NOTES TO SECTION B:

1. CONTRACT TYPE: The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) located in Philadelphia, PA proposes to award one or more Indefinite-Delivery, Indefinite-Quantity, Cost-Plus-Fixed-Fee type Contract(s) providing support services as described in Section C, Statement of Work. The resultant Contract(s) will also contain provisions for Task Orders to be awarded on a fixed price basis when feasible. The Contract(s) shall have an ordering period from date of Contract award through sixty (60) months thereafter. The Period of Performance shall be from date of Contract award through seventy-two (72) months thereafter.

2. BASIS OF COMPETITION:

a. At the task order level, award determination will be conducted in accordance with clause PD-I02 “ORDERING

PROCEDURES FOR DELIVERY/TASK ORDERS ISSUED UNDER MULTIPLE AWARD CONTRACTS”.

b. At the task order level, the Procuring Contracting Officer shall make an integrated assessment which includes factors such as: market research on current MAC holders with regards to capability to perform the requirement; the similar size and complexity of the requirement; ongoing work currently being performed by the Contractors awarded Contracts under the MAC; ship schedules and required Period of Performance.

3. MULTIPLE AWARDS: As detailed in Section M, award will be made to the Offeror(s) whose offer(s) are determined to represent the best value to the Government. The Government will make award to no more than four

(4) Offerors.

a. The Multiple Award Contract resulting from this RFP will be considered complete (ineligible for issuance of additional task orders) when any of the following occur:

1. The ordering Period of Performance period specified in the Contract(s) has expired, OR;

2. The Government Estimate for the Program being supported by the Multiple Award Contract has been reached. The Government Estimate for the Program will be specified in the resultant award(s). OR;

3. The ceiling of any of the individual Contracts resulting from this RFP has been reached. If the ceiling of any of the Contracts is reached, the entire Multiple Award Contract is complete.

An individual awardee may be considered ineligible to compete for a Task Order if the ceiling remaining on their Contract is clearly less than the Independent Government Cost Estimate for that Task Order. In the event an awardee is permitted to compete for a Task Order, are the apparent awardee, and a resultant order would result in their exceeding their Contract cost ceiling: exceeding the Contract cost is permissible for that final order, however, any fee amount exceeding the FIXED FEE amount in the basic Contract is not allowable, and will not be included in the resultant Task Order.

b. The Contractor shall not be obligated to continue performance beyond the estimated total hours estimated in this

RFP.

c. The minimum value of services (including Cost-Plus-Fixed-Fee) that must be ordered from each awardee will be $100,000.00. The minimum shall be satisfied by the issuance of the first Task Order issued under each resultant Contract award.

d. The rate of man-hours used may fluctuate throughout the term of the Contract provided such fluctuation does not result in the utilization of the total man-hours of effort prior to expiration of the term. If at any time during the performance of this Contract, the number of direct labor hours (not including “excess hours*”) utilized under this Contract exceeds 75% of the total estimated hours, the Contractor shall immediately notify the Contracting Officer of such circumstances. *Excess hours represent hours exceeding the estimated LOE amount.

e. Nothing herein shall be construed to alter or waive any of the rights or obligations of either party pursuant to the clause hereof entitled “Limitation of Cost” and/or “Limitation of Funds”.

f. It is understood and agreed that the number of hours and total dollar amount of each labor category specified in any Task Order issued under these Contracts are estimates only and shall not limit the use of hours or dollar amounts in any labor category which may be required and provided for under an individual Task Order.

g. The Government intends to reimburse Other Direct Costs (CLIN 0002) on the basis of actual reasonable and allowable costs incurred plus applicable indirect markup rates (i.e. G&A and material handling). (NO FEE WILL

BE PAID FOR ODC’S)

h. As part of its Cost Proposal submission, the Contractor is required to complete the Labor Rate Substantiation Table (See Section J) and provide all pertinent supporting information (DCAA Audit or rate check information) to facilitate the cost realism analysis of proposed direct labor rates and all indirect rates (i.e., G&A, Overhead, etc).

