HQ B-2-0004 EXPEDITING CONTRACT CLOSEOUT (NAVSEA) (DEC 1995)

(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $500 or less at the time of final contract closeout. The term "residual dollar amount" shall include all money that would otherwise be owed to either party at the end of the contract, except that, amounts connected in any way with taxation, allegations of fraud and/or antitrust violations shall be excluded. For purposes of determining residual dollar amounts, offsets of money owed by one party against money that would otherwise be paid by that party may be considered to the extent permitted by law.

(b) This agreement to waive entitlement to residual dollar amounts has been considered by both parties. It is agreed that the administrative costs for either party associated with collecting such small dollar amounts could exceed the amount to be recovered.

HQ B-2-0007 LIMITATION OF COST OR LIMITATION OF FUNDS LANGUAGE

The clause entitled "LIMITATION OF COST" (FAR 52.232-20) or "LIMITATION OF FUNDS" (FAR 52.232-22), as appropriate, shall apply separately and independently to each separately identified estimated cost.

HQ B-2-0014 PAYMENTS OF FEE (S) (COMPLETION) (NAVSEA) (MAY 1993)

(a) For purposes of this contract, "fee" means "target fee" in cost-plus-incentive-fee type contracts, "base fee" in cost-plus-award-fee type contracts, "fixed fee" in cost-plus-fixed-fee type contracts for completion and phase type contracts.

(b) The Government shall make payments to the Contractor, subject to and in accordance with the clause in this contract entitled "FIXED FEE" (FAR 52.216-8) or "INCENTIVE FEE", (FAR 52.216-10), as applicable. Such payments shall be equal to __TBD__ percent ( ) of the allowable cost of each invoice submitted by and payable to the Contractor pursuant to the clause of this contract entitled "ALLOWABLE COST AND PAYMENT" (FAR 52.216-7), subject to the withholding terms and conditions of the "FIXED FEE" or "INCENTIVE FEE" clause, as applicable (percentage of fee is based on fee dollars divided by estimated cost dollars, including facilities capital cost of money). Total fee(s) paid to the Contractor shall not exceed the fee amount(s) set forth in this contract.

(c) In the event of discontinuance of the work under this contract, or any specified phase of the contract, in accordance with the clause of this contract entitled "LIMITATION OF FUNDS" (FAR 52.232-22) or "LIMITATION OF COST" (FAR 52.232-20), as applicable, the fee shall be equitably adjusted by mutual agreement to reflect the diminution of work. If the adjusted fee is less than the sum of all fee payments made to the Contractor under this contract, the Contractor shall repay the excess amount to the Government. If the adjusted fee exceeds all payments made to the Contractor under this contract, the Contractor shall be paid the additional amount, subject to the availability of funds. In no event shall the Government be required to pay the Contractor any amount in excess of the funds obligated under this contract at the time of the discontinuance of work.

(d) Fee(s) withheld pursuant to the terms and conditions of this contract shall not be paid until the contract has been modified to reduce the fee(s) in accordance with paragraph (c) above, or until the Procuring Contracting Officer has advised the paying office in writing that no fee adjustment is required.

HQ B-2-0015 - PAYMENT OF FEES(S) (LEVEL OF EFFORT) – ALTERNATE I (NAVSEA) (MAY 2010)

(a) For purposes of this contract, "fee" means "target fee" in cost-plus-incentive-fee type contracts, "base fee" in cost-plus-award-fee type contracts, or "fixed fee" in cost-plus-fixed-fee type contracts for level of effort type contracts.

(b) The Government shall make payments to the Contractor, subject to and in accordance with the clause in this contract entitled "FIXED FEE" (FAR 52.216-8) or "INCENTIVE FEE", (FAR 52.216-10), as applicable. Such payments shall be submitted by and payable to the Contractor pursuant to the clause of this contract entitled "ALLOWABLE COST AND PAYMENT" (FAR 52.216-7), subject to the withholding terms and conditions of the "FIXED FEE" or "INCENTIVE FEE" clause, as applicable, and shall be paid at the hourly rate(s) specified above per man-hour performed and invoiced. HQ B-2-0020 TRAVEL COSTS - ALTERNATE I (NAVSEA) (APR 2015)

(a) Except as otherwise provided herein, the Contractor shall be reimbursed for its actual travel costs in accordance with FAR 31.205-46. The costs to be reimbursed shall be those costs determined to be allowable, allocable and reasonable by the Procuring Contracting Officer, Administrative Contracting Officer or their duly authorized representative, as advised by DCAA.

