About this file
This is an amendment to a solicitation modifying products and services required under solicitation number N6426723Q5099 for the Department of the Navy Naval Sea Systems Command. The amendment updates concrete testing and analysis requirements for an existing reaction pad at Marine Corps Base Hawaii Kaneohe Bay in building 4041. It removes a core test from the scope, updates non-destructive ultrasonic pulse velocity and rebound hammer concrete testing to be conducted at three marked motion base plate locations, and requires a signed professional engineering analysis report assessing the suitability of the existing reaction pad for a KC-130J weapons system trainer. The amendment extends the solicitation response date and modifies pricing details.

STATEMENT OF WORK
for KC-130J Weapons System Trainer-5 (KCWST-5) Site Activation Planning
Building 4041, MCBH Kaneohe Bay, HI
1. PURPOSE: To comply with Force Design 2030 re-establishment of VMGR-153. Site activation planning for KC-130J Weapons System Trainer-5. Structural AE Concrete Testing of the current reaction pad in Simulator Room 401, Building 4041 at MCBH Kaneohe Bay is required with results of that testing to be provided in a Professional Engineering (PE) Analysis Report for use in assessing suitability of existing reaction pad.
2. SPECIFIC TASK AREAS: MCBH Building 4041, Simulator Room 401 Hi-Bay, contains a concrete reaction pad that is 5’ (ft) in thickness and a has floor area of 23’(ft) -5” (inches) x 27’(ft). Visual inspection of the concrete shows it to be in good condition however the reaction pads’ integrity (flaws, honeycomb, voids, inclusions, compressive strength), is unknown. Site activation planning for the installation of the full motion simulator KCWST-5 requires that the reaction pad meet the KCWST Training Facility Report (TFR) structural requirements prior to installation. The contractor shall conduct a series of non-destructive tests to assess the conditions of selected areas of the concrete reaction pad. Test methods used shall provide test results in compressive splitting tensile and flexural strength of existing in-place concrete as well as the integrity (flaws, honeycomb, voids, inclusions, compressive strength).
A. Non-Destructive Concrete Test: The contractor must use Ultrasonic Pulse Velocity Testing in place of
Rebound Hammer Testing. If the contractor chooses to follow the Ultrasonic Pulse Velocity Testing, testing shall be conducted in accordance with ASTM C597. The contractor shall provide Ultrasonic Pulse Testing at the 3 (three) identified motion base plates marked on the reaction pad. The contractor shall perform a series of test points across the designated base plate configuration. The contractor shall perform the test under the ‘Indirect Transmission for Slab’. The contractor shall measure for flaws, honeycombed areas, voids, inclusions, cracks, uniformity and strengths. Provide report and schedule.
B. Additional Non-Destructive Concrete Test: The Rebound Hammer test is a Non-destructive testing method of concrete which provides a convenient and rapid indication of the compressive strength of the concrete. The contractor shall provide a Rebound Hammer for the non-destructive Hardened Concrete Test.
The contractor shall conduct the Rebound Hammer test in accordance with ASTM C805-2. Three motion base plates will support the legs of KCWST-5 and the base plates will be marked on the reaction pad. The contractor shall provide 15 hammer test points underside of each of the designated motion base plates location. Three areas will be marked with 15 hammer test point at each location.
C. Professional Engineering (PE) Analysis Report: The contractor shall capture the test results and findings and include them in the Analysis Report to the Government. The Analysis Report shall contain an analysis of the findings along with an assessment and recommendation to the Government on the suitability of the existing reaction pad to meet the TFR for KCWST-5. The Professional Engineering Analysis report shall be signed by a qualified professional engineer.