i. OTHER DIRECT COSTS

CLIN 0002 covers Other Direct Costs, which includes incidental material and travel. Offerors are required to provide as part of their proposal any indirect markup rates (i.e. G&A and material handling) as detailed in Sections L and M. It is intended to reimburse support and subContract costs on the basis of actual reasonable and allowable costs. For evaluation purposes, the Government will add the Offeror’s proposed markup costs (i.e. G&A and material handling) to the stated base support costs as follows:

j. SUBMISSION OF OFFERS

As detailed in Section L of this solicitation, Offerors are required to submit both a technical and a cost proposal as part of their offer. Offerors who are large business concerns are also required to submit a proposed SubContracting Plan in accordance with Clauses 52.219-9 entitled “Small Business SubContracting Plan” and 252.219-7003 entitled “Small, Small Disadvantaged and Women-Owned Small Business SubContracting Plan (DOD Contracts).” Offerors are advised of the requirements contained in Clauses 52.219-8, entitled “Utilization of Small Business Concerns,” 52.244-2 entitled “SubContracts - Alternate I” and 52.244-5 entitled “Competition in SubContracting” concerning proposed subContracting. Offerors are required to furnish all applicable information required by Clause 52.244-2, entitled “SubContracts - Alternate I”, as part of their offer. Failure to comply with the instructions set forth in Section L of this Solicitation or to provide all information requested may result in the determination that the proposal is nonresponsive and ineligible for Contract award(s).

k. TABLE OF LABOR CATEGORIES AND HOURS The level of effort (LOE) for the performance of this Contract is based upon an anticipated total estimated LOE of 565,650 man-hours of direct labor for the entire Contract Period of Performance. The total number of man-hours of direct labor includes subcontracted labor hours, but does not include holiday, sick leave, vacation, and other absence hours. The anticipated labor hours to be expended hereunder is estimated below; the quantity set forth herein or as expressly changed by formal modification thereto, is hereafter referred to as “estimated total hours”. HQ B-2-0004 EXPEDITING CONTRACT CLOSEOUT (NAVSEA) (DEC 1995)

(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $500 or less at the time of final contract closeout. The term "residual dollar amount" shall include all money that would otherwise be owed to either party at the end of the contract, except that, amounts connected in any way with taxation, allegations of fraud and/or antitrust violations shall be excluded. For purposes of determining residual dollar amounts, offsets of money owed by one party against money that would otherwise be paid by that party may be considered to the extent permitted by law.

(b) This agreement to waive entitlement to residual dollar amounts has been considered by both parties. It is agreed that the administrative costs for either party associated with collecting such small dollar amounts could exceed the amount to be recovered.

HQ B-2-0007 LIMITATION OF COST OR LIMITATION OF FUNDS LANGUAGE

The clause entitled "LIMITATION OF COST" (FAR 52.232-20) or "LIMITATION OF FUNDS" (FAR 52.232-22), as appropriate, shall apply separately and independently to each separately identified estimated cost.

HQ B-2-0014 PAYMENTS OF FEE (S) (COMPLETION) (NAVSEA) (MAY 1993)

(a) For purposes of this contract, "fee" means "target fee" in cost-plus-incentive-fee type contracts, "base fee" in cost-plus-award-fee type contracts, "fixed fee" in cost-plus-fixed-fee type contracts for completion and phase type contracts.

(b) The Government shall make payments to the Contractor, subject to and in accordance with the clause in this contract entitled "FIXED FEE" (FAR 52.216-8) or "INCENTIVE FEE", (FAR 52.216-10), as applicable. Such payments shall be equal to _________ percent ( ) of the allowable cost of each invoice submitted by and payable to the Contractor pursuant to the clause of this contract entitled "ALLOWABLE COST AND PAYMENT" (FAR 52.216-7), subject to the withholding terms and conditions of the "FIXED FEE" or "INCENTIVE FEE" clause, as applicable (percentage of fee is based on fee dollars divided by estimated cost dollars, including facilities capital cost of money). Total fee(s) paid to the Contractor shall not exceed the fee amount(s) set forth in this contract.