(b) Reimbursable travel costs include only that travel performed from the Contractor's facility to the worksite, in and around the worksite, and from the worksite to the Contractor's facility.

(c) Relocation costs and travel costs incidental to relocation are allowable to the extent provided in FAR 31.205-35;

however, Contracting Officer approval shall be required prior to incurring relocation expenses and travel costs incidental to relocation.

(d) The Contractor shall not be reimbursed for the following daily local travel costs:

(i) travel at U.S. Military Installations where Government transportation is available,

(ii) travel performed for personal convenience/errands, including commuting to and from work, and

(iii) travel costs incurred in the replacement of personnel when such replacement is accomplished for the Contractor's or employee's convenience.

Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

Performance Work Statement for Aircraft Carrier Program Management, Engineering, Technical, and Logistics Support

1.0. INTRODUCTION

1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 23, which is responsible for program management, engineering, technical, and logistics support for Hull, Mechanical, and Electrical (HM&E) systems and equipment on U.S. Navy Aircraft Carriers.

1.0.2. This contract is for non-personal services. It does not create employment rights with the U.S. Government whether actual, inherent, or implied. By agreeing to perform the services described in these specifications, the Contractor acknowledges that he/she is not, and shall not become, an employee of the U.S. Government. The Contractor further agrees that he/she shall not bring any cause of action in any forum claiming that he/she has become an employee of the U.S. Government.

1.0.3. Government / Contractor Relationship

a). The services to be delivered under this procurement are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the award between the Government and the Contractor's personnel.

Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.

b). The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence c). Contractor personnel under this procurement shall not engage in any of the inherently Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.

d). Employee Relationship:

1) The services to be performed under this procurement do not require the Contractor or its personnel to exercise personal judgment and discretion on behalf of the Government. Rather the Contractor's personnel will act and exercise personal judgment and discretion on behalf of the Contractor.

2) Rules, regulations, directives, and requirements that are issued by the U. S.

Navy and NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation.

This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.

e). Inapplicability of Employee Benefits: This procurement does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.

f). Notice. It is the Contractor's responsibility to monitor procurement activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.

1) The Contractor should notify the Contracting Officer in writing within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each Government employee or Contractor official or employee involved or knowledgeable about such conduct; identify any documents or substance of any oral communication involved in the conduct; and the estimate in time by which the Government must respond to this notice to minimize cost, delay, or disruption of performance.

2) The Contracting Officer will, within five (5) calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer will either:

(i) Confirm the conduct is in violation and when necessary direct the mode of further performance,

(ii) Countermand any communication regarded as a violation,

(iii) Deny that the conduct constitutes a violation and when necessary direct the mode of further performance, or

(iv) In the event the notice is inadequate to make a decision, advise the

Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.

1.1. BACKGROUND

NSWCPD Code 23 is responsible for program management, engineering, technical, and logistics support for HM&E systems and equipment on U.S. Navy Aircraft Carriers. To execute responsibilities, Code 23 requires the support of engineering, technical, logistic, and program management personnel to assist in the areas delineated in this Performance Work Statement (PWS). This support shall be provided to NSWCPD, Aircraft Carrier Type Commanders (TYCOMs), PMS 312, PMS 378, NAVSEA 05, other U.S. Navy activities, and on U.S. Navy Aircraft Carriers while in port or underway. NSWCPD Code 23 shall have overall control and responsibility of the projects for which task orders are issued.

Code 23 requires the following support: program management assistance, shipboard technical and repair assistance, work product tracking, engineering technical analysis, data collection and analysis, metrics, development and testing support, engineering development models, and logistic product development.

