
Question 9: What is the expected award and delivery date for the quantity four (4) pumps.
Answer 9: Please see solicitation Amendment 0001.