(c) In the event of discontinuance of the work under this contract, or any specified phase of the contract, in accordance with the clause of this contract entitled "LIMITATION OF FUNDS" (FAR 52.232-22) or "LIMITATION OF COST" (FAR 52.232-20), as applicable, the fee shall be equitably adjusted by mutual agreement to reflect the diminution of work. If the adjusted fee is less than the sum of all fee payments made to the Contractor under this contract, the Contractor shall repay the excess amount to the Government. If the adjusted fee exceeds all payments made to the Contractor under this contract, the Contractor shall be paid the additional amount, subject to the availability of funds. In no event shall the Government be required to pay the Contractor any amount in excess of the funds obligated under this contract at the time of the discontinuance of work.

(d) Fee(s) withheld pursuant to the terms and conditions of this contract shall not be paid until the contract has been modified to reduce the fee(s) in accordance with paragraph (c) above, or until the Procuring Contracting Officer has advised the paying office in writing that no fee adjustment is required.

HQ B-2-0015 PAYMENTS OF FEE(S) (LEVEL OF EFFORT) (NAVSEA) (MAY 1993)

(a) For purposes of this contract, "fee" means "target fee" in cost-plus-incentive-fee type contracts, "base fee" in cost-plus-award-fee type contracts, or "fixed fee" in cost-plus-fixed-fee type contracts for level of effort type contracts.

(b) The Government shall make payments to the Contractor, subject to and in accordance with the clause in this contract entitled "FIXED FEE" (FAR 52.216-8) or "INCENTIVE FEE", (FAR 52.216-10), as applicable. Such payments shall be equal to percent ( %) of the allowable cost of each invoice submitted by and payable to the Contractor pursuant to the clause of this contract entitled "ALLOWABLE COST AND PAYMENT" (FAR 52.216-7), subject to the withholding terms and conditions of the "FIXED FEE" or "INCENTIVE FEE" clause, as applicable (percentage of fee is based on fee dollars divided by estimated cost dollars, including facilities capital cost of money) Total fee(s) paid to the Contractor shall not exceed the fee amount(s) set forth in this contract.

(c) The fee(s) specified in SECTION B, and payment thereof, is subject to adjustment pursuant to paragraph (g) of the special contract requirement entitled "LEVEL OF EFFORT." If the fee(s) is reduced and the reduced fee(s) is less than the sum of all fee payments made to the Contractor under this contract, the Contractor shall repay the excess amount to the Government. If the final adjusted fee exceeds all fee payments made to the contractor under this contract, the Contractor shall be paid the additional amount, subject to the availability of funds. In no event shall the Government be required to pay the Contractor any amount in excess of the funds obligated under this contract at the time of the discontinuance of work.

HQ B-2-0020 TRAVEL COSTS - ALTERNATE I (NAVSEA) (APR 2015)

(a) Except as otherwise provided herein, the Contractor shall be reimbursed for its actual travel costs in accordance with FAR 31.205-46. The costs to be reimbursed shall be those costs determined to be allowable, allocable and reasonable by the Procuring Contracting Officer, Administrative Contracting Officer or their duly authorized representative, as advised by DCAA.

(b) Reimbursable travel costs include only that travel performed from the Contractor's facility to the worksite, in and around the worksite, and from the worksite to the Contractor's facility.

(c) Relocation costs and travel costs incidental to relocation are allowable to the extent provided in FAR 31.205-35;

however, Contracting Officer approval shall be required prior to incurring relocation expenses and travel costs incidental to relocation.

(d) The Contractor shall not be reimbursed for the following daily local travel costs:

(i) travel at U.S. Military Installations where Government transportation is available,

(ii) travel performed for personal convenience/errands, including commuting to and from work, and

(iii) travel costs incurred in the replacement of personnel when such replacement is accomplished for the Contractor's or employee's convenience.

Section C - Descriptions and Specifications

STATEMENT OF WORK

1.0 SCOPE: The overall scope of this Contract is to provide the requisite engineering and technical services to support the ongoing execution of Naval Surface Warfare Center, Philadelphia Division (NSWCPD) In-Service Engineering (ISE) roles and responsibilities for Code 442, electrical power and generation systems installed on surface ships, submarines, and assault craft. This tasking will require engineering, technical, logistics, and program support expertise to execute the NSWCPD ISE support functions listed in Section 3.0.

