PART II
This amendment provides a list of questions and comments received in response to the solicitation. The questions and comments are provided for all potential offerors to review. Note that questions may have been edited for clarity and duplicative questions may have been combined or deleted. All available, necessary information and any necessary changes to the solicitation resulting from consideration of the below questions and comments have been incorporated into the solicitation in PART I of this Amendment. As a result of this amendment, the solicitation is considered to be clear.
The following questions address general information and proposal submission:
Q1: Would the Government please provide the Proposal requirements for the RFP in regards to font size, margin, graphic text size, and page size?
A1: The proposal shall be prepared in accordance with the following formatting requirements: -
8.5 x 11 inch paper - Single-spaced typed lines - No graphics or pictures - 1 inch margins - 12-point Times New Roman Font in text.
Q2: Please clarify proposal delivery requirements in reference to RFP page 1, Block 9.
A2: There is no depository located at NSWCPD for proposal deliverance. If offers are hand carried they are to be delivered to the address specified in Block 7 on page 1 of the RFP. If offers are mailed via USPS, UPS, FedEX or any other commercial carrier, they are to be sent using the following address: Naval Surface Warfare Center Philadelphia, ATTN: Christie Colaianni, Code 02, 1601 Langley Avenue, Building 542, Philadelphia, PA 19112-5051.
Q3: On page 3 of the RFP, Notes to Section B, Paragraph 1 states: “The resultant Contract(s) will also contain provisions for Task Orders to be awarded on a fixed price basis when feasible.”
Request the Government include a placeholder CLIN for potential fixed price Task Orders.
A3: Noted.
Q4: Would the Government provide an anticipated Contract award date for proposal pricing purposes?
A4: For price proposal purposes, the Government estimates an award 180 days after the RFP closes.
Q5: Page 93 of the RFP, Section L, PD-L01 ,would the Government please clarify if front matter (e.g., cover page [per 52.215-1, (c)(2)(i)-(v)], disclosure data [per 52.215-1, (e)(1), cover letter [per PD-L01 (1)]) is excluded from proposal page limitations?
A5: The introduction, including a cover page/letter, is limited to 2 pages per page 93 of the RFP, under Paragraph 2, Technical Proposal. Disclosure data is excluded from proposal page limitations per 52.215-1 and can be included in an Appendix.
Q6: Is there an incumbent on this procurement?
A6: The incumbent is Life Cycle Engineering under Task Order N00178-04-D-4077-EHQ4.
Q7: Section B of the RFP references the Period of Performance from the date of award through 72 months thereafter. Please confirm the Period of Performance.
A7: The RFP is considered clear on its face, please see page 3, Notes to Section B, Paragraph 1 or page 20, Section C, Paragrah 11.0 for the Ordering Period and Period of Performance dates.
Q8: Page 93 of the RFP, Section L, PD-L01 ,please clarify that only the cost proposal spreadsheets are required on CD ROM.
A8: The RFP is considered clear on its face, please see page 93, clause PD-L01, paragraph 4. A CD-ROM is only required for the cost proposal.
Q9: Page 90 of the RFP, Clause HQ L-2-0005 references Code 427, would the Government update this to reflect Code 442?
A9: The RFP has been amended to update all references of Code 427 to Code 442.
Q10: Clause PD-L01, Proposal Preparation Requirement states documents to be submitted are the SF 33, Technical Proposal, and Cost Proposal. Is Section 2-Factor 2, Past Performance, included within the Technical Proposal and is it included in the 30 page count limit?
A10: The RFP is considered clear on its face, please see Clause PD-L01, paragraph 2, Technical Proposal, beginning on page 93. Additionally, please call attention to the last sentence of paragraph 5 under Technical Proposal (Maximum length: 28 pages) which states: "The technical proposal shall be page numbered, contain a table of contents, be organized in the following two
(2) Sections (FACTORS), and shall address in detail the following information."
Q11: Exhibit C, Cost Summary Format, references solicitation number N00024-16-R-3227 which is inconsistent with the current solicitation number. Will the Government revise the spreadsheet, or should Offeror's change their files?
A11: Exhibit C, Cost Summary Format, has been corrected to reflect the correct solicitaiton number, N64498-16-R-5088 and has been uploaded via this amendment to FBO.
Q12: Page 84 lists requirements for the “first page” of the proposal. Page 86 includes requirements for “title page” of the proposal. Which proposal should this information be included in (Technical, Cost, or both)?
A12: "First page" on page 84 of the RFP refers to the first page of the offer, which these requirements will be satisfied by completing the SF33 (Solicitation, Offer, and Award Document as listed on page 93). "Title page" on page 86 is referring to the above paragraph E "Restriction on disclosure and use of data".