The Contractor shall reference and utilize the latest version available when performing tasks within this PWS.

3.0. REQUIREMENTS

3.1. Program Management Support

3.1.1 The contractor shall provide general program management support which includes budgeting, scheduling, planning, estimating, progress tracking, and reporting on equipment and system installations, maintenance, and modifications and repairs.

3.1.2 The contractor shall provide program management liaison support between NSWCPD Program Managers, ISEAs, NAVSEA 05, PMS312, PMS378, TYCOMs, NAVSEA 08, various waterfront activities, and Original Equipment Manufacturers (OEMs).

3.1.3 The contractor shall assist with the development, modification, formal documentation, and future revision of NSWCPD processes, including development of process maps. Processes requiring documenting include internal NSWCPD processing of Casua l ty Repor t s (CASREPs), Liaison Action Requests (LARs), SCD Technical Assessment Team (TAT) reviews, Steam Plant Action Requests (SPARs), Steam Plant Liaison Inquiries (SPLIs), and Commitments.

3.1.4 The contractor shall process and disseminate CASREPs, SPARs, SPLIs, LARs, SCD TAT Reviews, and other documentation as necessary.

3.1.5 The contractor shall provide meeting and training support. This includes attending and participating in meetings, conferences, and training activities; development of meeting materials, agendas, presentation books; recording and publishing of meeting minutes, and tracking of action items.

3.1.6 The contractor shall collect, review, and streamline weekly status inputs from supporting ISEAs for program report submittal.

3.1.7 The contractor shall develop, update and review technical documentation associated with HM&E systems and equipment installed on U.S. Navy Aircraft Carriers.

3.1.8 The contractor shall provide engineering and technical support for nuclear propulsion and auxiliary systems to include resolution of emergent equipment problems and Subject Matter Expert (SME) support for ongoing projects and initiatives.

3.1.9 The contractor shall provide courier and documentation control support for the NSWCPD. Support functions shall include the following:

a.) Collect ship design products, which consist of technical specifications and engineering drawings and diagrams from various Naval activity locations.

b.) Assist in determining the appropriate NSWCPD engineer to provide technical review of each work package.

c.) Transport and deliver documents and review comments (unclassified, For Official Use Only (FOUO), Not Releasable to Foreign Nationals (NOFORN), and classified up to SECRET level) in the most expeditious method available. Delivery will be due by the next business day, therefore the most expeditious method could be, but will not limited to, hand delivery or overnight approved mail delivery.

d.) Make multiple copies of large technical engineering drawings and diagrams for delivery by the next business day.

3.1.10 The contractor shall provide support for aircraft carrier propulsion plant systems and equipment, including systems under the cognizance of NAVSEA 08J/K/T, as well as the CVN68 Class Propulsion Plant Engineering Activity (PPEA) organization and work responsibilities.

3.1.11 Due to the nature of the type of support required and the development of emergent taskings, the contractor shall have the ability to provide support on an urgent, as needed basis to support frequent meetings, at some times with little or short notice.

3.1.12 The contractor shall assist in the development of executive and Admiral level briefs and reviews, and provide recommendations on processes and metrics.

3.1.13 The contractor shall develop hierarchical financial metrics that link NSWCPD cost management efforts across cost centers to assist in the projection of carry over. This includes financial performance analysis, to support enterprise decision making processes. See CDRL A005.

3.1.14 The contractor shall prepare and oversee the development of customized financial reports, spreadsheets, labor burn rates, and metrics. Metrics shall be displayed as graphics, charts, and dashboards for programs. See CDRL A005.

3.1.15 The contractor shall provide analysis and review of return costs for AIT installations. Review baseline cost estimates with actual costs and identify performance of AIT contractors.

3.1.16 The contractor shall provide graphic design support by planning, analyzing, and creating visual solutions to communicate messages through print and electronic media. Projects include illustration, photography, and various print layout techniques to relay explanation of capabilities, knowledge areas, work areas, major programs and efforts.

