1.6 The Government intends to award a contract upon initial proposals. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost/price and technical standpoint. However, the Government may contact any or all or a limited number of Offeror’s with questions concerning its responses as permitted under FAR Part 15. Vendors are hereby instructed that, regardless of any language that may be used in this solicitation, the Department is conducting this procurement under FAR Part 15.

1.7 A fair and reasonable prices determination will be performed IAW FAR 15.

2.0 INQUIRIES REGARDING THE REQUEST FOR PROPOSAL (RFP)

It is the Offeror’s responsibility to bring to the attention of the Contracting Officer at the earliest possible time, but prior to the closing date, any ambiguities, discrepancies, inconsistencies, or conflicts between the SOW and other solicitation documents attached hereto or incorporated by reference. All questions shall be submitted, in writing, via e-mail correspondence to the Contract Specialist and Contracting Officer. Provision L-215-H007 specifies the date of submission of questions to allow the Government adequate time to prepare and issue responses, and amend the solicitation if required, so that Offerors can use the information in preparing its proposals. The Government makes no guarantee that questions received after this date will be answered. No direct discussion between the technical representative and a prospective Offeror shall be conducted.

3.0 PROPOSAL SUBMISSION

3.1 Proposals shall be submitted as stated in paragraph 1.1, above.

3.2 Offerors must comply with the instructions for the format IAW FAR 52.215-1 and content for the proposals;

proposals that do not comply with these instructions may be considered deficient and may render the Offeror ineligible for award.

3.3 The completion and submission of an offer to the Government shall indicate the Offeror’s unconditional agreement to the terms and conditions in this solicitation.

THE GOVERNMENT RESERVES THE RIGHT TO REJECT ANY PROPOSAL THAT DOES NOT

All files shall be virus-scanned, searchable, reproducible, accessible, and printable. Bookmarks must be utilized to easily locate sections of the proposal.

b) Each volume shall contain a table of contents and a matrix cross-referencing the proposal and the solicitation to allow the Government to ascertain that all required sections of the proposal are fully addressed. Each volume stands on its own for evaluation purposes and must include all information necessary for evaluation (e.g., if it is to be evaluated in response to a Section L, Volume II requirement, the information must be included in the Offerors Volume II proposal for it to be considered). Offerors are also required to provide all required information for each Subfactor independently. When rating a Subfactor, the Government will only evaluate the information provided in the section of the proposal addressing that particular Subfactor. When rating a Factor that does not have Subfactors, the Government will only evaluate the information provided in that volume. The Government will not consider information located in other sections or other volumes of the proposal in its evaluation of an individual Factor or Subfactor.

c) Page Limitations: The Government will not read or evaluate pages exceeding the below prescribed page limitations. Excess pages will be removed from the proposals. Page limitations do not include table of contents, cross reference matrices, list of figures, list of acronyms, section bookmarks/dividers, or indices. d) The Offeror is expected to provide sufficient detail in a clear and concise manner to completely and logically address each evaluation Factor. Proprietary information shall be clearly marked. The Government does not desire excess verbiage, unnecessary and elaborate brochures, lengthy, repetitious, disorganized presentations, or any information beyond that sufficient to present and complete an effective offer. Deficiencies, whether informational or technical, may be cause for elimination from the competitive range and/or rejection of an offer. Unsupported promises to comply with the contractual requirements are not sufficient. The proposal shall not merely reiterate the contractual specifications, but rather shall provide convincing documentary evidence of how contract requirements will be met.

e) The Offeror shall provide information by addressing each Factor/Subfactor in the format and sequence identified in the solicitation. The Offeror must provide information in sufficient detail to allow the Government to make a best value assessment of the Offeror’s capability to support the proposed response to the evaluation criteria. Proposals that do not contain the information requested in the solicitation risk being determined unacceptable by the Government. The Government will not assume the Offeror possesses any capability, understanding, or commitment not specified in the proposal. The Government presumes the Offeror's proposal represents its best effort to respond to the solicitation. Submission shall therefore be thorough and complete. The proposal must not merely repeat the solicitation requirements, but rather must provide convincing documentary evidence in support of conclusive statements of how contract requirements will be met.

f) The Offeror is responsible for including sufficient details (i.e. drawings, test data) to permit a complete and accurate evaluation strictly from a technical standpoint. The Technical Volume shall have a separate index, which contains narrative titles that are cross-referenced to both the applicable Performance Specification and page number.

This index shall not count against the Page limitation for the Technical Volume. The narrative discussions shall also be related to the applicable paragraph by placing the appropriate SOW number at the beginning of the discussion text. The proposal shall be detailed and clearly stated to allow an assessment by the Government without the need for additional clarifications. The Offeror shall provide detailed narrative discussions that address both the SOW and the CDRLs of the solicitation. All information and data provided shall be specific to 9mm Barrier Blind Cartridges Ammunition, except for the area of Past Performance. In the response to the Request for Proposal, the Offeror must address all the Factors and Subfactors within the solicitation.