Q13: 94 of 106 and 86 of 106 requires: 1) Page 84 lists requirements for the “first page” of the proposal. Page 86 includes requirements for “title page” of the proposal. 2) Which proposal should this information be included in (Technical, Cost, or both)The technical proposal shall be page numbered, contain a table of contents, be organized in the following two (2) Sections (FACTORS), and shall address in detail the following information" Is the Table of Contents excluded from page count?
A13: Yes, the Table of Contents is excluded from the page count.
Q14: Please confirm if Service Contract Act is applicable to this proposal. If so, please provide the appropriate wage determinations for the place of performance.
A14: The Service Contract Act is not applicable to this acquisition.
Q15: Section B of the RFP provides a Not to Exceed (NTE) amount for Other Direct Costs (ODCs) which includes incidental material and travel. Can the Government provide a breakdown of the ODC NTE amount into Materials and Travel since different indirect markups are applied?
Can the Government provide the ODC NTE amount by year? The ODC breakout by year is necessary to complete Exhibit C, Cost Summary Format unless the format is changed.
A15: It is at each Offeror’s discretion to propose the breakdown of Other Direct Cost (ODC) amounts in regards to Materials and Travel since it will vary for each Offeror. A breakdown of Not to Exceed (NTE) ODCs per year is as follows:

Q16: Will the Government be identifying a formal closing date for submission of clarification questions regarding this solicitation?
A16:The formal closing date for submission of clarification questions regarding the subject Solicitation will be Thursday, December 22, 2016 by 3:00 pm local time.
Q17: Why is an Organizational Conflict of Interest required for this procurement?
A17: Per FAR Part 9.5
Q18: Regarding Clause 252.234-7001 NOTICE OF EARNED VALUE MANAGEMENT SYSTEM (APR 2008) (starts on page 81 of 106), is the submission of information per paragraph (a) or (b) and paragraph (c) to be made by the Offeror as part of our technical proposal or upon an award?
A18: The submission of information IAW clause 252.234-7001 Notice of Earned Value Management System, shall be submitted.
Q19: Will the Government provide the Independent Government Estimate.
A19: No.
The following questions pertain to the SOW and Labor Categories:
Q20: The Table of Labor Categories and Hours cited on pages 5 and 6 of the RFP differ from the Labor Categories cited on pages 14-19 of the RFP. Please clarify which Labor Categories should be utilized.
A20: The Table of Labor Categories and Hours has been revised per this amendment. All labor categories and hours are determined to be clear.
Q21: The Labor Category for Key Personnel, Program Manager, as defined in the SOW on pages 14-15 of the RFP references Target Education of Bachelor's degree in Marine/Mechanical Engineering from an accredited College or University. Given the Target Experience cites managing personnel which provide engineering and technical support for U.S. Navy electrical generation and distribution systems and equipment, would the Government also include a Bachelor's degree in Electrical Engineering for the Target Education?
A21: Section C, Statement of Work, paragraph 5.2.1 has been amended.
Q22: The Labor Category for Key Personnel, Senior Engineer, identifies a Minimum Education as a Bachelor's degree in Electrical Engineering or Mechanical Engineering. Would the Government consider amending the RFP to add Marine Engineering as an additional acceptable degree for this labor category?
A22: No, the work required under the SOW for this solicitation is Electrical and Mechanical in nature and will require either an Electrical Engineer or Mechanical Engineer to perform the work.
Q23: The Table of Labor Categories and Hours cited on pages 5 and 6 of the RFP include Roman numerals for some positions. The Department of Labor uses this form of notation to accommodate varying levels of experience or seniority within a labor category. Is it the Government’s intent that personnel in labor categories with a Roman numeral notation are expected meet the Department of Labor standards? None of the labor category titles listed in RFP paragraphs C.5.2.1 through 5.3.17 include such notations. Request the Government clarify.
A23: The Labor Category Table has been revised and references to Roman Numeral notations have been removed. The Labor Categories are now considered clear per this amendment.
Q24: Which of the DOL labor standards is applicable to this solicitation, the Service Contract Labor Standards or the Walsh-Healy Public Contracts Act?
A24: Neither is applicable to this solicitation.
Q25: Section B of the RFP provides an anticipated Level of Effort (LOE) of 565,650 man hours.
Are Offerors who propose to perform all portions of the Section C SOW mandated to offer on the estimated LOE of 565,650 hours for the to the labor categories delineated in Section B of the
RFP?
A25: Yes, Offerors shall offer on the LOE stated in the RFP. Offerors proposing less than the entire LOE specified within the RFP shall be determined unacceptable. The solicitation has been amended for clarification.