3.1.17 The contractor shall provide general program management support, to include Plan of Action and Milestones (POA&Ms), ILS, project tracking, AIT and CCT installation oversight, and Quality Assurance (QA) support.

3.1.18 The contractor shall provide program management support to Smart Carriers, Distributed Data and Control Networks (DDCN), Machinery Control System Suite (MCSS), Navigation Critical Distribution System (NCDS), and Integrated Bridge and Navigation Systems (IBNS) programs and their associated networks.

Support includes developing and reviewing in-briefs, installation POA&Ms, NAVSEA 04 letters, QA workbooks, Naval messages, and Alteration Completion Reports (ACRs). Provide review and oversight to ensure documents are delivered in accordance with Navy Modernization Process (NMP) milestones and AIT requirements (TS9090-310 and NAVSSESINST 4720.2) are met.

3.1.19 The contractor shall assist program managers with the development and tracking of POA&Ms for related installations, programs, and projects. This may include strategic planning and analysis of requirements to assist in developing a fully Integrated Master Schedule (IMS). This IMS will result in the creation of yearly budget figures to support planning, analysis of material verses labor costs, program schedule and cost risk analysis

3.1.20 The contractor shall provide general program management support for HM&E projects, to include the following:

a.) Develop status issue tracking documentation, dashboards, and metrics.

b.) Develop graphical visual solutions to illustrate plans and progress.

c.) Set up, draft minutes, and participate in meetings that are established.

d.) Consolidate, track, and manage documentation, and provide input and assist in the development of formal documentation.

e.) Develop POA&M documentation.

f.) Coordinate tracking of metrics and facilitate analysis of those metrics for financial and schedule progress updates.

g.) Collect and review status and progress inputs.

h.) Develop and assist with new and existing workflow requirements.

i.) Develop digital documentation that support with workflow, metrics, status, POA&Ms, and other graphical reports.

3.1.21 The contractor shall provide program management support to the Refueling

Complex Overhauls (RCOH) Program for CVN Class ships. Program management support includes:

a.) Obtain and compile RCOH status updates from ISEAs in MPM and CPRs.

b.) Assist in updating and processing RCOH Condition Reports for Repair

Tasks.

c.) Assist in the development of monthly Drumbeat & Command Briefings.

d.) Revise 7300s on GEMS database.

e.) Assist with compiling financial data for yearly projections and quarterly sponsor reports.

f.) Participate in monthly meetings with various RCOH sponsors (3-4 meetings per month).

g.) Retrieve SIDS from IDE and distribute for review to ISEAs as necessary.

h.) Compile SUPSHIP Contractor monthly expenditure reports from Tech

Codes.

i.) Track and maintain GFE and GFI tracker and assist in RCOH data calls by compiling ISEA feedback.

j.) Track and assist in issuing responses to D-LARS.

k.) Revise CPRs & QPRs.

l.) Develop, revise and maintain POA&Ms. Input Key Events & Deliverables from POA&Ms in MPM to ensure awareness of deliverables.

m.) Provide metrics as requested, maintain MRA Tracker, ESU and CEMAT

Tracker and review test procedures.

n.) Review and track status of SCDs proposed for RCOH installation.

o.) Monitor and track ILS Certifications for RCOH SCD Installations.

p.) Maintain and track RMMCO requirements for RCOH AITs (Check-In &

Check-Outs).

3.1.22 The contractor shall provide administrative process support to apply the Risk

Management Framework process to hull, mechanical, and electrical systems.

Duties include collecting information from the system subject matter expert, creating process POA&Ms, tracking progress, and typing data into file templates.

3.2. Engineering/Technical Support

3.2.1. The contractor shall provide engineering and technical support to the design, repair, installation, modification, operation, maintenance, troubleshooting, and testing of U.S. Navy equipment and systems. Support includes review of technical documentation, procedure development and implementation, as well as incidental equipment and parts procurement assistance.