2.0 APPLICABLE DOCUMENTS

2.1 All efforts performed under this Contract shall be in accordance with Task Orders (TOs) cited by NSWCPD as appropriate for the task.

3.0 SCOPE OF WORK

3.1 Engineering Support

3.1.1 One-Line Diagrams: Develop electrical system one-line diagrams and conduct ship checks to validate as-built electrical system configurations.

3.1.2 Electrical Engineering Support: Provide electrical engineering support to NSWCPD Philadelphia to resolve emergent shipboard electrical system/equipment issues.

3.1.3 Power Management Support: Develop and implement an integrated Power Management plan, through design documentations and demonstrations by certification testing of Code 442 Power Management systems on the advancement of Fleet surface ship readiness, sustainment, safety, and Reduced Total Ownership Cost (RTOC) initiatives.

3.1.4 U.S. Navy Modernization Programs Support: Provide engineering support to NSWCPD for U.S. Navy modernization programs, including LSD-41 and LHD-1 Class Mid Life, Life and LCC-19 Class equipment upgrades, to include Original Equipment Manufacturer (OEM) engineering, simulation and modeling support for upgrades to shipboard electrical system control equipment and governors.

3.1.5 U.S. Coast Guard, Military Sealift Command (MSC), and U.S. Army Modernization Programs Support: Provide engineering support to NSWCPD for U.S. Coast Guard, MSC, and U.S. Army Water Craft ship modernization programs, to include upgrades to shipboard electrical system control equipment and governors and other HM&E systems and equipment.

3.1.6 Shock Testing Support: Perform analyses for NSWCPD to determine shock testing requirements for new electrical equipment and equipment upgrades.

3.1.7 Foreign Military Sales (FMS) Support: Provide FMS engineering support to NSWCPD, including surveys to determine as-built electrical configurations and analyses to determine if system/equipment upgrades are required and if proposed upgrades are feasible.

3.1.8 Engineering Development Test Facility (EDTF) Support: Provide planning and engineering support to NSWCPD and NAVSEA for ongoing projects and initiatives by reviewing and making recommendations for Electrical Compatibility Test Facility (CTF) program level documentation and developing specifications for ship hardware.

3.2 Electrical Systems Technical Support

3.2.1 Land Based Engineering Site (LBES) and Shipboard Support; Provide LBES and shipboard SME and OEM field support for electrical and electrical controls systems and equipment.

3.2.2 LCC-19 Electric Plant Onboard Trainer Support: Provide SME and OEM support to maintain and upgrade the U.S. Navy’s LCC-19 Class electric plant onboard trainer.

3.2.3 Test Site Support: Provide on-site support at the Code 442 test site at NSWCPD to build/refurbish and test electrical and electrical control equipment and assist in maintaining the site’s infrastructure.

3.2.4 On-Site Waterfront Support: Perform Direct Fleet Support and Distance Support functions on U.S. Navy vessels for electrical equipment upgrades CONUS and OCONUS.

3.3 Circuit Breakers Support

3.3.1 Configuration Management Support: Assist in identifying and obtaining circuit breakers and electrical equipment being removed from in service ships and submarines.

3.3.2 Inventory Support: Manage the inventory of the circuit breakers and electrical equipment obtained and stored at NSWCPD and notify NSWCPD warehouse personnel when stored circuit breakers and electrical equipment need to be shipped to Naval Shipyards for refurbishment and fleet re-issue.

3.3.3 Replacement/Repair Coordination Support: Coordinate with ship’s force personnel, shipyards, and Original Equipment Manufacturers (OEMs) to facilitate the replacement or repair of shipboard circuit breakers.

3.3.4 Electronic-Steam Plant Action Records (ESPARs) Support: Assist in resolving circuit breaker ESPARs by reviewing ESPARs assigned to NSWCPD, liaising with the appropriate technical activities, and formulating/submitting recommendations to resolve the identified issue.

3.4 Electrical, Integrated Power System (IPS), Integrated Fight Through Power (IFTP), and Hybrid Electric Drive (HED) In Service Engineering Support

3.4.1 General Documentation Support: Review performance specifications, requirements, component drawings, and installation drawings.