Q26: Page 14 of the RFP, Section C, Paragraph 5.2.2 Senior Engineer cites 2 resumes and page 41, Section H, Clause 5252.237-9106(A0 cites 1 resume for Senior Engineer, please clarify.
A26: Only 1 resume is to be submitted for the Key Personnel Position of Senior Engineer. The solcitation has been amended to reflect this update.
Q27: The RFP includes two labor categories specific to Landing Craft Air Cushioned vehicles (LCAC): Senior LCAC Engineering Technician VI and LCAC Engineering Technician V.
Paragraphs C.5.2.5 and C.5.3.13 provide education and experience requirements for each position. There is nothing in the statement of work that is specifically related to LCACs.
Request the government identify which elements of the statement of work apply to electrical power and generation systems installed on LCACs?
A27: The SOW has been revised per this amendment and is now considered clear. See SOW Paragraph 3.6.
Q28: Would the Government consider increasing the years experience for Program Manager, and Senior technical positions to a target of 10 years?
A28: No, five years’ experience is sufficient for these positions.
Q29: Would the Government accept 4 years of applicable experience as a substitution for an Engineering Degree or Military School Graduation?
A29: No, the Government requires an Engineering Degree or Military School Graduation, where applicable in the SOW.
The following questions pertain to the Technical Proposal and Sections L & M of the Solicitation:
Q30: Is it acceptable for offerors to include key personnel resumes in an Appendix to the Technical Proposal?
A30: Page 93, Section L, Paragraph 2, states: "the entire technical proposal shall not exceed thirty (30) pages in length, not including Resumes." Therefore, Resumes shall be submitted under separate cover from the technical proposal which may be entitled Appendix. Please note that anything other than Resumes or disclosure data included in the Appendix shall not be evaluated or considered for award.
Q31: Section L, on page 94 of 106, States: “The technical proposal must provide details concerning what the Contractor will do and how it will be done. This includes a full explanation of the techniques, disciplines, and procedures proposed to be followed.” However, the Section L subfactors do not delineate a specific requirement to provide a technical approach on how the offeror proposes to perform the work delineated in the Section C statement of work. Request to know if the verbiage on page 94 of 106 refers to a full explanation of the techniques, disciplines and procedures the offeror proposes to meet the requirements of Subfactor 1B paragraph b. (i.e.
how the offeror plans to facilitate the Statement of Work tasks and execution and monitoring of performance from a management standpoint) or does the offeror need to include in Subfactor 1B paragraph b. a full explanation of the techniques, disciplines, and procedures the offeror proposes to use to actually perform each of the items delineated in the Section C statement of work.
A31: Offerors shall include in Subfactor 1B paragraph b. a full explanation of the techniques, disciplines, and procedures the Offeror proposes to use to actually perform each of the items delineated in the Section C, Statement of Work.
Q32: Clause PD-L01, Section 2-Factor 2, Past Performance, the Government did not include the number of Past Performance Contract examples that should be provided in Offeror's proposals, please clarify.
A32: There is not a specific number of Contract examples to be provided under Past Performance, it is at each Offeror's discretion as to how many examples to provide which are considered relevant during the last three years. Please see pages 96-96 under Section L of the Solcitiation, SECTION 2: FACTOR 2- PAST PERFORMANCE for additional details.
Q33: Page 97 of the solicitation instructs offerors to submit past performance citations for contracts “completed during the last three years”. Will the Government consider past performance citations for active contracts?
A33: Page 97 of the RFP states: "Offerors should provide relevant past performance information for similar or related work under contracts completed during the last three years." This means that any contract within the past three years, active or expired, in which the Offeror completed work that is similar or related to the requirements in Section C should be provided as past performance information in response to this Solicitiation.
Q34: Page 94 of the RFP, Section L, Paragraph 3 under "Technical Proposal (Maximum length:
28 pages)states: “Proposals shall clearly and fully demonstrate that the prospective Contractor has a thorough understanding of the technical requirements contained in Section C, of this solicitation”. Paragraph 4 goes on to state: “The technical proposal must provide details concerning what the Contractor will do and how it will be done. This includes a full explanation of the techniques, disciplines, and procedures proposed to be followed.” Subsequently, paragraph 5 specifies that the technical proposal shall address in detail the information identified in Sections 1 and 2, which do not mention the statement of work. Is it the government’s intent that technical proposals only address the specific requirements stated in Section 1 and Section 2?
A34: Page 94, Section L, Paragraph 5 under "Technical Proposal (Maximum length: 28 pages) states: "The technical proposal shall be page numbered, contain a table of contents, be organized in the following two (2) Sections (FACTORS), and shall address in detail the following information:". Sections 1 and 2 on pages 94-97 detail the manner in which Offeror's should provide information regarding the technical evaluation factors for award. There is reference throughout Sections (FACTORS) 1 and 2 to the Statement of Work (Section C of the RFP).