3.2.2. The contractor shall provide waterfront liaison support.

a.) This liaison shall communicate between ship’s force, ship yards, Regional

Maintenance Centers (RMCs), AITs, OEMs, and other supporting activities.

b.) Liaison shall provide NSWCPD the status of alterations, non-permanent changes, repairs, operation, maintenance, and testing of specific systems and equipment and shall provide immediate feedback on shipboard issues and concerns.

c.) Liaison shall track alterations in accordance with TS9090-310E, Alterations to Ships Accomplished by AITs.

d.) Liaison shall attend Work Production Meetings, Work Authorization Form (WAF) meetings, and other meetings as directed by NSWCPD.

3.2.3. The contractor shall provide technical support for NSWCPD related activities with various Navy Type Commanders and NAVSEA programs and projects to provide emergent shipboard technical support as required, to include groom and repair work on the following CVN systems:

a.) Ship’s Service Air Compressors (SSACs) b.) High Pressure Air Compressors (HPACs) c.) Low Pressure Air Compressors (LPACs/LPAPs) d.) Oxygen/Nitrogen (O2N2) Production systems e.) Gaseous Nitrogen Generators and Liquid Oxygen Production & Stowage

Systems (specifically, CVN-77) f.) Oily Waste Systems (OWS, OWMS, HCOWS) g.) Arc Fault Detection Systems h.) Electronic Actuators (specifically, CVN-77 and CVN-78) i.) Elevator PLC Programming (specifically, CVN-77 and CVN-78) j.) Machinery Control Monitoring System (MCMS) Programming (CVN-78) k.) Damage Control Systems (specifically, CVN-78) l.) Air Conditioning & Refrigeration Systems (CVN-68 Class and CVN-78

Class) m.) Solid State Frequency Converters supporting Aircraft Electrical Service

Systems (specifically, CVN-77)

3.2.4. The contractor shall provide shipboard troubleshooting and onsite support for emergent repairs pertaining to Aircraft Carrier HM&E systems.

3.2.5. The contractor shall provide emergent engineering, technical, logistics, and maintenance (repairs) support for Oil Pollution Abatement (OPA) systems, onboard

U.S. Navy Aircraft Carriers, for the purpose of conducting assessments, providing technical oversight, and providing consumable material support utilizing original equipment manufacturers (OEM) as directed.

3.2.6. The contractor shall provide shipboard material condition assessment services for OPA systems by providing recommendations for repairs and technical support.

3.2.7. The contractor shall provide emergent engineering, technical, logistics, and maintenance (repairs) support for Ship’s Service Air Compressor (SSAC) systems, onboard U.S. Navy Aircraft Carriers, for the purpose of conducting assessments, providing technical oversight, and providing consumable material support utilizing original equipment manufacturers (OEM) as directed.

3.2.8. The contractor shall provide shipboard material condition assessment services for SSAC systems by providing recommendations for repairs and technical support.

3.2.9. The contractor shall provide emergent engineering, technical, logistics, and maintenance (repairs) support for High Pressure Air Compressor (HPAC) systems, onboard U.S. Navy Aircraft Carriers, for the purpose of conducting assessments, providing technical oversight, and providing consumable material support utilizing original equipment manufacturers (OEM) as directed.

3.2.10. The contractor shall provide shipboard material condition assessment services for HPAC systems by providing recommendations for repairs and technical support.

3.2.11. The contractor shall provide emergent engineering, technical, logistics, and maintenance (repairs) support for Oxygen and Nitrogen Production (O2N2) systems, onboard U.S. Navy Aircraft Carriers (to include CVN-77), for the purpose of conducting assessments, providing technical oversight, and providing consumable material support utilizing original equipment manufacturers (OEM) as directed.

3.2.12. The contractor shall provide shipboard material condition assessment services for O2N2 systems by providing recommendations for repairs and technical support.

3.2.13. The contractor shall provide emergent engineering, technical, logistics, and maintenance (repairs) support for Electronic Actuators onboard U.S. Navy Aircraft Carriers (specifically CVN-77 and CVN-78), for the purpose of conducting assessments, providing technical oversight, and providing consumable material support utilizing OEMs as directed.

