The following items are applicable to this modification:
SUMMARY OF CHANGES (REVISED)
1) The purpose of the subject amendment is to provide the following questions and answers and other administrative changes as a result of the questions as follows:
Questions and Answers:
In reference to the ESTIMATED LEVEL OF EFFORT table on page 7 of Amendment 1, would the Government confirm the “Total Labor Hours for 60 months (straight time)” for Engineer III (Senior) should be listed as 19,200?
‐ Correct. It was a typo and will be corrected in the award.
2. To clarify the response to Question 14, and Amendment 1 which had no changes made to PD-L01, would the Government please confirm that the offeror should submit an original and one copy for all 3 documents (The Solicitation, Offer and Award; the Technical Proposal; and the Cost Proposal), in 3 –ring binders?
‐ Correct Section L’s submission requirements were not changed.
3. Would the Government please confirm that Offerors may submit a Cover Page, Title Page, and Table of Contents for each of the three Documents listed in PD-L01 (originals and the copies), which are not included in page limitations?
‐ Correct the Cover Page, Title Page, and Table of Contents are not included in the page limitations.
4. Would the Government confirm all Fill-ins (B, H, I, K) should be submitted only with the Solicitation, Offer, and Award Document?
‐ The Contractor is responsible to fill-in all parts of the Solicitation that state that it requires a Contractor to fill-in.
5. The minimum experience for the Engineer II (Nuclear) key position includes “Two (2) years of experience with the design and development of U.S. Navy Aircraft Carrier nuclear reactor systems and components”.
According to Section H reference 5252.244-9102, “nuclear engineering effort” is defined as "includes engineering, drafting, and related technical support effort under NSWCPD technical cognizance”. Since there are no nuclear reactor systems or components under NSWCPD technical cognizance, and to better align to the PWS tasking, request the Government modify this experience requirement to “Two (2) years of experience with the design and development of U.S. Navy Aircraft Carrier propulsion systems and components or propulsion auxiliary systems and components”.
‐ This has been changed.
6. The minimum education for the Engineer II (Cybersecurity) key position is currently listed as a “Bachelor’s degree in Engineering from an accredited university”. Would the Government please consider changing the requirement to “a Bachelor’s degree in Engineering OR Computer Science from an accredited university”?
‐ This has been changed.
7. Page 90 of the Original Solicitation, Section L 2.2, references “Additionally, the electronic proposal shall be prepared…” Would the Government clarify if Offerors should submit one electronic copy on a CD-ROM for each of the 3 documents (The Solicitation, Offer and Award; the Technical Proposal; and the Cost Proposal), and that this disc should be submitted with the Original copy?
‐ Yes.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following Labor Categories Engineer II (Nuclear and Cybersecurity) have been modified as follows:
PERFORMANCE WORK STATEMENT
Engineer II (Nuclear) (one resume required):
Minimum Education: Bachelor's degree in Engineering from an accredited university.
Minimum Experience: Two (2) years of experience with the design and development of U.S. Navy Aircraft Carrier propulsion systems and components or propulsion auxiliary systems; experience with Aircraft Carrier alterations and upgrades, including the design, development, maintenance, and sustainment of Aircraft Carrier systems, equipment, or spaces. Knowledge of Navy Aircraft Carrier programs, organizations, functions, guidelines, and processes.
Engineer II (Cybersecurity) (one resume required):
Minimum Education: Bachelor's degree in Engineering or Computer Science from an accredited university.
Minimum Experience: Five (5) years of experience with U.S. Navy systems, including mechanical/electrical system design, installation, modification, operation, maintenance, troubleshooting, and testing of Aircraft Carrier equipment or systems; Two (2) years of cybersecurity experience with a demonstrated knowledge of NAVSEAINST 9400.2-M, NIST SP 800-53, and DODI 8500.01; Two (2) years of experience managing projects for DoD customers; One (1) year of experience implementing the RMF process on industrial controls systems.
SECTION H - SPECIAL CONTRACT REQUIREMENTS
Section a’s hours have been modified as follows:
5252.216-9122 LEVEL OF EFFORT – ALTERNATE I (MAY 2010)
(a) The Contractor agrees to provide the total level of effort specified in the next sentence in performance of the work described in Sections B and C of this contract. The total level of effort for the performance of this contract shall be 280,900 total man-hours of direct labor, including subcontractor direct labor for those subcontractors specifically identified in the Contractor's proposal as having hours included in the proposed level of effort.
2) All other terms and conditions remain unchanged.