3.4.2 Project Coordination Support: Support on Integrated Product Teams (IPTs) and working groups and in program reviews and Configuration Control Boards (CCBs). Provide subject matter expertise and assist in completing action items assigned.

3.4.3 HED Design Support: Provide design support for NSWCPD projects and initiatives to implement HED technologies onboard U.S. Navy and U.S Coast Guard ships.

3.4.4 DDG-1000 Documentation Support: Review DDG-1000 IFTP Contract Data Requirements Lists (CDRL’s), formulate responses for Requests for Clarification, Interpretation or Assistance (RCIA’s), Justifications for Technical Determination (JTD’s), and Proposed Changes (PC’s) and coordinate responses through the Navy Technical Authority (NTA) for all DDG-1000 low voltage ship design issues.

3.4.5 Testing Support: Provide support for LBES, OEM and Equipment Qualification Testing (EQT) test events for electrical, IPS, IFTP and HED equipment, by developing, updating and reviewing test procedures, witnessing tests, and reviewing test reports and waiver/deviation documentation.

3.4.6 Training Curricula: Develop training materials for pre-commissioning crew electric plant familiarization and operation training.

3.4.7 DDG-1000 SCN to In-Service Transition Support: Ensure DDG-1000 IPS and Electronic Modular Enclosure (EME) technical expertise, documentation, and history is retained to support the future NSWCPD ISEA functions by establishing archives of technical data, design documents, and deliverables, developing a consolidated issues list from the technical issues, watch items, and program decisions captured on various issues lists or program artifacts, and reviewing existing configuration management processes and activities.

3.5 Logistics and Program Support

3.5.1 Logistics Documentation Support: Develop and update Integrated Logistics Support (ILS) documentation and ILS packages for Code 427 in support of electrical power and generation systems installed on surface ships, submarines, and assault craft, to include but not limited to Planned Maintenance System (PMS), Technical Manuals, Supply Support, training curricula, and Operational Sequencing System (OSS).

3.5.2 Program Support: Provide program support for Code 427 in support of electrical power and generation systems installed on surface ships, submarines, and assault craft, including timekeeping inputs, travel and training coordination/inputs, tracking of action items, meeting coordination and minutes, and assistance with the preparation of presentations, correspondence, metrics, and status reports.

4.0. DELIVERABLES - TECHNICAL AND FINANCIAL REPORTS

4.1 Contracting Officer's Management Report (CDRL A001)

4.1.1 This report shall reflect both prime and subContractor data if applicable at the same level of detail.

4.1.2 The CDRL shall be delivered electronically, unless otherwise stated, and while Contractor's format is acceptable, Government's approval is required from the COR.

4.2 Travel Report (CDRL A002)

4.2.1 This report shall reflect both prime and subContractor data if applicable at the same level of detail.

4.2.2 The CDRL shall be delivered electronically, unless otherwise stated, and while Contractor's format is acceptable, Government's approval is required from the COR.

4.2.3 The Contractor may be required to travel in performance of this Contract. The numbers of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the COR. All travel shall be conducted in accordance with FAR 31.205-46 Travel Costs and the Federal Travel Regulations (FTR) and shall be pre-approved by the COR. The Contractor shall submit travel reports in accordance with

DI-MGMT-81943 (CDRL A002).

4.3 Contractor's Personnel Roster (CDRL A003)

5.0 PERSONNEL QUALIFICATIONS

5.1 General Requirements: The Contractor shall be responsible for employing technically qualified and trained personnel to perform the tasks to be performed hereunder and where requested provide resumes and similar work experience to document employee competencies. In addition, the Contractor shall maintain the personnel, organization and administrative control necessary to ensure that the work delivered meets or exceeds the Contract specification requirements. In the event an individual proposed for performance under the resultant Contract is not currently employed by the Offeror, the Offeror shall include with the listing, a letter of intent signed by that individual who states the individual's intent to accept employment with that Offeror within thirty (30) days of Task Order award if the Task Order is awarded to the Offeror.