Evaluation of proposals shall be conducted IAW Clause PD-M01 beginning on page 100 of the
RFP.
The following questions refer to Security Requirements:
Q35: Page 21 of the RFP, Section C, Paragraph 12, refers to Security Requirements. Will the Government accept interim security clearances?
A35: For the provision of a Common Access Card (CAC) you must have a completed investigation that has been favorably adjudicated or a final security clearance. A CAC will not be issued to contractors who have an interim security clearance.
Q36: Page 42, Clause PD‐H04, references an "open investigation," does an this refer to an investigation that has been submitted but not adjudicated? Please clarify.
A36: Clause PD‐H04 states that one must have a fully adjudicated background investigation, with a positive comeback of the FBI fingerprint check.
Q37: Page 42, Clause PD‐H04, references Field Security Officers (FSOs), which cannot issue Interims.
A37: We are aware that the clause may contain incorrect information.
Q38: Clause PD‐H04, references Industrial Security Clearance Office (DISCO), this is now the
DOD CAF.
A38: We are aware that the clause may contain incorrect information.
Q39: Page 42, Clause PD‐H04, states: " A CAC Card will not be issued to Contractors who have an interim security clearance." However, a CAC issuance only requires a favorable check from a position of trust with fingerprints.
A39: For the provision of a Common Access Card (CAC) you must have a completed investigation that has been favorably adjudicated or a final security clearance. A CAC will not be issued to contractors who have an interim security clearance.
Q40: Page 90 of the RFP, Clause HQ L‐2‐0003 references a CONFIDENTIAL facility clearance which conflicts with page 21 of the RFP, Paragraph 12, Security Requirements. Please clarify.
A40: The security requirement for this RFP is SECRET per the DD254 and paragraph 12 on page
21. Clause HQ‐L‐2‐0003 has been updated via this amendment.
The closing date and time remains unchanged.
SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been modified:
NOTES TO SECTION B:
1. CONTRACT TYPE: The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) located in Philadelphia, PA proposes to award one or more Indefinite-Delivery, Indefinite-Quantity, Cost-Plus-Fixed-Fee type Contract(s) providing support services as described in Section C, Statement of Work. The resultant Contract(s) will also contain provisions for Task Orders to be awarded on a fixed price basis when feasible. The Contract(s) shall have an ordering period from date of Contract award through sixty (60) months thereafter. The Period of Performance shall be from date of Contract award through seventy-two (72) months thereafter.
2. BASIS OF COMPETITION:
a. At the task order level, award determination will be conducted in accordance with clause PD-I02 “ORDERING
PROCEDURES FOR DELIVERY/TASK ORDERS ISSUED UNDER MULTIPLE AWARD CONTRACTS”.
b. At the task order level, the Procuring Contracting Officer shall make an integrated assessment which includes factors such as: market research on current MAC holders with regards to capability to perform the requirement; the similar size and complexity of the requirement; ongoing work currently being performed by the Contractors awarded Contracts under the MAC; ship schedules and required Period of Performance.
3. MULTIPLE AWARDS: As detailed in Section M, award will be made to the Offeror(s) whose offer(s) are determined to represent the best value to the Government. The Government will make award to no more than four
(4) Offerors.
a. The Multiple Award Contract resulting from this RFP will be considered complete (ineligible for issuance of additional task orders) when any of the following occur:
1. The ordering Period of Performance period specified in the Contract(s) has expired, OR;
2. The Government Estimate for the Program being supported by the Multiple Award Contract has been reached. The Government Estimate for the Program will be specified in the resultant award(s). OR;
3. The ceiling of any of the individual Contracts resulting from this RFP has been reached. If the ceiling of any of the Contracts is reached, the entire Multiple Award Contract is complete.
An individual awardee may be considered ineligible to compete for a Task Order if the ceiling remaining on their Contract is clearly less than the Independent Government Cost Estimate for that Task Order. In the event an awardee is permitted to compete for a Task Order, are the apparent awardee, and a resultant order would result in their exceeding their Contract cost ceiling: exceeding the Contract cost is permissible for that final order, however, any fee amount exceeding the FIXED FEE amount in the basic Contract is not allowable, and will not be included in the resultant Task Order.
b. The Contractor shall not be obligated to continue performance beyond the estimated total hours estimated in this
RFP.
c. The minimum value of services (including Cost-Plus-Fixed-Fee) that must be ordered from each awardee will be $100,000.00. The minimum shall be satisfied by the issuance of the first Task Order issued under each resultant Contract award.