3.2.14. The contractor shall provide emergent engineering, technical, logistics, and maintenance (repairs) support for Air Conditioning & Refrigeration systems, onboard U.S. Navy Aircraft Carriers, for the purpose of conducting assessments, providing technical oversight, and providing consumable material support utilizing OEMs as directed.

3.2.15. The contractor shall provide shipboard material condition assessment services for Air Conditioning and Refrigeration systems by providing recommendations for repairs and technical support.

3.2.16. The contractor shall provide emergent engineering, technical, logistics, and maintenance (repairs) support for Solid State Frequency Converters (SSFCs) supporting Aircraft Electrical Service System (AESS) Stations onboard CVN-77, for the purpose of conducting assessments, providing technical oversight, and providing consumable material support utilizing OEMs as directed.

3.2.17. The contractor shall collect and create the necessary and sufficient artifacts to produce a network model for CVN-78 that captures an end to end view of the platform. These artifacts will be provided to the network modeling team in the second phase of this effort. Examples of these artifacts include but are not limited to: Complete List of Systems, Functional Interfaces, Data Exchanged, and Applicable System Properties. See CDRL A006.

a.) As part of the development of the model, the contractor shall work with the program office, technical authority, ISEAs and other relevant data owners in order to obtain access to the latest documentation for use in creating the baseline network model; perform data collection and ship surveys; and hold design reviews to ensure the baseline data is correct.

b.) When complete, the contractor shall deliver a complete list of artifacts to as mentioned above to support the second phase of development (network model).

3.2.18. The contractor shall support current and emergent CVN78 technical issues affecting delivery of any HM&E platform system. Current issues include but are not limited to: Valve Actuation, specifically the Permanent Magnet Electric Motor Actuator (PMEMA); Data Logging, specifically the All Projects Data Logger (APDL) GFE Install; and Supervisory Control (i.e. MCMS) to Ship System interface issues.

a.) The contractor shall work with the NSWCPD program office, technical authority, ISEAs and other relevant data owners (as part of the identification, research and resolution of platform issues) to update documentation for use in correctly modifying the baseline network model;

utilize data and ship status reports to enhance modeling efforts of the network model; provide input to future design reviews to ensure the baseline data stays current.

b.) The contractor shall deliver all artifact updates to support the enhancement of the baseline network model.

3.2.19. The contractor shall provide engineering and technical support related to Lithium Ion batteries. See CDRL A007. Work shall include:

a.) Provide Engineering support in accordance with Li-Ion Design Criteria Standard.

b.) Provide Engineering support for Li-Ion Battery Locker design and testing analysis, to include Environmental Qualification Report Review of Locker.

c.) Develop, coordinate, and analyze metrics to support engineering program efforts, including updating schedule and resource tables and comparison charts based on government input, planning, decision and milestone deliverable and transition metrics.

d.) Review and provide engineering analysis including implementation of Standard Operating Procedure; General Guidance for Li-Ion Batteries;

revise content of existing SCD 12397 and 13220 as it pertains to DCS revisions; generate comments, revisions, or addendum to FDAS Tech Manual, PMS, and Operating Procedures; provide technical guidance for future implementation of FDAS and Li-Ion Shops.

3.3. Logistics Support

3.3.1. The contractor shall develop, update and review logistical documentation associated with HM&E systems and equipment.

3.3.2. The contractor shall provide technical services in support of technical manuals, Allowance Parts Lists (APLs), Preventive Maintenance Systems (PMS), Operational Sequencing Systems (OSS), and drawings.

3.3.3. The contractor shall develop, review, and update Integrated Logistics Support (ILS) Certifications, track and clear outstanding ILS caveats, and coordinate development of ILS packages for delivery at the end of availabilities.