5.1.1. The Government reserves the right, during the term of this Contract, to request work histories on any Contractor employee for purposes of verifying compliance with this requirement. Personnel assigned to or utilized by the Contractor in the performance of this Contract shall, as a minimum, meet the experience, educational, and other background requirements identified herein, and be fully capable of performing the contemplated functions of the respective labor categories in an efficient, reliable, and professional manner.

5.1.2. If the Contracting Officer questions the qualifications or competence of any person performing under the Contract, the burden of proof to sustain that the person is qualified as prescribed herein shall be upon the Contractor.

5.2: Key Personnel: The following labor categories are designated Key Personnel for this Contract. Resumes will be submitted for each category in the quantities indicated in parenthesis by the key category description. In addition, the Contractor is responsible for employing those personnel proposed under the "Key Personnel" categories identified under this Contract. Any substitution/addition of personnel under those identified as Key Personnel shall be subject to the Substitution of Key Personnel Clause. The Education target and Qualifications for the key labor categories below are as follows:

5.2.1 Program Manager (1 resume)

Target Education: Bachelor’s degree in Marine/Mechanical Engineering from an accredited College or University.

Target Experience: Five years’ experience managing personnel who provide engineering and technical support for U.S. Navy electrical generation and distribution systems and equipment;

working knowledge of U.S. Navy organizations, including their functions and responsibilities.

5.2.2 Senior Engineer (2 resume)

Minimum Education: Shall possess a Bachelor’s degree in Electrical Engineering or Mechanical Engineering from an accredited College or University.

Target Experience: Five years’ experience providing design and engineering support for U.S.

Navy shipboard electrical generation and distribution systems and equipment, including conceptual designs for equipment back fits, ship alteration package development (design drawings and test procedures), and feasibility evaluations for proposed replacements of shipboard generators and switchboards.

5.2.3 Electrical Engineer (1 resume)

Minimum Education: Shall possess a Bachelor’s degree in Engineering or Engineering Technology from an accredited College or University.

Target Experience: Five years’ experience providing design and testing support for circuit breakers installed on U.S. Navy ships or submarines and experience developing and updating U.S. Navy circuit breaker technical documentation.

5.2.4 Senior Test Lab Engineering Technician (1 resume)

Target Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of naval shipboard systems maintenance and operation; or be a graduate of a trade, industrial or correspondence school for engineering.

Target Experience: Five years’ experience in the operation, maintenance, testing and repair of HM&E equipment installed on U.S. Navy surface ships or submarines. Five years’ experience refurbishing/rebuilding and testing U.S. Navy electrical and electrical control equipment (including static frequency converters, motor generator electronic constant speed drives, electronic governor control assemblies, and local control panels).

5.2.5 Senior Landing Craft Air Cushion (LCAC) Engineering Technician (1 resume)

Target Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of U.S. Navy LCAC Electrical systems.

Target Experience: Five years’ experience in the operation, maintenance, testing and repair of U.S. Navy LCAC Electrical systems, and 5 years’ experience providing Direct Fleet Support for LCAC electrical systems.

5.3 Non-Key Personnel: The following labor categories are designated non-Key Personnel for this Contract. The Offeror must certify that all proposed personnel meet the prescribed requirements. All non-key personnel performing under this Contract shall meet the Government’s minimum education and experience requirements. The minimum education and qualifications for the respective non-key labor categories are as follows:

5.3.1 Engineer

Minimum Education: Bachelor’s degree in engineering from an accredited College or University.

Minimum Experience: Three years’ experience in the operation, maintenance, logistical support or testing of electrical equipment.

5.3.2 Junior Engineer:

Minimum Education: Bachelor’s degree in engineering from an accredited College or University.

Minimum Experience: One year experience in the operation, maintenance, logistical support or testing of electrical equipment.

5.3.3 Field Service Engineer/Technician:

Minimum Education: High School graduate or GED, a graduate of military schools which provided an in-depth knowledge of U.S. Navy shipboard electrical systems or a Navy shipyard apprentice school, or electrical OEM technical training courses.

Minimum Experience: Two years’ experience providing subject matter expert field service support for U.S. Navy electrical generation, electrical distribution, or electrical control equipment/governors.

5.3.4 Gas Turbine Generator Engineering Technician:

Minimum Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of U.S. Navy gas turbine generator electrical systems.