d. The rate of man-hours used may fluctuate throughout the term of the Contract provided such fluctuation does not result in the utilization of the total man-hours of effort prior to expiration of the term. If at any time during the performance of this Contract, the number of direct labor hours (not including “excess hours*”) utilized under this Contract exceeds 75% of the total estimated hours, the Contractor shall immediately notify the Contracting Officer of such circumstances. *Excess hours represent hours exceeding the estimated LOE amount.
e. Nothing herein shall be construed to alter or waive any of the rights or obligations of either party pursuant to the clause hereof entitled “Limitation of Cost” and/or “Limitation of Funds”.
f. It is understood and agreed that the number of hours and total dollar amount of each labor category specified in any Task Order issued under these Contracts are estimates only and shall not limit the use of hours or dollar amounts in any labor category which may be required and provided for under an individual Task Order.
g. The Government intends to reimburse Other Direct Costs (CLIN 0002) on the basis of actual reasonable and allowable costs incurred plus applicable indirect markup rates (i.e. G&A and material handling). (NO FEE WILL
BE PAID FOR ODC’S)
h. As part of its Cost Proposal submission, the Contractor is required to complete the Labor Rate Substantiation Table (See Section J) and provide all pertinent supporting information (DCAA Audit or rate check information) to facilitate the cost realism analysis of proposed direct labor rates and all indirect rates (i.e., G&A, Overhead, etc).
i. OTHER DIRECT COSTS
CLIN 0002 covers Other Direct Costs, which includes incidental material and travel. Offerors are required to provide as part of their proposal any indirect markup rates (i.e. G&A and material handling) as detailed in Sections L and M. It is intended to reimburse support and subContract costs on the basis of actual reasonable and allowable costs. For evaluation purposes, the Government will add the Offeror’s proposed markup costs (i.e. G&A and material handling) to the stated base support costs as follows:

j. SUBMISSION OF OFFERS
As detailed in Section L of this solicitation, Offerors are required to submit both a technical and a cost proposal as part of their offer. Offerors who are large business concerns are also required to submit a proposed SubContracting Plan in accordance with Clauses 52.219-9 entitled “Small Business SubContracting Plan” and 252.219-7003 entitled “Small, Small Disadvantaged and Women-Owned Small Business SubContracting Plan (DOD Contracts).” Offerors are advised of the requirements contained in Clauses 52.219-8, entitled “Utilization of Small Business Concerns,” 52.244-2 entitled “SubContracts - Alternate I” and 52.244-5 entitled “Competition in SubContracting” concerning proposed subContracting. Offerors are required to furnish all applicable information required by Clause 52.244-2, entitled “SubContracts - Alternate I”, as part of their offer. Failure to comply with the instructions set forth in Section L of this Solicitation or to provide all information requested may result in the determination that the proposal is nonresponsive and ineligible for Contract award(s).
k. TABLE OF LABOR CATEGORIES AND HOURS The level of effort (LOE) for the performance of this Contract is based upon an anticipated total estimated LOE of 565,650 man-hours of direct labor for the entire Contract Period of Performance. The total number of man-hours of direct labor includes subcontracted labor hours, but does not include holiday, sick leave, vacation, and other absence hours. The anticipated labor hours to be expended hereunder is estimated below; the quantity set forth herein or as expressly changed by formal modification thereto, is hereafter referred to as “estimated total hours”. SECTION C - DESCRIPTIONS AND SPECIFICATIONS

HQ C-2-0040 PLANT PROTECTION (NAVSEA) (APR 2015)
(a) In accordance with NAVSEA STANDARD ITEM (SI) 009-72, the Contractor shall develop, maintain, and implement, as necessary, a Plant Protection Plan which prescribes the actions and procedures and assigns responsibilities for actions to be taken to provide adequate protection of the ship(s) and the materials and equipment to be installed therein. A copy of SI 009-72 can be obtained from the purchasing office representative listed in Section G of the contract or via the internet by going to http://www.navsea.navy.mil/Home/RMC/CNRMC/OurPrograms/SSRAC and selecting the NAVSEA Standard Items (NSI) tab then select the applicable FY standard item link and then select SI 009-72.
(b) The Contractor shall establish and maintain, for its plant and the work in process under this contract, physical security boundaries and other security measures to provide safeguards against hazards, including unauthorized entry, malicious mischief, theft, espionage, sabotage, and terrorism to U.S. Naval Vessels and their crews, in accordance with SI 009-72 and Attachment A thereto. The Contractor shall also provide reasonable safeguards against vandalism and fire.