3.3.4. The contractor shall develop and prepare technical responses to TFBRs, TMDERs, and Technical Referrals (TRs).

3.3.5. The contractor shall provide training support to sponsors for in-service and new acquisition ship systems and equipment. Efforts include coordination and documentation of Aircraft Carrier Training Planning Process Methodology (TRPPM) reports, Navy Training System Plans (NTSP), and curriculum development projects

3.3.6. The contractor shall perform training Front End Analysis (FEA), training gap analysis, and Job Duty Task Analysis (JDTA). Efforts include management and development of system training curriculums and Training System Installation Plans (TSIPs). See CDRL A008

4.0. DATA REQUIREMENTS

4.1. Contract Status Report (CDRL A001)

4.1.1. This report shall reflect both Prime and Subcontractor data if applicable at the same level of detail.

4.1.2. The CDRL shall be delivered electronically, unless otherwise stated, and while Contractor’s format is acceptable, Government’s approval is required from the

COR.

4.2. Travel Report (CDRL A002)

4.2.1. This report shall reflect both prime and subcontractor data if applicable at the same level of detail.

4.2.2. The CDRL shall be delivered electronically, unless otherwise stated, and while

Contractor’s format is acceptable, Government’s approval is required from the

COR.

4.2.3. For any remote travel required, the contractor will report the destination, number of travelers, duration of stay, site points of contact, ship, hull number visited, findings, and work accomplished. Report shall be provided to the Government TPOC for the TI.

4.3. Contractor’s Personnel Roster (CDRL A003)

4.3.1. The CDRL shall be delivered electronically, unless otherwise stated, and while Contractor’s format is acceptable, Government’s approval is required from the COR. This report shall reflect both prime and subcontractor data if applicable at the same level of detail.

4.4. Other Direct Costs Report (CDRL A004)

4.4.1. The CDRL shall be delivered electronically, unless otherwise stated or data is being submitted in eCRAFT, and while Contractor’s format is acceptable, Government’s approval is required from the COR. This report shall reflect both prime and subcontractor data if applicable at the same level of detail.

4.5. Technical Report – Study / Services (Hierarchical Financial and Metrics Reports) (A005)

4.5.1. The contractor shall develop customized financial reports, spreadsheets, labor burn rates, and metrics. Metrics shall be displayed as graphics, charts, and dashboards for programs.

4.5.2. These reports shall link NSWCPD cost management efforts across cost centers to assist in the projection of carry over, and shall include financial performance analysis to support enterprise decision making processes.

4.5.3. These reports shall also document system health assessment metrics.

4.6. Developmental Design Drawings / Models and Associated Lists (CVN-78 Network Model Artifacts (A006)

4.6.1. The contractor shall collect and create the necessary and sufficient artifacts to produce a network model for CVN-78 that captures an end to tend view of the platform. These artifacts include but are not limited to: Complete List of Systems, Functional Interfaces, Data Exchanged, and Applicable System Properties.

4.6.2. The contractor shall provide deliverables in accordance with the associated Task Instructions.

4.7. Technical Report – Study / Services (Lithium Ion Battery Technical Analysis) (A007)

4.7.1. The contractor shall provide Environmental Qualification Report Review of Li- Ion Battery Locker.

4.7.2. The contractor shall provide engineering technical analysis of Fire Detection Actuation System (FDAS).

4.7.3. The contractor shall provide deliverables in accordance with the associated Task Instructions.

4.8. Logistics Product Data (ILS Deliverables) (A008)

4.8.1. The contractor shall provide ILS Deliverables in accordance with the associated Task Instructions.

4.9. Technical Report – Study / Services (Technical/Other Reports) (CDRL A009)

4.9.1. Technical reports and conclusions reflecting the work accomplished under each task set forth will be prepared and delivered to the Government when and in the form required by the COR.

4.9.2. There may be a need for other specific reports or documentation created as an integral part of a task order under this contract. Report format, contents and delivery requirements will be specified at the time of task order issuance.

5.0. SECURITY REQUIREMENTS

5.1. The Contractor is responsible for completing all required government mandated training to maintain security and network access to government sites and IT systems to include but not limited to Antiterrorism Level 1 Awareness, DoD Cyber-awareness Challenge, NCIS Counterintelligence Awareness, NAVSEA Security Briefing for New Navy Employees, NAVSEA Security Refresher, Records Management in the DON: Everyone's Responsibility, Training and Readiness: The Active Shooter, NAVSEA Introduction to Controlled Unclassified Information, NAVSEA Cybersecurity 101, Operations Security (OPSEC), NAVSEA Counterintelligence Training, Privacy and Personally Identifiable Information (PII) Awareness Training and NAVSEA Physical Security training. Certificates of successful completion shall be sent to the COR and as otherwise specified in the contract.