Minimum Experience: Two years’ experience in the operation, “O” and “I” level maintenance, testing and repair of U.S. Navy gas turbine electrical systems, two years’ experience providing Direct Fleet Support for U.S. navy gas turbine electrical systems, and current certification as a U.S. Navy Marine Gas Turbine Generator Inspector.

5.3.5 Electrical Field Technician:

Minimum Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of naval shipboard systems maintenance and operation; or be a graduate of a trade, industrial or correspondence school for engineering.

Minimum Experience: Two years’ experience in installing or modifying electrical systems and equipment installed on U.S. Navy surface ships or submarines.

5.3.6 Mechanical Field Technician:

Minimum Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of naval shipboard systems maintenance and operation; or be a graduate of a trade, industrial or correspondence school for engineering.

Minimum Experience: Two years’ experience in installing or modifying mechanical systems and equipment installed on U.S. Navy surface ships or submarines.

5.3.7 Junior Field Technician:

Minimum Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of naval shipboard systems maintenance and operation; or be a graduate of a trade, industrial or correspondence school for engineering.

Minimum Experience: Two years’ experience in installing or modifying HM&E systems and equipment installed on U.S. Navy surface ships or submarines.

5.3.8 Drafter/CAD Operator:

Minimum Education: High School graduate or GED, a graduate of military schools which provided an in-depth knowledge of U.S. Navy shipboard electrical systems or a Navy shipyard apprentice school.

Minimum Experience: Five years’ experience performing ship checks to determine as built conditions of in-service ships and developing and updating drawings for U.S. Navy, MCS, or Coast Guard electrical systems and equipment.

5.3.9 Logistician:

Minimum Education: High School diploma or GED.

Minimum Experience: Two years’ experience in the development and updating of ILS products for US Navy HM&E systems/equipment.

5.3.10 Junior Logistician:

Minimum Education: High School diploma or GED.

Minimum Experience: One year experience in the development and updating of ILS products for US Navy HM&E systems/equipment.

5.3.11 Program Support Assistant:

Minimum Education: High school graduate or GED.

Minimum Experience: Two years’ experience in the use of spreadsheet and word processing software, and experience in compiling and preparing technical or financial related documentation.

5.3.12 Hybrid Electric Drive Engineer:

Minimum Education: Bachelor’s degree in electrical engineering from an accredited College or University

Minimum Experience: Two years’ experience in providing engineering support for U.S. Navy hybrid electric drive projects and initiatives.

5.3.13 Test Lab Engineering Technician:

Minimum Education: High school graduate or GED.

Minimum Experience: Two years’ experience refurbishing/rebuilding and testing U.S. Navy electrical and electrical control equipment (including static frequency converters, motor generator electronic constant speed drives, electronic governor control assemblies, and local control panels).

5.3.14 LCAC Engineering Technician:

Minimum Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of U.S. Navy LCAC electrical systems.

Minimum Experience: Two years’ experience in the operation, “O” and “I” level maintenance, testing and repair of U.S. Navy LCAC electrical systems, and two years’ experience providing Direct Fleet Support for LCAC electrical systems.

5.3.15 Electrical Technician:

Minimum Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of naval shipboard systems maintenance and operation; or be a graduate of a trade, industrial or correspondence school for engineering.

Minimum Experience: Two years’ experience providing Direct Fleet Support for U.S. Navy electrical generation and distribution systems.

5.3.16 Technical Instructor/Course Developer:

Minimum Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of naval shipboard systems maintenance and operation.

Minimum Experience: Five years’ experience in the operation, maintenance, testing and repair of HM&E equipment installed on U.S. Navy surface ships or submarines, and two years’ experience in developing and teaching U.S. Navy training curricula.

5.3.17 Configuration Management Specialist:

Minimum Education: High school graduate or GED.

Minimum Experience: Two years’ experience providing technical support for U.S. Navy circuit breakers, and two years’ experience developing, updating and maintaining configuration and parts data for circuit breakers installed on U.S. Navy ships or submarines.

6.0 GOVERNMENT FURNISHED INFORMATION

6.1 The Government will provide the Contractor with information, including but not limited to deadlines and Government proprietary data within fourteen (14) working days of request.