(c) The Contractor shall meet the requirements of Force Protection Condition NORMAL (as defined in SI 009-72) at all times. In addition and in accordance with SI 009-72, the Contractor shall meet the requirements of increased levels of Force Protection as may be required or approved by the Contracting Officer, or when notified by the Supervisor, for the protection of its plant and the work in process under this contract against any threats including terrorism, espionage, sabotage, and enemy action.
(d) At the Supervisor’s discretion, the Contractor and the Supervisor shall negotiate a cost rate agreement applicable to each level of increased Force Protection above the NORMAL level. In addition to material costs, the labor cost rates shall be negotiated using the contractor’s and the Supervisor’s accepted common business practices. The labor and material costs to the Contractor for all safeguards so required or approved shall, to the extent allowable and allocable to this contract, be reimbursed to the Contractor in the same manner as if the Contractor has furnished such safeguards pursuant to a change order issued under the clause of this contract entitled "CHANGES--FIXED PRICE" (FAR 52.243-1) or "CHANGES--COST-REIMBURSEMENT" (FAR 52.243-2), as applicable. Such costs shall not include any allowance on account of overhead expense, except shop overhead charges incident to the construction or installation of such devices or equipment.
(e) Upon payment, in accordance with the Payments provision of this contract, by the Government of the cost to the Contractor for any device or equipment required or approved under paragraph (c) above, title thereto shall vest in the Government, and the Contractor shall comply with the instructions of the Contracting Officer respecting the identification and disposition thereof. No part or item of any such devices or equipment shall be or become a fixture by reason of affixation to any realty not owned by the Government.
(f) The plant protection plan and rate agreements required by this requirement shall be completed and implemented, within sixty (60) days of contract award for new construction and prior to ship arrival for conversion.
STATEMENT OF WORK
1.0 SCOPE: The overall scope of this Contract is to provide the requisite engineering and technical services to support the ongoing execution of Naval Surface Warfare Center, Philadelphia Division (NSWCPD) In-Service Engineering (ISE) roles and responsibilities for Code 442, electrical power and generation systems installed on surface ships, submarines, and assault craft. This tasking will require engineering, technical, logistics, and program support expertise to execute the NSWCPD ISE support functions listed in Section 3.0.
2.0 APPLICABLE DOCUMENTS
2.1 All efforts performed under this Contract shall be in accordance with Task Orders (TOs) cited by NSWCPD as appropriate for the task.
3.0 SCOPE OF WORK
3.1 Engineering Support
3.1.1 One-Line Diagrams: Develop electrical system one-line diagrams and conduct ship checks to validate as-built electrical system configurations.
3.1.2 Electrical Engineering Support: Provide electrical engineering support to NSWCPD Philadelphia to resolve emergent shipboard electrical system/equipment issues.
3.1.3 Power Management Support: Develop and implement an integrated Power Management plan, through design documentations and demonstrations by certification testing of Code 442 Power Management systems on the advancement of Fleet surface ship readiness, sustainment, safety, and Reduced Total Ownership Cost (RTOC) initiatives.
3.1.4 U.S. Navy Modernization Programs Support: Provide engineering support to NSWCPD for U.S. Navy modernization programs, including LSD-41 and LHD-1 Class Mid Life, Life and LCC-19 Class equipment upgrades, to include Original Equipment Manufacturer (OEM) engineering, simulation and modeling support for upgrades to shipboard electrical system control equipment and governors.
3.1.5 U.S. Coast Guard, Military Sealift Command (MSC), and U.S. Army Modernization Programs Support: Provide engineering support to NSWCPD for U.S. Coast Guard, MSC, and U.S. Army Water Craft ship modernization programs, to include upgrades to shipboard electrical system control equipment and governors and other HM&E systems and equipment.
3.1.6 Shock Testing Support: Perform analyses for NSWCPD to determine shock testing requirements for new electrical equipment and equipment upgrades.
3.1.7 Foreign Military Sales (FMS) Support: Provide FMS engineering support to NSWCPD, including surveys to determine as-built electrical configurations and analyses to determine if system/equipment upgrades are required and if proposed upgrades are feasible.
3.1.8 Engineering Development Test Facility (EDTF) Support: Provide planning and engineering support to NSWCPD and NAVSEA for ongoing projects and initiatives by reviewing and making recommendations for Electrical Compatibility Test Facility (CTF) program level documentation and developing specifications for ship hardware.
3.2 Electrical Systems Technical Support
3.2.1 Land Based Engineering Site (LBES) and Shipboard Support; Provide LBES and shipboard SME and OEM field support for electrical and electrical controls systems and equipment.
3.2.2 LCC-19 Electric Plant Onboard Trainer Support: Provide SME and OEM support to maintain and upgrade the U.S. Navy’s LCC-19 Class electric plant onboard trainer.
