1 SCOPE

1.1 General. This document specifies the minimum requirements for the Primary Vibration Calibration System. For the purpose of this Calibration Standard Specification (CSS), the Primary Vibration Calibration System shall be referred to as the PVCS. It is intended to be used by Navy personnel in Navy Primary Standard laboratories. Operator control functions shall be clearly identified and marked as well as all functions will be documented in the user’s manual. The PVCS will be used to calibrate secondary vibration systems commonly seen in NAVAIR to calibrate systems such as piezoelectric accelerometers, high impedance, low impedance and velocity transducers. The system is capable of simultaneously measuring either charge or voltage mode via separate inputs for both the device under test (DUT) and from primary calibration methods such as laser interferometry.

This purchase description details two parts to this acquisition: One part is a description of the PVCS where each system includes the following components:

Rack Mounted Desktop PC with internal Data Acquisition Card (DAC) and Function Analyzer, Vibration Calibration Software, Shaker with accompanying Power Amplifier and Power Supply/Pressure Regulator, Internal Reference Accelerometer with Dual (or two Single) Amplifier and Signal Conditioner, a Frequency Stabilized Helium-Neon Laser Source and a Michelson Interferometer, Photo Detector, I/Q Demodulator and support equipment to allow for verification of function of each component. This vibration standard shall be used by the Navy to calibrate reference accelerometers and K9155-D31 series secondary vibration systems. The PVCS shall be used to ensure secondary systems conform to the applicable sections of International Organization for Standardization (ISO) 16063- 21, Vibration by Comparison to a Reference Transducer. The PVCS shall follow methods and guidelines as specified by applicable sections of International Organization for Standardization (ISO) 16063-11 Primary Vibration Calibration by Laser Interferometry.

The second part will be the technical documentation of CSS compliance. The manufacturer shall submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make and model. The offeror must demonstrate that its proposed equipment meets or exceeds each minimum requirement described in this solicitation by providing a citation to the relevant section of its technical description or product literature.

1.2 Usage. US Navy civilian and support contractor personnel will use the PVCS. It should be a primary system capable of directly measuring the displacement and frequency of the shaker using laser interferometry. Equipment covered by this CSS is intended for use in testing equipment and systems in the controlled environments in which test equipment is operated. The requirements of this CSS are tailored to the intended use of the equipment.

1.3 Classification. Test equipment specified herein is categorized by class, (requirements arising from the intended operational environment), as specified below in 1.3.1 Class through 1.3.3 Color. The class is assigned by the most severe environmental condition expected for the equipment.

1.3.1 Class. The PVCS shall conform to Class 4 requirements in accordance with MIL- PRF-28800 for Navy shore-based laboratory use as specified in this CSS. It is expected that the system will operate only in laboratories that meet the highest of Navy environmental requirements.

1.3.2 Enclosure. For the purpose of this CSS, the enclosure refers to the rack/bench required as a foundation and workspace for the PVCS and drawer space required for the storage of all accessories delivered with the PVCS.

1.3.3 Color. The color of the equipment and transit cases shall be the color normally provided by the manufacturer.