This Government Furnished Information (GFI) shall be returned to the Government within thirty

(30) days after completion of this task or with submission of the final report.

7.0 TRAVEL AND PLACE OF PERFORMANCE

7.1 The primary place of performance will be Philadelphia Naval Business Center, Philadelphia, PA. The Contractor will have to perform work at the Contractor’s facility, as well.

Routine visits between Contractor personnel and Government personnel for liaison with appropriate officials and performance of work is required. Local commuting expenses will not be reimbursed. All travel requires Government approval/authorization and notification to the COR. Additionally, travel and trip reports (CDRL A002) are required. Other work locations include, but are not limited to:

Groton, CT Norfolk, VA Mayport, FL San Diego, CA Seattle, WA Pearl Harbor, HI Sasebo and Yokosuka, Japan Juffair, Bahrain

8.0 OVERTIME

8.1 Overtime may be required to ensure essential schedules are met and minimizing the impact on ships’ availability to perform its mission, due to schedule restrictions caused by limited periods of ship availability.

9.0 MATERIALS

9.1 The Contractor shall acquire all incidental materials required in support of executing the Statement of Work.

10.0 CONTRACTOR PERSONNEL IDENTIFICATON

10.1 In the performance of this Contract, Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and by displaying distinguishing badges or other visible identification for meetings with Government personnel. Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and both formal, and informal, written correspondence.

11.0 PERIOD OF PERFORMANCE

11.1 The ordering period is from date of award through sixty (60) months thereafter. The period of performance is from date of award through seventy-two (72) months thereafter. Under a Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery-Indefinite-Quantity Type Contract. Resultant Contract(s)/Task Order(s) will be incrementally funded throughout the Period of Performance.

12.0 SECURITY REQUIREMENTS

12.1 The highest level of security required under this Contract is SECRET, as designated on the DD Form 254 (Exhibit B). The Contractor is responsible for acquiring and maintaining security clearances at the level(s) required under this Contract. The Director of Industrial Security, Defense Investigative Service, NSWCPD is the point of contact regarding security matters.

12.2 The Contractor is responsible for completing all required Government mandated training to maintain security and network access to Government sites and IT systems.

13.0 CONTRACTING OFFICER’S REPRESENTATIVE (COR)

13.1 The COR will be determined at the time of Contract award.

5237.102-90 Enterprise-wide Contractor Manpower Reporting Application (ECMRA)

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Surface Warfare Center Philadelphia Division via a secure data collection site. (a) "Organizational Conflict of Interest" means that because of other activities or relationships with other persons, a person is unable or potentially unable to render impartial assistance or advice to the Government, or the person's objectivity in performing the contract work is or might be otherwise impaired, or a person has an unfair competitive advantage. "Person" as used herein includes Corporations, Partnerships, Joint Ventures, and other business enterprises.

(b) The Contractor warrants that to the best of its knowledge and belief, and except as otherwise set forth in the contract, the Contractor does not have any organizational conflict of interest(s) as defined in paragraph (a).

(c) It is recognized that the effort to be performed by the Contractor under this contract may create a potential organizational conflict of interest on the instant contract or on a future acquisition. In order to avoid this potential conflict of interest, and at the same time to avoid prejudicing the best interest of the Government, the right of the

Contractor to participate in future procurement of equipment and/or services that are the subject of any work under this contract shall be limited as described below in accordance with the requirements of FAR 9.5.

(d) (1) The Contractor agrees that it shall not release, disclose, or use in any way that would permit or result in disclosure to any party outside the Government any information provided to the Contractor by the Government during or as a result of performance of this contract. Such information includes, but is not limited to, information submitted to the Government on a confidential basis by other persons. Further, the prohibition against release of Government provided information extends to cover such information whether or not in its original form, e.g., where the information has been included in Contractor generated work or where it is discernible from materials incorporating or based upon such information. This prohibition shall not expire after a given period of time.

(2) The Contractor agrees that it shall not release, disclose, or use in any way that would permit or result in disclosure to any party outside the Government any information generated or derived during or as a result of performance of this contract. This prohibition shall expire after a period of three years after completion of performance of this contract.