3.2.3 Test Site Support: Provide on-site support at the Code 442 test site at NSWCPD to build/refurbish and test electrical and electrical control equipment and assist in maintaining the site’s infrastructure.
3.2.4 On-Site Waterfront Support: Perform Direct Fleet Support and Distance Support functions on U.S. Navy vessels for electrical equipment upgrades CONUS and OCONUS.
3.3 Circuit Breakers Support
3.3.1 Configuration Management Support: Assist in identifying and obtaining circuit breakers and electrical equipment being removed from in service ships and submarines.
3.3.2 Inventory Support: Manage the inventory of the circuit breakers and electrical equipment obtained and stored at NSWCPD and notify NSWCPD warehouse personnel when stored circuit breakers and electrical equipment need to be shipped to Naval Shipyards for refurbishment and fleet re-issue.
3.3.3 Replacement/Repair Coordination Support: Coordinate with ship’s force personnel, shipyards, and Original Equipment Manufacturers (OEMs) to facilitate the replacement or repair of shipboard circuit breakers.
3.3.4 Electronic-Steam Plant Action Records (ESPARs) Support: Assist in resolving circuit breaker ESPARs by reviewing ESPARs assigned to NSWCPD, liaising with the appropriate technical activities, and formulating/submitting recommendations to resolve the identified issue.
3.4 Electrical, Integrated Power System (IPS), Integrated Fight Through Power (IFTP), and Hybrid Electric Drive (HED) In Service Engineering Support
3.4.1 General Documentation Support: Review performance specifications, requirements, component drawings, and installation drawings.
3.4.2 Project Coordination Support: Support on Integrated Product Teams (IPTs) and working groups and in program reviews and Configuration Control Boards (CCBs). Provide subject matter expertise and assist in completing action items assigned.
3.4.3 HED Design Support: Provide design support for NSWCPD projects and initiatives to implement HED technologies onboard U.S. Navy and U.S Coast Guard ships.
3.4.4 DDG-1000 Documentation Support: Review DDG-1000 IFTP Contract Data Requirements Lists (CDRL’s), formulate responses for Requests for Clarification, Interpretation or Assistance (RCIA’s), Justifications for Technical Determination (JTD’s), and Proposed Changes (PC’s) and coordinate responses through the Navy Technical Authority (NTA) for all DDG-1000 low voltage ship design issues.
3.4.5 Testing Support: Provide support for LBES, OEM and Equipment Qualification Testing (EQT) test events for electrical, IPS, IFTP and HED equipment, by developing, updating and reviewing test procedures, witnessing tests, and reviewing test reports and waiver/deviation documentation.
3.4.6 Training Curricula: Develop training materials for pre-commissioning crew electric plant familiarization and operation training.
3.4.7 DDG-1000 SCN to In-Service Transition Support: Ensure DDG-1000 IPS and Electronic Modular Enclosure (EME) technical expertise, documentation, and history is retained to support the future NSWCPD ISEA functions by establishing archives of technical data, design documents, and deliverables, developing a consolidated issues list from the technical issues, watch items, and program decisions captured on various issues lists or program artifacts, and reviewing existing configuration management processes and activities.
3.5 Logistics and Program Support
3.5.1 Logistics Documentation Support: Develop and update Integrated Logistics Support (ILS) documentation and ILS packages for Code 442 in support of electrical power and generation systems installed on surface ships, submarines, and assault craft, to include but not limited to Planned Maintenance System (PMS), Technical Manuals, Supply Support, training curricula, and Operational Sequencing System (OSS).
3.5.2 Program Support: Provide program support for Code 442 in support of electrical power and generation systems installed on surface ships, submarines, and assault craft, including timekeeping inputs, travel and training coordination/inputs, tracking of action items, meeting coordination and minutes, and assistance with the preparation of presentations, correspondence, metrics, and status reports.
3.6 Assault Craft Unit (ACU) Technical Support
3.6.1 On-Site Technical Support: Provide on-site technical support as the ISEA on-site representatives for ACU projects and initiatives associated with LCAC systems.
3.6.2 I Level Repairs Support: Provide Subject Matter Expert (SME) support for LCAC "I"-level repairs of all assets an tests of system components conducted in support of ACU- 4/ACU-5 and NBU-7 at their CONUS based locations and during deployments.
3.6.3 Repairs and Maintenance Support: Provide technical coordination and SME support for ongoing shop repairs and “O” and “I” level maintenance. Coordinate and implement approved LCAC equipment configuration changes. Perform LCAC systems maintenance administrative tasks, including Weblog updates, configuration change documentation, and equipment failure reporting.