5.2. Contractor's key personnel shall have a security clearance at the SECRET level and any classified documents and reports received or generated by the Contractor shall be classified up to and including Secret Level in accordance with the attached DD Form 254 "Contractor Security Classification Specification".

5.3. An Active SECRET Facility Clearance (FCL) is required for performance on this contract.

5.4. The Contractor shall appoint a Facility Security Officer (FSO), who shall (1) be responsible for all security aspects of the work performed under this contract, (2) assure compliance with the National Industrial Security Program Operating Manual (NISPOM) (DOD 5220.22-M), and (3) assure compliance with any written instructions from the NSWC PD Security Office.

5.5 All contractor personnel accessing classified information or material associated with and/or performing work relative to the resultant contract must be United States citizens and shall have and maintain at a minimum a final (Inset CONFIDENTIAL or SECRET) security clearance at time of contract award.

5.6 Contractor requires access to Restricted Data (RD) information (NNPI, FOUO, NOFORN) in performance on this contract to access eLARs and/or SCD TATs that are NOFORN or U-NNPI;

handle NOFORN documents; accomplish work in the Nuclear Propulsion Plants of U.S. Navy Aircraft Carriers; and accomplish work in support of Warfighter Improvement Program (WIP) and Propulsion Plant Meeting (PPM) which require access to NOFORN data.

5.7 Contractor requires access to NNPI information in performance on this contract to access U- NNPI eLARs/SCD TATs; handle NNPI documents; accomplish work in the Nuclear Propulsion Plants of U.S. Navy Aircraft Carriers; access IDE for RCOH Programmatic Support.

5.8. The Prime Contractor shall:

5.8.1. Forward copies of DD254s provided to subcontractors to the Naval Surface Warfare Center Philadelphia Division (NSWCPD), ATTN: Security.

5.8.2. Direct the subcontractor to obtain approval, through the prime Contractor, for the public release of information received or generated by the sub through the prime Contractor.

5.8.3. Submit the subcontractor’s request for public release through the technical point of contact identified on the DD 254.

6.0. PLACE OF PERFORMANCE

The individual task order shall dictate the location. It is estimated that 25% of the work will occur on-site at the Contractor facility, 5% of the work will occur off-site at NSWCPD in Philadelphia, PA, and 70% of the work will occur off-site at fleet deliverable sites

Fleet deliverable sites may include Washington DC, Norfolk and Newport News, VA, San Diego, CA, Everett and Bremerton, WA, Pearl Harbor, HI, Yokosuka, Japan, and onboard U.S.

Navy Aircraft Carriers while in port and underway.

6.1. Performance will occur at the following government sites: NSWCPD and onboard various U.S. Navy ships.

6.2. Government will provide a desk, phone, computer, and network connection for up to five (5) Contractor personnel under this contract.

6.3. The specific location(s) will be provided at time of award of the task order. The Contractor shall provide a list of employees who require access to these areas, including standard security clearance information for each person, to the Contracting Officer Representative (COR) no later than three business days after the date of award. The work space provided to the Contractor personnel shall be identified by the Awardee, with appropriate signage listing the company name and individual Contractor employee name.

6.4. Access to Government buildings at Naval Surface Warfare Center Philadelphia Division is from 0600 to 1800 Monday through Friday, except Federal holidays. Normal work hours are from 0600 to 1800, Monday through Friday. Contractor employees shall be under Government oversight at all times. Government oversight requires that a Government employee be present in the same building/facility whenever Contractor employee(s) are performing work under this contract. Contractor personnel are not allowed to access any Government buildings at NSWCPD outside the hours of 0600 to 1800 without the express approval of the Procuring Contracting Officer (PCO).