4.0. DELIVERABLES - TECHNICAL AND FINANCIAL REPORTS
4.1 Contracting Officer's Management Report (CDRL A001)
4.1.1 This report shall reflect both prime and subContractor data if applicable at the same level of detail.
4.1.2 The CDRL shall be delivered electronically, unless otherwise stated, and while Contractor's format is acceptable, Government's approval is required from the COR.

4.2.3 The Contractor may be required to travel in performance of this Contract. The numbers of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the COR. All travel shall be conducted in accordance with FAR 31.205-46 Travel Costs and the Federal Travel Regulations (FTR) and shall be pre-approved by the COR. The Contractor shall submit travel reports in accordance with
DI-MGMT-81943 (CDRL A002).
4.3 Contractor's Personnel Roster (CDRL A003)
4.3.1 The CDRL shall be delivered electronically, unless otherwise stated, and while Contractor's format is acceptable, Government's approval is required from the COR.

5.0 PERSONNEL QUALIFICATIONS
5.1 General Requirements: The Contractor shall be responsible for employing technically qualified and trained personnel to perform the tasks to be performed hereunder and where requested provide resumes and similar work experience to document employee competencies. In addition, the Contractor shall maintain the personnel, organization and administrative control necessary to ensure that the work delivered meets or exceeds the Contract specification requirements. In the event an individual proposed for performance under the resultant Contract is not currently employed by the Offeror, the Offeror shall include with the listing, a letter of intent signed by that individual who states the individual's intent to accept employment with that Offeror within thirty (30) days of Task Order award if the Task Order is awarded to the Offeror.
5.1.1. The Government reserves the right, during the term of this Contract, to request work histories on any Contractor employee for purposes of verifying compliance with this requirement. Personnel assigned to or utilized by the Contractor in the performance of this Contract shall, as a minimum, meet the experience, educational, and other background requirements identified herein, and be fully capable of performing the contemplated functions of the respective labor categories in an efficient, reliable, and professional manner.
5.1.2. If the Contracting Officer questions the qualifications or competence of any person performing under the Contract, the burden of proof to sustain that the person is qualified as prescribed herein shall be upon the Contractor.
5.2: Key Personnel: The following labor categories are designated Key Personnel for this Contract. Resumes will be submitted for each category in the quantities indicated in parenthesis by the key category description. In addition, the Contractor is responsible for employing those personnel proposed under the "Key Personnel" categories identified under this Contract. Any substitution/addition of personnel under those identified as Key Personnel shall be subject to the Substitution of Key Personnel Clause. The Education target and Qualifications for the key labor categories below are as follows:
5.2.1 Program Manager (1 resume)
Target Education: Bachelor’s degree in Marine/Mechanical Engineering or Electrical Engineering from an accredited College or University.
Target Experience: Five years’ experience managing personnel who provide engineering and technical support for U.S. Navy electrical generation and distribution systems and equipment;
working knowledge of U.S. Navy organizations, including their functions and responsibilities.
5.2.2 Senior Engineer (1 resume)
Minimum Education: Shall possess a Bachelor’s degree in Electrical Engineering or Mechanical Engineering from an accredited College or University.
Target Experience: Five years’ experience providing design and engineering support for U.S.
Navy shipboard electrical generation and distribution systems and equipment, including conceptual designs for equipment back fits, ship alteration package development (design drawings and test procedures), and feasibility evaluations for proposed replacements of shipboard generators and switchboards.
5.2.3 Electrical Engineer (1 resume)
Minimum Education: Shall possess a Bachelor’s degree in Engineering or Engineering Technology from an accredited College or University.
Target Experience: Five years’ experience providing design and testing support for circuit breakers installed on U.S. Navy ships or submarines and experience developing and updating U.S. Navy circuit breaker technical documentation.
5.2.4 Senior Test Lab Engineering Technician (1 resume)
Target Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of naval shipboard systems maintenance and operation; or be a graduate of a trade, industrial or correspondence school for engineering.
Target Experience: Five years’ experience in the operation, maintenance, testing and repair of HM&E equipment installed on U.S. Navy surface ships or submarines. Five years’ experience refurbishing/rebuilding and testing U.S. Navy electrical and electrical control equipment (including static frequency converters, motor generator electronic constant speed drives, electronic governor control assemblies, and local control panels).
5.2.5 Senior Landing Craft Air Cushion (LCAC) Engineering Technician (1 resume)
Target Education: High school graduate or GED and a graduate of military schools which provided an in-depth knowledge of U.S. Navy LCAC Electrical systems.
Target Experience: Five years’ experience in the operation, maintenance, testing and repair of U.S. Navy LCAC Electrical systems, and 5 years’ experience providing Direct Fleet Support for LCAC electrical systems.
